M/S: Brannon/Myers to approve Consent Calendar #1-7 as
follows:
1) Payroll Warrants #8830-8992, $99,030.78

3) 'Minutes, 1/16/80
4) Award of bid for electric conductors to Consolidated Electric
for 10,000 ft. 2 str alum. cable, $8846.20; 10,000 ft. 2/0
str alum cable, $2433.91; 10,000 ft. 4/0 str alum cable, $3412.46.
5) Adopt Resolution 80-54 adopting conflict of interest code
applicable to designated employees.

He stated he is impressed with the
organized and effective way in which
the City is conducted and is looking
forward to working with the Council.

9) Request of approval of. appli-
cation, selective enforcement
grant, Office of Traffic
safety
Proposal h~s been made to the State
Office of Traffic Safety for a
grant to provide funds for a traffic.
officer, radar unit, radio and
vehicle. Said proposal has been
approved pending an acceptable agree-
ment. Funds will pay 1'00% the 1st
year and 50% during the second year, --
excluding vehicle operational costs. The request is for preliminary
approval~~n~nal agreement to be entered into at a subsequent time
Council/~'~[~Y~ around what the City's committment would be after
the second year and the need for the city to absorb the operating
costs.
M/S: Simpson/Brannon to give prelimiqary approval of subject proposal.
It was suggested that no action be taken until the outcome of
Jarvis II.
Councilman Simpson was of the Opinion that with the approval now
we would have a year to solve some of the c~ty's traffic problems.
Councilman Brannon pointed to the fact that the area is growing,
this proposal could have long range benefits. He favored applying
now and evaluating later.
Mayor Snyder pointed out that if the City drops the program for
a justified reason, all equipment remains with the City.

10) Selection of consultant for
.airport Industrial Park,
specific program & appoint-
ment of plan advisory
committee
The proposal is commencement of the
701 study to develop the Airport
Industrial Park Specific Plan.
City Manager reported consultants
were interviewed this date.
The fir'st choice was Bolles &
Associates; Ted Krienes, second
choice. Bolles & Associates have
had previous experience with industrial parks and have worked with
private ownerships. The cost proposal from Bolles was $10,000
and $10,750 from Krienes. No cash outlay would be required by the
City. The City would participate through in kind services.
M/S: Simpson/Myers to authorize preparation of proposed agreement
with Bolles and Associates as the consultants for the Induatrial
Park Study.
Councilman Brannon referred to an earlier date at which time this
matter was discussed by Council. At that time he made a note
that Mike Ells had caused a study to be made in this area. He
requested that a copy be obtained and expressed a need to exhaust
the possibility of its use. City Manager was of the opinion that
we are committed with the state to proqeed on this project.
Mayor Snyder stated she had a problem with getting involved with
the study. In her opinion, the people who own the property should
take care of development costs. Another problem she expressed was
the fact that the area in question is outside the city limits.
Councilman Simpson stated it is within our sphere of influence,
it could create jobs and it is needed. It is an opportunity to
plan an area and the City should take advantage of it.
Planning Director stated it is a planned incremental development.
The plan is needed to give everyone their responsibility.
Ted Feibusch, 240 S. Highland Ave, spoke on subject matter. He
stated only a portion of the area is outside the city limits.
He also stated he i.s in favor of annexation of industrial areas
because it is revenue producing. He suggested that Council go
along with Councilman Brannon's suggestion and if there is no
merit to the Ells study, to go ahead w~th the Bolles proposal.
Bob VanderMey stated that to be able to have a master plan ahead
of an area's development, is an opportunity.
M/S: Simpson/Myers amended the mot].on that before Council approve
the contract with Bol]es & Assoc].ates that the Ells study be
obt. a]~ned to det:ermin(~ its value to the City.
