MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
MARCH 27 , 1978 - PAGE 1
The City Council convened in special session at 7 :31 p.m. with
Councilmembers Hickey, Simpson, Snyder, and Mayor Brannon present.
INVOCATION & PLEDGE OF ALLEGIANCE
Councilman Simpson gave the Invocation• and Councilwoman Snyder
led in the Pledge of Allegiance.
PAYROLL WARRANTS
On a motion by Councilwoman Snyder, seconded by Councilman Hickey
it was carried by the following roll call vote to approve Payroll
Warrants #740 to 4902 inclusive for the period from 2-19-78 to
3-4-78 inclusive in the total amount of $84 , 909.32.
AYES: Councilmembers Hickey, Simpson, Snyder, Mayor Brannon
NOES: None
ABSENT: None
GENERAL WARRANTS
On a motion by Councilwoman Snyder, seconded by Councilman Simpson
it was carried by the following roll call vote to approve General
Warrants #7930 to #8049 inclusive in the total amount of
$46 ,462. 07.

NOES: None
ABSENT: None
APPROVAL OF MINUTES
On a motion by Councilwoman Snyder, seconded by Councilman Hickey
k ._ it was carried by the following roll to approve the Minutes
of the meetings of March 14 , 1978, and March 15,• 1978 .
AYES: Councilmembers Hickey, Simpson, Snyder, Mayor Brannon
NOES: None
ABSENT: None
PROCLAMATION - ENERGY CONSERVATION WEEK
Mayor Brannon read subject Proclamation and declared the week of
April 16 through April 22 to be Energy Conservation Week and
urge citizens to take advantage of the opportunity to visit
the Mobile Energy Conservation Center and examine its exhibits.
ADDITION TO AGENDA
On a motion by Councilman Simpson, seconded by Councilman Hickey
it was carried by the following roll call vote to place the
Swearing In Ceremony on the agenda prior to "City Council Reports" .
AYES: Councilmembers Hickey, Simpson, Snyder, Mayor Brannon
NOES: None
ABSENT: None
WADING POOL AT CITY PARK
Parks and Recreation Commission had discussed alternatives which
included abandoning the wading Fool altogether or bring it up to
standard and continue to operate it. The cost to abandon . is
$2,200 and the cost to reconstruct to meet Health Department
standards and operate for a year is $11, 240 .
Councilman Simpson made a motion, seconded by Councilwoman Snyder
to rehabilitate the wading pool and approve the budget transfer
in the amount of $11, 240. The motion failed after the following
tie vote:
AYES: Councilman Simpson, Councilwoman Snyder
NOES: Councilman Hickey, Mayor Brannon.
The matter will be rescheduled for the next agenda.

AWARD OF BID FOR CONDUCTOR
GENERAL ELECTRIC SUPPLY
On a motion by Councilwoman Snyder, seconded by Councilman Hickey
it was carried by the following roll call vote to award the bid
for concentric neutral conductor to G. E. Supply Company for
12,000 feet 2 str. 15 KV alum. D.B. concentric neutral conductor
in the total amount of $5340. 00 and 20, 000 feet 2 str. triplex
code name cockle. 2-2-4 in the total amount of $3700.
AYES: Councilmembers Hickey, Simpson, Snyder, Mayor Brannon.
NOES: None

RESOLUTION NO. 78-85 ADDENDUM NO.1
TO CONTRACT FOR ENGINEERING STUDIES
WASTEWATER TREATMENT PLANT
On a motion by Councilman Simpson, seconded by Councilman Hickey
it was carried by the following roll call vote to adopt Resolution
No. 78-85, "Resolution Of The City Council Of The City Of Ukiah
Authorizing Mayor And Clerk To Sign Addendum No. 1 To Contract
For Engineering Studies For Ukiah Wastewater Treatment Plant
(Kennedy Engineers, Inc. ) " .
AYES: Councilmembers Hickey, Simpson, Snyder, Mayor Brannon
NOES: None
ABSENT: None
RESOLUTION NO. 78-86 ADDENDUM NO. 2
TO CONTRACT FOR ENGINEERING STUDIES
WASTEWATER TREATMENT PLANT
On a motion by Councilman Simpson, seconded by Councilwoman
Snyder it was carried by the following roll call vote to adopt
Resolution No. 78-861 "Resolution Of The City Council Of The
City Of Ukiah Authorizing Mayor And Clerk To Sign Addendum No. 2
To Contract For Engineering Studies For Ukiah Wastewater
Treatment Plant (Kennedy Engineers, Inc. ) " .
AYES: Councilmembers Hickey, Simpson, Snyder, Mayor Brannon
NOES: None
ABSENT: None
CHARLES G. MYERS SWORN IN AS COUNCILMAN
Charles G. Myers, the newly appointed Councilman was given the
Constitutional Oath of Office by the Clerk.
Councilman Myers was congratulated by members of the Council.
He expressed his thanks for the honor of the appointment to
serve on an interim basis on the Council and committed himself
to serve to the best of his ability and energy.
COUNCILMAN SIMPSON

Senator Behr has been invited to Ukiah May 15th to speak con-
cerning his current bill. Mr. Jarvis will also be extended an �
invitation to speak concerning the Jarvis-Gann Initiative.

MAYOR BRANNON
Council representation on commissions - Requested specific
identification of this policy. Referred specifically to
Mr. Feibusch continuing to serve on the Parking Advisory
Commission.
AUTHORITY TO APPROVE IIARRANTS
On a motion by Councilman Hickey, seconded by Councilman Simpson
it was carried by the following roll call vote to authorize
Vice Mayor Snyder to approve warrants prior to April 19th meeting
in order to take advantage of discounts .
AYES: Councilmembers Hickey, Myers, Simpson, Snyder, Mayor Brannon
NOES: None
ABSENT: None
ADJOURNMENT
Mayor Brannon adjourned the meeting at 8 : 20 p.m. to April 13th, noon
at the Lido for an informal goals and objectives session.
