HomeMy WebLinkAboutmin 10-19-77 343 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH OCTOBER 19, 1977 - PAGE 1 The City Council met in regular session at 7 : 30 p.m. with Councilmen Brannon, Feibusch, Councilwoman Snyder, and Mayor Simpson present. Councilman Wood was absent. INVOCATION & PLEDGE OF ALLEGIANCE Councilman Brannon gave the invocation and Councilman Feibusch led in the Pledge of Allegiance. PAYROLL WARRANTS On a motion by Councilman Feibusch, seconded by Councilman Brannon it was carried by the following roll call vote to approve Payroll Warrants #11580 to #11756 inclusive in the total amount of $82 , 386. 55 for the period of September 18 , 1977 to Oetober 1, 1977 , inclusive. AYES: Councilmen Brannon, Feibusch, Councilwoman Snyder, Mayor Simpson NOES: None ABSENT: Councilman Wood GENERAL WARRANTS On a motion by Councilman Snyder, seconded by Councilman Brannon it was carried by the following roll call vote to approve General Warrants #6838 to #6914 inclusive in the total amount of $313, 545. 48 . AYES: Councilmen Brannon, Feibusch, Councilwoman Snyder, . Mayor Simpson NOES: None ABSENT: Councilman Wood APPROVAL OF MINUTES On a motion by Councilwoman Snyder, seconded by Councilman Feibusch, it was carried by the following roll call vote to approve the Minutes of the meeting of October 5, 1977 as submitted by the Clerk. AYES: Councilmen Brannon, Feibusch, Councilwoman Snyder, Mayor Simpson NOES: None ABSENT: Councilman Wood CONSENT CALENDAR On a motion by Councilman Brannon, seconded by Councilman Feibusch it was carried by the following roll call vote to approve Consent Calendar Agenda Item Nos. l and 2 as follows: 1) Set November 2 , 1977 , as public hearing date for appeal of Use Permit No. 78-19 for a 40 unit apartment complex, 148 Gibson. 2) Set November 2 , 1977 , as public hearing date for EIR and route study, Main Street extension, Gobbi to Talmage. AYES: Councilmen Brannon, Feibusch, Councilwoman Snyder, Mayor Simpson NOES: None ABSENT: Councilman Wood APPROVAL OF VARIANCE APPLICATION NO. 78-12 (DON & LETHA ACTKINSON 760 SOUTH OAK STREET RESOLUTION NO. 78-40 Subject application requests reduction in the required lot width from 70 ' to 55 ' in the R-3 zone for a parcel located at 760 South Oak Street. Plannin4 Commission recommended Council approval with the stipulation that the building site only accommodate six units. 344 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH OCTOBER 19, , 1977 - PAGE 2 On --a motion by Councilman Brannon, seconded by Councilman- Feibusch it was carried by the following roll call vote to adopt Resolution No. 78-40, "Resolution Granting Variance To Don and Letha Actkinson" . AYES : Councilmen Brannon, Feibusch, Councilwoman Snyder, Mayor Simpson NOES: None ABSENT: Councilman Wood WRITTEN C014MUNICATIONS FROM .LEGAL SERVICES FOUNDATION RE SPECIAL ENERGY CRISIS INTERVENTION PROGRAM The following persons were present in the audience to request Council to reconsider its previous vote of September 7th not to participate in subject program: Bob Gibb, California Indian Legal Services Charles McKinley, Legal Services Foundation of Mendocino and Lake Counties. Councilman Feibusch made a motion, seconded- by Mayor Simpson to adopt the Resolution approving the Special Energy Crisis Intervention Program. The following tie vote resulted in defeat of the motion: AYES: Councilman Feibusch and Mayor *Simpson NOES: Councilman Brannon and Councilwoman Snyder ABSENT: Councilman Wood PUBLIC HEARING-AMENDMENT OF DISPOSAL SITE RATES Mr. Bowen' s attorney, Bob Fowler requested the public hearin be continued to the next meeting. g On a motion by Councilman Brannon, seconded by Councilman Feibusch it was unanimously carried to continue the public hearing to consider an amendment of disposal site rates to November 2 , 1977 . ADOPTION OF ORDINANCE NO. 704 ESTABLISHING CULTURAL ARTS COMMISSION On a motion by Councilwoman Snyder, seconded by Councilman Brannon it was unanimously carried to adopt Ordinance No. 704 by title only. On a motion by Councilman Brannon, seconded by Councilman Feibusch it was carried by the following roll call vote to adopt Ordinance No. 704 , "An Ordinance Of The City Council Of The City Of Ukiah Adding Article 1 (a) To Chapter 4 Of Division 1 Of The Ukiah"Municipal Code Relating To The Establishment, Appointment, And Duties Of The Ukiah Cultural Arts Commission" . AYES: Councilmen Brannon, Feibusch, Councilwoman Snyder, Mayor Simpson NOES: None ABSENT: Councilman Wood Nominations to subject commission will be agendaed for the next meeting. ORDINANCE NO. 703 DORA ST. REZONE ZONE CHANGE APPLICATION NO. 78-2 On a motion by Councilman Feibusch, seconded by Councilman Brannon it was unanimously carried to adopt Ordinance No. 703 by title only. Councilman Brannon made a motion, seconded by Councilman Feibusch to adopt Ordinance No. 703, "Ordinance Of The City Council Of The City Of Ukiah Amending Chapter 2Division 9 Of The Ukiah City Code By Rezoning Property From Existing R-3 And R-2 to R-1 and R-3 To R-2. A member of Council will make the request before subject matter will be placed on the agenda at a later date. AYES: Councilman Feibusch and Mayor Simpson NOES: Councilman Brannon and Councilwoman Snyder INTRODUCTION OF ORDINANCE NO. 700 . (ZONE CHANGE APPL. NO. 77-71) HUNT CONSTRUCTION, SIDNIE & CLARA On a motion by Councilman Brannon, seconded by Councilwoman Snyder it was unanimously carried to introduce Ordinance No. 700 by title only. On a motion by Councilwoman Snyder, seconded by Councilman Brannon it was carried by the following roll call vote to introduce Ordinance No. 7001 "Ordinance Of The City Council Of The City Of Ukiah Amending Chapter 21 Division 9 Of The Ukiah City Code By Rezoning Property From Existing R-1 Zone, To R-3 (Zone Change Application No. 77-71) " . AYES: Councilman Brannon, Councilwoman Snyder, Mayor Simpson NOES: Councilman Feibusch ABSENT: Councilman Wood RESOLUTION NO. 78-41 AUTHORIZING STREET IMPROVEMENT AGREEMENT MRS. HELEN REA, FORD STREET) On a motion by Councilman Feibusch, seconded by Councilman Brannon it was carried by the following roll call vote to adopt Resolution No. 78-41 , "Resolution Of The City Council Of The City Of Ukiah Authorizing Mayor And Clerk To Sign Street Improvement Agreement (Mrs. Helen Rea, Ford Street) " AYES: Councilmen Brannon, Feibusch, Councilwoman Snyder, • Mayor Simpson NOES: None ABSENT: Councilman Wood COUNCILMAN FEIBUSCH Request for Policy & Standards Committee meeting to discuss the future planning of the city, particularly as it pertains to the influx of apartments and traffic congestion. The matter will be discussed at the next meeting. Staff will provide information from Planning Department. Request made for review of our resources so we will know how much we can support with our existing facilities. COUNCILWOMAN SNYDER Complaint that traffic too fast ' on Betty Street, County line. Asked that Traffic Committee consider the matter. cost for College share in/use of lights -at Anton Stadium Try to resolve the problem prior to the next meeting.. MAYOR SIMPSON Pedestrian Safety Citation presented for no pedestrian deaths f or one year in. the City TRAFFIC PROBLEMS Council, expressed a need to talk about specific traffic problems. Councilwoman Snyder requested a Special Meeting with the Traffic Committee and Planning Commission for this purpose. Council determined the Special Meeting to be November 30, 1977 . 346.
