Special Meeting
November 24, 1980
The City Council met in special session to discuss recruit-
ment of a new City Manager and set Council goals.
The meeting was called to order at 3 P.M. Councilmembers
present: Riley, Feibusch, Myers, Hickey. Councilmembers
absent: Snyder. Staff present: Orchard.
After discussion, it was the consensus of Council that the
following be considered for Council goals:
1. City Hall
2. Annexation Policy
a. No burden on current residents
b. Which direction - Growth Management Plan with County
3. Main Street extension
4. Industrial Park
5. Orchard/Brush extension
6. Fully implement traffic study
7. Downtown development
a. Revitalization
b. City-underground
c. Private - the rest
8. Sewer plant project
9. Airport Clear Zone
10. Drainage channels improvement
11. Additional Russion River crossin~ - Ford?
12. Maintain and enhance rural character
13. CRIS Model - evaluate
14. Low Gap
15. Actively pursue:
a. Small clean industry
b. Find out what we can do
c. Staff-economic development
16. Perki~.s Street - Cal Trans
a. Off ramp - southbound behind Dennys
17. Electric System - retain City ownership

19. Law and fire service - keep quality high
