Church Special Meeting November 24, 1980 The City Council met in special session to discuss recruit- ment of a new City Manager and set Council goals. The meeting was called to order at 3 P.M. Councilmembers present: Riley, Feibusch, Myers, Hickey. Councilmembers absent: Snyder. Staff present: Orchard. After discussion, it was the consensus of Council that the following be considered for Council goals: 1. City Hall 2. Annexation Policy a. No burden on current residents b. Which direction - Growth Management Plan with County 3. Main Street extension 4. Industrial Park 5. Orchard/Brush extension 6. Fully implement traffic study 7. Downtown development a. Revitalization b. City-underground c. Private - the rest 8. Sewer plant project 9. Airport Clear Zone 10. Drainage channels improvement 11. Additional Russion River crossin~ - Ford? 12. Maintain and enhance rural character 13. CRIS Model - evaluate 14. Low Gap 15. Actively pursue: a. Small clean industry b. Find out what we can do c. Staff-economic development 16. Perki~.s Street - Cal Trans a. Off ramp - southbound behind Dennys 17. Electric System - retain City ownership fi68 18. Annual review - Capital Improvement fees. 19. Law and fire service - keep quality high a. Crime - young folks recreation (temporary) include community involvement b. Traffic safety 20. Citizens on Traffic Engineering Committee combine w~th Parking Advisory Committee 21. Parking - more 22. Change Civil Service a. Department heads - no civil service b. No City Manager c. Energy self sufficiency - wind, solar, hydro, biomass a. NCPA b. ACCESS Energy Commission 25. Recreation a. Life long as well as team sports 26. Increase citizen involvement a. Changing agenda order (citizen comments early) b. Communications - press releases regarding decisions before they are made. c. Encouragement of private citizens solving community problems 27. Streamline administration a. Reexamine necessity of positions 28. Policy making vs. Administration a. Cooperative decision making 29. High level job - Council involvement - Consent a. Check Government Code b. Increase communications - City Council/City Manager 30. Increase use of subcommittees of City Council ("standing") 31. Low cost housing with good planning a.
