April 27, 1981 The City Council met in an adjourned session at 4 P.M. to discuss policies of the General Plan. Councilmembers present' Hickey, Feibusch, Snyder, Riley, Myers. Staff present' Payne, Orchard, Harris, Tillotson, Melvin Circulation/Transportation (Page 19) First paragraph to read' "The City's policy is to encourage improvement of north-south and east-west circulation through the development of appropriate traffic routes." Second paragraph to read- "The CitS shall encouraqe adequate pedestrian and bicycle routes and facilities throughout the Cit~v." Third paragraph to read- "It shall be the City's policy to cooperate with the State and County to develop scenic highways within the planning area." Housing (Page 19) Entire paragraph de.leted. Parks and Recreation (Page 19) Entire paragraph on page 19 deleted. Public Facilities (Page 20) First and second paragraph deleted. Deletion of "Encouraqe the development of spaces that are compatible with the needs of studio artists, craftspersons and performing artists." Community Design First and second paragraphs deleted. Historical and Archeological Resources (Page 20) First paragraph to read- "The City shall encourage historical and archeological preservation." Appeal From Planning Commission Action - Jenkins Don Jenkins stated his proposal is for a 39 unit, single family, low and moderate income subdivision to be located behind Yokayo Shopping Center. He has a tentative commitment fob financing from Farmer's Home Administration. He requested a General Plan land use change for subject property. Larry Kier spoke on behalf of Mr. Jenkins' request. He pointed out the need and number of requests for this type of housing. It was pointed out that as there is already one other General Plan request for land use change scheduled to be heard by Council, and if this request were also considered, only one more General Plan change could be made for this calendar year. It was suggested that City Council could set this subject matter for public hearing, continue the public hearing already set for Luce Avenue and handle both requests together. It was requested of Mr. Jenkins that he bring to Council assurance from Farmer's Home Administration of their financial commitment. The matter will be given further consideration at its May 6 meeting. General Plan Schedule It was the consensus of Council that the General Plan' hearings continue to be held each Monday, except for May'25, 1981, and that the new time would be 4-6 P.M. The following schedule was established: May 4- Land Use May 11 - Circulation/Transportation May 18- Community Facilities June 1 - Housing. ADJOURNMENT - to May 4, 1981 at 4 P.M.
