Councilman Wood gave the Invocation and Councilwoman Snyder
led in the Pledge of Allegiance .
PAYROLL WARRANTS
On a motion by Councilman Feibusch, seconded by Councilman
Brannon it was carried by the following roll call vote to
approve Payroll Warrants #403- #570 inclusive in the total
amount of $82 ,449. 48 for the period from 1- 22- 78 to 2-4- 78 .
AYES: Councilman Brannon, Wood , Feibusch, Councilwoman
Snyder and Mayor Simpson
NOES: None
ABSENT: None
GENERAL WARRANTS
On a motion by Councilman Wood, seconded by Councilwoman
Snyder it was carried by the following roll call vote to
approve General Warrants # 7733- 7812 inclusive in the
total amount of $204 , 005 . 76 .

APPROVAL OF MINUTES
On a motion by Councilwoman Snyder_ , seconded by Councilman
Feibusch, it was carried by the following roll call vote
to approve the Minutes of the regular meeting of February
1S, 1978 as submitted by the Clerk.

RESOLUTION NO. 78- 74
WATER RIGHTS APPLICATION
On a motion by Councilman Wood, seconded by Councilwoman
Snyder it was carried by the following roll call vote to
adopt Resolution No. 78- 72,, "Resolution of the City Council
of the City of Ukiah Authorizing Mayor to Execute and File
Water Rights Application with California State Water
Resources Control Board" .
AYES: Councilman Brannon, . Wood, Feibusch, Councilwoman
Snyder and Mayor Simpson

RESOLUTION NO. 78- 7
FEDERAL ENERGY REGULATORY COMMISSION
On a motion by Councilman Brannon, seconded by Councilwoman
Snyder it was carried by the following roll call vote to
adopt Resolution No. 78- 73, "Resolution of the City Council
of the City of Ukiah Authorizing Mayor to Execute and File
Preliminary Application with Federal Energy Regulatory
Commission. "

On a motion by Councilman Brannon, seconded by Councilman
l,cibusch, it was carried by a unanimous vote to adopt
subject ordinance by title only.
On a motion by Councilman Brannon , seconded by Councilman
Feibusch, it was carried by the following roll call vote
to adopted Ordinance No. 707 , "Ordinance of the City Council
of the City of Ukiah Amending Section 9168 (e) Non-Conforming
Uses . "
AYES: Councilman Brannon, Wood, Feibusch, Councilwoman
Snyder and Mayor Simpson.

ADOPTION OF ORDINANCE NO. 708
REZONING C-M ZONING
On a motion by Councilwoman Snyder, seconded by Councilman
Brannon, it was carried by a unanimous vote to adopt
subject ordinance by title only.
On a motion by Councilwoman Snyder, seconded by Councilman
Brannon, it was carried by the following roll call vote
to adopt Ordinance No. 708 , "Ordinance of the City Council..
of the City of Ukiah Amending Chapter 2 , Division 9 of the
Ukiah City Code by Rezoning Property From Existing C-M
Zone, to C-2:' (Zone Change Application No . 78- 50)
AYES: Councilmen Brannon, Wood, Feibusch, Councilwoman Snyder , Mayor
RESOLUTION AMENDING NOES : None Simpson
PERSONNEL POLICIES ABSENT: None
City Manager James Salayne stated this resolution has been
prepared to implement the recommendations of the State
Personnel Board, eliminating references to sex i . e . male
pronouns in the Personnel Policy. Other major changes
would include certification of the top five eligibles
except in the case of a closed promotional_ exam which
would retain the current policy of certification of the
top three applicants , and grant 60 days leave without
pay for maternity purposes with a possibility of a one
year leave.
Discussion was had as to postponing adoption of these
changes until the complete Personnel Policy has been
reviewed and revised.
On a motion by Councilwoman Snyder, seconded by Councilman
Feibusch it was carried by the following roll call vote
to continue this matter until review of the entire policy.

CITY ATTORNEY REPORTS
CITY OWNED DUPLEXES
City Attorney Bayes stated an opinion is needed from Council
as to the disposition' of the city owned duplexes located at
157 E. Mill. Street . Considerable expense would be required
to bring those structures up to the Uniform Building Code ,
therefore the City Attorney recommends the buildings be
disposed of.
Councilman Foibusch suggested moving the structures onto
the City owned sui-plus property behind the Safeway store
to facilitate the sale of the properties .

as an addition to provide more seating room at the Ukiah
M1.11-licipal Clubhouse . Another possibility could be the
moving of the duplexes to the Carpenter property nearby
for use in the development of the park.
On a motion by Councilman. Wood, seconded by Councilman
Feibusch it was defeated by the following roll call vote
to place these duplex structures up for bid.
AYES: Councilman Brannon, Mayor Simpson
NOES : Councilman Wood, Feibusch and Councilwoman Snyder
ABSENT: None
On a motion by Councilman Wood, seconded by Councilman
Feibusch it was carried by the following vote to continue
this matter for two weeksto enable an investigation to be
made into the disposal of the duplexes .

RESOLUTION NO. 78- 73
MUNICIPAL UTILITY RESIDENTIAL ENERGY CONSERVATION
Mr. Gordon Gill , a representative of the C. E .R. C. D. C.
spoke on the spoke on the application for federal funds
from the Federal Energy Administration to carry out a
Municipal utility residential energy conservation project .
Mr. Gill stated passage of this resolution and the filing
of the application would aid the City in other federal
grant applications , indicating City endeavors to conserve
energy. Mr. Gill also stressed the City would not have
to expend any money for this project.
Councilman Brannon expressed concern over future mandatory.
inspections of homes to determine adequacy of insulation.
On a motion by Councilman Wood, seconded by Councilwoman
Snyder it was carried by the following roll call vote to
adopt Resolution No. 78- 74 , "Resolution of the City Council
of the City of Ukiah Declaring its Intent to Participate In
An Energy Conservation Program in Cooperation with California
Energy Resources Conservation and Development Commission. "

Snyder and Mayor Simpson

RESOLUTION NO. 78- 72
COMMENDING BARRY WOOD
Mayor Simpson presented Councilman Wood with a plaque and
a gavel commemorating his term as Mayor and City Councilman
and read from a Resolution commending him for his four .
years of service to the City of Ukiah.
Councilman Wood thanked the City Council and accepted the
presentation on behalf of himself and his family.
On a motion by Councilwoman Snyder, seconded by Councilman
Fel )Lisch It was carried by a unanimous vote to adopt
Resolution No . 78- 75 , "Resolution of the C=ity Council of
the Cit), of Ukiah Commending Barry Wood for his years of
service as a member of the Ukiah City Council . "

COMPUTEIZ IIIZOGRAM PURCHASE
BUDGET TIZANSFI:R
City Manager Swayne read a. memorandum from the Director
of Finance requesting a budget transfer to hire a
consulting farm to help design and write a program r
for utility billing.
Councilman Feibusch stated. the efficiency of the in-
house computer program has fallen short of original
expectations .
On a motion by Councilman Feibusch, seconded by Councilman
Brannon it was carried by the following roll call vote to
approve a budget tranfer of $3 , 500 to hire the firm of
Computer Software Specialist .
AYES: Councilman Brannon, Wood, Feibusch, Councilwoman Snyder
and Mayor Simpson

COUNCILMAN BRANNON
Budget - Suggested City departments prepare an alternate
budget to be used should the Jarvis Act be passed.
Municipal Insurance - Suggested an appointment be made
for the Redwood Empire Municipal Insurance Fund and also
an alternate representative be selected.
APPOINTMENT TO INSURANCE FUND-RESOLUTION NO. 78-76
On a motion by Councilman Wood , seconded by Councilwoman
Snyder it was carried by a unanimous vote to agenda the
appointment of an alternate representative to Redw6od Empire
Municipal Insurance Fund for the next meeting .
On a motion by Councilwoman Snyder , seconded by Councilman
Feibusch, it was carried by the following roll call vote
to adopt Resolution No. 78-76 , "Resolution Of The City council
Of The City Of Ukiah Re-appointing Ira Brannon To The Redwood
Empire Municipal Insurance Fund"

COUNCILMAN BRANNON
Expressed his appreciation and enjoyment with having served
on the City Council .with Barry Wood.
COUNCILMAN FEIBUSCH
Traffic Committee - Suggested Traffic Committee investigate
a no-parking section on Mason Street between Standley and
Perkins Street to facilitate a right turn onto Perkins .
Councilman Feibusch also wished Councilman Wood good
luck in his future endeavors .
COUNCILWOMAN SNYDER
Thanked Councilman Wood for his service to the City and
stated he will be sorely missed by members of the Council .

Jarvis Act - Suggested investigating the amount the
City budet will have to be cut back should the Jarvis
Act pass .
ADJOURNMENT
Mayor Simpson adjourned the meeting at 8 : 30 p.m.
