CITY COUNCIL CHAMBERS

April 9, 1981
The City Council met in adjourned session at 4 P.M. to discuss the Goals
of the General Plan.
Councilmembers present: Riley, Feibusch, Snyder, Hickey. Councilmembers
absent: Myers. Staff present: Payne, Cash, Orchard, Harris, Tillotson,
Melvin.
City Attorney Orchard read Section 65300 of Government Code regarding
referral of any modification of the General Plan back to the Planning
Commission, It was the opinion of the City Council and Planning Director
that the Planning Commission had reviewed the General Plan thoroughly and
there was no need to refer it back to the Commission.
CITY/COUNTY COOPERATION (Page 11)
Add to end of paragraph: "To mesh the City/County General Plans so as to
be identical within our sphere of influence."
Councilmember Myers arrived.
AGRICULTURE (Page 1 ~')
No. 2: Delete the word "economically not viable."
CITY AIRPORT (Page 12)
Remove section completely.
COMMUNITY IDENTITY (Page 12)
"It should be the goal of the City t'o seek ways to maintain a special
identity for Ukiah, downtown revitalization, rural character and the
retention of active agriculture characteristics."
INDUSTRY (Page 12)
Deletion of introductory paragraph.
No. 2 to read: "The City's policy toward industrial development should be
to cooperate and encourage existing industry."
Deletion of existing No. 3 and substituted: "The City shall encourage
the use of local resources, local companies and hiring of local residents."
COMMERCE (Page 12)
Deletion of a majority of the int'roductory paragraph with retention of:
"The City has adopted the following commercial goals:"
1. "The central core should experience a facelifting through urban
revitalization program."
3. Delete last sentence.
.TRANSPORTATION. (Page 13)
Transportation to be divided into two catagories: Transportation and
Circulation. Items 1, 2 and 3 to be listed under Circulation and Items
4, 5, 6 and 8 to be listed under Transportation.
5. "The City should encourage adequate pedestrian and bicycle routes and
facilities to provide for nonmotorized circulation and cons'ider an
equestrian, pedestrian and bike path system."
7. Delete.
8. "Cooperate with private and public transpo,r, tation systems within the
Ukiah Valley area to reach maximum efficiency.
9. Delete.
10. Delete.
Deletion of "Traffic data and counts shall be updated every five years.
RESIDENTIAL AREAS (Page 14)
3. "The City should encourage residential development to take place in
those areas least harmful to the environment and to.encourage appropriate
hillside development and infilling within existing urban areas."
4. Don Vander Mey requested that the word "adequate" be replaced by
"affordable."
Council determined that No. 4 would be deleted and added to the Introduction:
"All elements are intended to be nondiscriminatory."
7. Don Vander Mey stated allowance should be made for duplexing of
existing homes, encourage renting of rooms and encouraging elderly people

to share housing.
Council deleted No. 7.
