Church Special Meeting January 26, 1981 The City Council met in special session to discuss the criteria the Council will use in the selection of a new City Manager. The meeting was called to order at 3 P.M. Councilmembers present- Riley, Feibusch, Snyder, Myers, Hickey. Staff present: Cash Orchard Melvin. ' ' ~'t was the consensus of Council that the February 6, 1981 date on the recruitment calendar be changed to February 9, 1981 at 2:30 P.M. for selection of the applicants. in the discussion regarding salary, it was pointed out that the salary of the existing department heads must be given consideration as well as the fact that the ad appearing in the ICMA publication stated the salary range at the $36,800 to $~4,700 range. It was suggested that comparable rural salaries for city managers could be found in League of California Cities' publication. Also pointed out was the fact that because of the desirability of the area, applicants might be willing to accept a lower salary. It was felt that Council should review salaries in local government and businesses with comparable responsibilities. Another point made was to take into consideration applicant's qualifications in setting a salary and that the salary set should be flexible. M/S' Snyder/Feibusch to establish $30,000 as a minimum salary and negotiate fro~ there. Motion carried by unanimous voice vote. Acting City Manager stated that it was critical that each councilmember be present at all interviews. It was the consensus of Council that starting February 28, 1981 at 9 AM and March l, 1981 at 9 ~M the Council would interview applicants. March 2, 1981 at 4 P.M. was set to select the finalists. Councilmember Myers offered tile following criteria to follow in the selection of a city manager' 1. Individual responsibility to the City Council; 2. Tuned in to the employees; 3. Assume fiscal financial responsibilities; 4. Have the ability to delegate to department heads and hold them respons i b! e. 5. Understands the democratic process and use all talents available. Councilmember Riley provided the. following criteria. ~erience' 1. City government administrative experience; 2. Private business experience; 3. Budget preparation experience; Labor ne~.lotiation experience; 5. Utility administration e~perience; 6. Managerial experience; 7. E~onomic/industrial/conm~un~ity development experience. Background; Other Characteristics: 1. Northern California experience; 2. Small town experience; 3. Knowledge of California law regarding city government; 4. Knowledge of Council-Manager form of government; 5. Fiscal responsibiiity-cost conscious; 6. "Personable"; i.e., good to work with, for; 7. Intends to stay in Ukiah; 8. Communicates wel 1. Education: 1. Master's - Public Administration; 2. Master's - Business Administration. Councilmember Snyder suggested the following criteria: 1. Agree with Council set goals; 2. Good verbal ability and ability to communicate with others; 3. Someone who is energetic, enthusiastic and optimistic; 4. Ability to make quick decisions and not put Council off; 5. Able to figure out consequences and stick wi th it; 6. Someone who will get out in the field (public contact); 7. Keep regular hours as far as the employees are concerned; 8. Good organizational ability to work with people; 9. Someone who has knowledge of government accounting and financing. Councilmember Feibusch gave the following criteria: 1. Someone who can work well with everyone; 2. That the city manager be responsible to the City Council and should be able to follow directions that the Council gives; 3. Represent the Council and have a good working relationship with them. Mayor Hickey stated he agreed with all of tile above points and added that the city manager is responsible to the City Council but should not be subservient to them. It was the consensus of the City Council that one complete set of the applications submitted be xeroxed. 'They will then be checked out to councilmembers by the City Clerk for review at their convenience. Acting City Manager Cash stated that he has been contacted by the Boy Scouts with a request that several Boy Scouts spend the day with City Councilmembers and department heads February 18, 1981. The City Council felt this was a good idea and should be pursued. Councilmember Myers stated that councilmembers might want to attend a meeting to be held at Brooktrails in Willits January 24, 1981 at noon on an initiative to do away with the State's sales tax and permit the localities to charge their own tax.
