HomeMy WebLinkAboutmin 01-05-81CITY COUNCIL MINUTES CITY COUNCIL CHAMBERS UKIAH, CA. lll W. Church Special Meeting. January 5, 1981 The meeting was called to order at 4 P.M. Councilmembers present' Riley, Feibusch, Snyder, Myers, Hickey. The City Council met in special session to discuss goals and standards for the selection of a new City Manager. As an objective for arriving at those goals, determination was made as to which should be short range objectives. The following goals and objectives were adopted' Goal- Encourage planned, appropriate growth, while maintaining and enhancing rural character and preserving agriculture. Minimize fiscal impact of growth on current residents. Objectives' 1. Evaluate CRIS model (request proposals) - Short 2. Coordinate City and County G.P. update; set up or renew annexation policy Growth Management Plan (Hearing on the Ukiah portion of the County General Plan public hearing is set for January 14, 1981 and Council will participate in that) - Short 3. Pursue all possible guaranteed moderate-low income housing, compatible with good planning - Long 4. Review, annually, capital improvement fees - Long Goal' Reduce or slow growth of energy costs and rate. Objectives' 1. Pursue local energy generation possibilities - ~ 2. Pursue conservation and alternate energy (i.e., solar) - Goal' Improve traffic conditions · Objectives' 1. Study recommendations of Traffic Study - ~on~ 2. Pursue alternate transportation A. More bike lanes - Short B. Improved cooperation between City and MTA - Short 3. Add citizens to Traffic Engineering Committee - S~rt 4. Investigate merging Traffic Engineering Committee and Parking Advisory Con~ission - Short Goal' Improve Government Operations. Ob~ective~s.' 1. Develop plan and site for City Hall - Short 2. Study administrative operations' streamlining - Short 3. Introduce legislation for vote to remove Department Heads from Civil Service- Short 4. Investigate Merit Sys-tem for all employees - Short 5. Investigate pamphlet for citizens describing City Council process, e.g., agenda formation, consent calendar, public hearings, etc. - S._~hor~t.
