The City Council met in adjourned session on Monday, Junc 119 1070 in
the City Council Chambers. Mayor Snyder called the meeting to order at
2:05 p.m. with all members present.
GENE-RAI, PLAN INTI:IZPRE 1'A1'ION
City Manager James Swayne, explained the discrepency existing between the
General Plan map and the actual text of the Plan in which Medi.ulrl Density,
6-1.0 dwelling units per acre :is referred to but no provision is made for
this cata„ory on. the map. In January 1977, the Planning Commission considered
this discrepency and determined to allow 6-10 DU/acre in the Medium-low density
designated areas with a. use permit. Mr. Swayne noted (lucst:ions have arisen
as to allowable density on new developments i.e. Las Casas and N. Oak Street
,ind Planning staff would like a policy decision in order to provide proper
information to developers. Air. Swayne noted the General Plan Amendment Steering
Committee is currently at work revising the General Plan and should complete
their meetings in one month.
Mayor Snyder expressed concern with bringing the Zoning Ordinance into consistency
with the General Plan as noted in the California Code and felt the Planning
Commission should consider this discrepency and make a recommendation to the City
Council, at which time a General Plan amendment would be. considered.
City Attorney Hays noted only three General Plan amendments could be considered
per year.
Bob Kennedy, Las Casas developer, noted his proposed development has been based
upon the January 1977 Planning Commission interpretation allowing 6-10 DU/acre
with a use permit. Mr. Kennedy expressed concern with changing the interpretation
when new members are seated on the Planning Commission.
Councilman Simpson did not feel the General Plan map should take precedence and
noted the City Council should conduct public hearings on zoning densities now
to coincide with completion of the revised General Plan.
Discussion was had on revision of ,the Zoning Ordinance which at best would take
approximately 90 days to complete. A building moratorium was sug este(: by City
Attorney as one _possible course of action until the revision is adopted but no
councilmembers fpavored the moratorium.
Virginia Brody, N. Oak Street, suggested her neighborhood be considered as Medium-
low density since that was obviously the feeling of majority of people in the
area.
Mayor Snyder suggested they consider rezoning area to R-1, Single Family Residential
or a Citizens Advisory Committee be formed to prepare a specific plan for the
N. Oak Street neighborhood.
Dan Hamburg did not feel a moratorium necessary but felt development could proceed
in the City in accordance to the present General Plan although it may create some
hardship on developers and urged

Discussion was had on allowable density for the proposed Las Casas subdivision
with Mayor Snyder requesting the plannint, Commission act as a recommending body

and forward a recommendation on to the City Council. as to allowed density of
the project.
On a MO'T'ION by Councilman Stimpson, seconded by Councilman Hickey, it was carried
by a unanimous voice vote to direct the Planning Director request the City of
Ukiah Planning Commission make a final decision on the Las Casas Use Permit and
E.I.R. no later than their meeting of June 27, 1979.
Councilman Brannon noted it would be his hope the Planning Commission would take
a stand on the density issue and not deny the Las Casas project on the basis of
it's inconsistency with the General Plan.
Councilman Simpson felt the Planning Commission should consider the need for
housing and should a change to the General. Plan be considered necessary,
recommendations to this effect should be made.
BUDGET SSSS IONS
Budget sessions were scheduled for the following dates:
June 14 - 4:00 p.m.
June 20 - 6:30 p.m.
June 21 - 4:00 p.m.
It was noted the July 4 meeting will fall on a holiday. On a MOTION by Councilman
Hickey, seconded by Councilman. Brannon, it was carried by a unanimous voice vote
to cancel the City Council meeting of July 4, 1979.
ADJOURI��1ENT
There being no further business, the City Council adjourned to Executive Session
at 4:06 p.m. and continued to June 14th for budget hearings and to June 15th
for executive session at 4;00... p,m.,
