April 20, 1981 The City Council met in an adjourned session at 4 P.M. to discuss the Goals and Policies of the General Plan. Councilmembers present: Feibusch, Snyder, Riley, Myers. Councilmembers absent: Hickey. Staff present: Payne, Orchard, Harris, Tillotson, Melvin. M/S: Snyder/Riley to amend the April 9, 1981 minutes on page ll, under Agriculture, No. 2, with the deletion of "economically not viable" instead of "non-prime." Unanimously carried by voice vote. SOCIAL AND CULTURAL ENVIRONMENT (Page 14) Deletion of first paragraph but retaining "The City should adopt the fol 1 owing goa 1 s :". No. 2 to read: "Ways of public communication should be encouraged." No. 4 to read: "Social and recreational facilities should be encouraged throughout the community." Nos. 5-11: Deleted. No. 12 to read: "Utilization of public facilities as a learning environment should be encouraged." No. 14 to read: "A public safety system directed towards local community needs, including education, should be maintained." No. 15-16: Deleted. OPEN SPACE AND CONSERVATION (Page 16) No. 1 to read: "The City shall seek to optimize the long term public benefits generated from the use of the natural resources in the planning a rea." Second paragraph to read: "The City of Ukiah should promote retention of open space where possible." Change No. 3 to read: "Encourage compatible, multiple use of the open space areas." Delete last sentence on page 16: "Reuse materials to minimize the necessity for encouraged first time natural resources." V. POLICIES (Page 17) Introductory paragraph: Delete from Policies and move to General Plan Introduction. INTRODUCTION (Page 17) -Delete last sentence of first paragraph. 349 POLICY DEFINITION (Page 17) Staff to rewrite first paragraph to be more concise as to goals and policies. Deletion of second'paragraph on page 17 and first paragraph on page' 18. Land Use To read: "It shall be the City's policy to preserve existing agriculture to the greatest extent possible, as well as natural features such as ridgelines and creekbeds." "It shall be a further policy that the downtown core will be retained and enhanced." Op. en Space/C.onservation Second paragraph to read: "A further policy shall be to retain existing agricultural lands." Third paragraph: Deleted. Fourth paragraph to read: "Encourage recycling of all materials." Page 19, first paragraph to read: "Consider developing programs designed to tap alternative energy resources or distribute new energy capacities." Don Vander Mey, Ukiah, stated the first four paragraphs on page 19 are basically part of ACCESS report and requested the retention of paragraph 4 which had been deleted. Fourth paragraph: Retention of paragraph. NOise, Seismic SafetS and Safety First paragraph to read- "It shall be the City's policy to identify areas of geologic and man made hazards and to appropriately zone these areas to restrict or limit development recognizing environmental concerns such as steeply sloping areas, areas of unstable soils, fault zones and flood plans. · Areas adjacent to noise generating uses, such as the freeway, railroad, and under airport flight paths, shall not be developed for residential uses unless screening and sound attentuation measures are incorporated into the project to mitigate adverse effects."' Discussion of Luce Street property Owners were present to request a land use change. M/S: Snyder/Riley to place proposed Luce Street land use change on City Council May 6, 1981 agenda and to advertise as a public hearing. Concern was expressed that this action would bring other potential applicants with requests for land use change. It was pointed out that the City has three opportunities a year to amend the General Plan but it was uncertain if the year ran on a year to year or fiscal year basis. Motion carried by the following roll call vote: AYES: Feibusch, Snyder, Riley, Myers NOES: None ABSENT'.' Hickey Mayor Myers announced that a reception for the new City Manager would be held Wednesday, April 29, 1981, in the Home Federal Savings Conference Room from 3-5 P.M. It was the consensus of the Council that selection Of the new City Treasurer take place at Council's May 6, 1981 meeting. ADJOURNMENT- to.April 27, 1981 at 4 P.M.
