The meeting was called to order at 6:30 PM :in the Council Chambers with Councilmembers Hickey, Myers, Simpson, Brannon and Mayor Snyder present. INVOCATION & PLEDGE OF ALLEGIANCE o. Mayor Snyder gave the invocation and led in the pledge of allegiance. RECOGNITION TO STEVEN STAYNER Mayor Snyd'er announced that at 8 AM this date she and Vice-Mayor Hickey met with the Steven Stayner family and presented a medal of distinction to Steven Stayneron behalf of the City in accordance with Council approval 3/19/80. PRESENTATIONS Mayor Snyder recognized two of the councilmembers, Jack Simpson who has been on the council for 11 years, and Ira Brannon, who has served 4 years. They each were presented with a plaque. REVIEW OF ACCOMPLISHMENTS Mayor Snyder stated that this has been the year of the proclamation and she appreciated the efforts of the City Clerk in this regard. The Mayor further stated that during the past year, we have closed our public hearing on LaCasas, partially resolved our sewer problems at the sewage treatment plant, received approval for hydroelectric plant at Coyote Dam. The City is now one of six in the State who were awarded a solar energy grant. The short term form of the traffic study is now underway and have accept-ed the proposed downtown study. RESOLUTION NO. 80-61 DECLARING RESULTS OF ELECTION WHEREAS, it appears that Notice of Election was fully and legally given, that voting precincts were properly established, and that in all respects said election results were received and canvassed, and the returns thereof made, determined, and deClared in time, form and manner as required by the laws of the State of California providing for and regulating Municipal Elections in cities of the General Law Class, and WHEREAS, the City Council of said City of Ukiah met in the Council Chambers thereof on Tuesday, the 15th of April 1980, to canvass returns of said election and install the newly elected officers, and WHEREAS, the City Council finds as a result of said Canvass, the number of votes cast, the names of the persons voted for, and other matters as re- quired by law to be as hereinafter stated, NOW, THEREFORE, it is hereby resolved, determined and declared as follows: That the General Municipal Election was held and conducted in the City of Ukiah on Tuesday, April 8, 1980, in time, form and manner pr'escribed by law; That the matters enumerated in Section 22933 of the Elections Code are contained in the Statement of Election which statement is attached hereto and incorporated herein by reference. RESOLVED THEREFORE, that at said General Municipal Election held in the City of Ukiah, April 8, 1980, the following p~rsons were elected to the following offices respectively: ' CHARLES G. }ffERS was elected a member of the City Council for the full term of four years from and after April 8, 1980, and until his successor is' elected and qualified. RUBY ORR was elected City Treasurer for the full term of four years from and after April 8, 1980, and until her successor is elected.and qualified. BE IT FURTtIER RESOLVED that the advisory measure as follows passed: "Should the Governor and Legislature of the State of California be advised that: It is the will of the people of the City of Ukiah that the Governor and the Legislature apportion- the existing six cents state sales and use tax so that two cents rather than the present one cent be allocated to be used by cities and counties for priority lo~al services rather than by the state for state services or to the state surplus," PASSED AND ADOPTED this 15th day of April, 1980, by the following roll call vote: AYES: Councilmembers Hickey, Myers, Simpson, Brannon, Snyder NOES: None ABSENT: None s/Mary E. TIlE CITY COUNCIl, OF TIlE CITY OF UKIA}I 3.5, 1980 - PAGE 3 OATtI OF OFFICE & CERTIFICATE OF ELECTION The three newly elected Councilmembers, Charles Myers, Kathryn Riley and Theodor FeibusCh and the newly elected TreasurEr, Ruby Orr, were given the Constitutional Oath of Office by the Clerk and prese, nted with official certificates 'of election. Mayor Snyder gave the Constitutional Oath of Office to the newly elected Clerk, Hattie Tillotson. ELECTION OF MAYOR AND MAYOR PRO TEMPORE On a motion by Mayor Snyder, 'seconded by Feibusch, it was unanimously carried Councilmember Hickey be elected May.or. On a motion by Councilmember Feibusch, seconded by Councilmember Riley, it was unanimously carried Councilmember Myers be elected Mayor pro tempore. Mayor Hickey took the chair. PRESENTATION TO COUNCILMEMBER SNYDER Mayor Hickey presented to Councilmember Snyder a plaque in recognition of her service on the Ukiah City Council as Mayor. COMMITTEE APPOINTMENTS Mayor Hickey made the following appointments to committees: Committee Local Agency Formation Commission Mendocino Council of Governments (MCOG) MTA Board of Directors Ukiah Valley Sanitation District City Selection Committee League of California Cities Liaison Northern California Power Agency (NCPA) Alternate Redwood Empire Municipal Insurance Fund (REMIF) Calif. Solar Utility Development Agency (CSUDA) Assigned to: Councilmember Riley Councilmember Myers Councilmember Riley Councilmember Feibusch Mayor Hickey Councilmember Snyder Mayor Hickey City Manager Swayne Ira Brannon Councilmember Snyder COUNCILMEMBER MYERS Councilmember Myers expressed his appreciation to the voters who had confidence in him by returning him to the Council for four more years and looked for~¢ard to working for the best interests of Ukiah. He introduced his family. COUNCILMEb~ER SNYDER Councilmember Snyder recognized and thanked her family for cooperating with her during the last year. COUNCI LMEMBER FEIBUSCH Councilmember Feibusch stated he was glad to be elected and would like to thank the large number of people who showed up for the installation and hoped they all would attend other Council meetings 'and participate in the governmental process.
