May 11, 1981 The City Council met in an adjourned session at 4' P.M. to discuss Circulation and Transportation from the General Plan. Councilmembers present: Hickey, Feibusch, Snyder, Riley. Councilmembers absent: Myers. Staff present: Payne, Orchard, Harris, Melvin. VIII . CIRCULATION-TRANSPORTATION INTRODUCTION (Page 31) Second paragraph, First line: 'add "identify". Second line: Delete "consist "...of". GOALS (Page 31) Paragraphs on page 31 entirely deleted. Page 32: First paragraph, add "customer intensive" to previously adopted goal. Deletion of remaining paragraphs under Goals. POLICIES (Page 32) Deleted entirely. DEFINITIONS (Page 32) Freeway to read: "A major thoroughfare which proVides for movement of large volumes of through traffic between areas and across the city and does not provide land access service." EXISTING CONDITIONS (Page 33) The heading of "Circulation" to be inserted before the first paragraph. Second paragraph to read: "Because the streets are narrow, existing one-way circulation is provided in the central area on certain east-west . streets. " Table under Circulation deleted. Heading of "Transportation" to be added before third paragraph. Third paragraph to read: "The area is also served by the City's "Dial-A-Ride" taxi program and ~£A's fixed route bus system. In addition, railroad freight transportation is provided by the Northwestern Pacific Railroad Company and bus service is provided by Greyhound Bus Lines. No scheduled passenger airline service is provided at Ukiah Municipal Airport; however, charter service is provided as are facilities for private aircraft." TABLE V (Page 34) - to be up.dated and chart describing statistics to be in word form. First paragraph on page 34 deleted; Second paragraph: Retention of "The City intends to keep the existing airport in its .present location" but to be put under existing conditions under Transportation; remainder of paragraph deleted. First'paragraph on page 35 deleted. ARTERIAL CIRCULATION (Page 35) II. East-West City Council reaffirmed the extension of Ford Road as the east-west crossing across the river. Staff to prepare a statement of caution to developers that if the proposed streets are within an area to be developed, the developer should be responsible for development of it. Deletion of last paragraph on page 35. Deletion of items 1-3, 5, 7-8 on page 37. Retention of item 4 on page 37 but to include updating. Retention of Item 6 but with the additional statement that the Five Year Regional Transportation Plan has been adopted by MCOG as of 1981. ACTION PROGRAM (Page 37) Deletion of items 1-3. Item 5 to be rewritten by staff to include development of a capital improvement policy regarding developer's responsibility for off site improvements. Deletion of Items 6-9 and 12-13. Item 11 to be combined with Item 6 on page 37. Council has set the following schedule for review of the General Plan: May 18 - Community Facilities Open Space - Conservation Recreat ion June 1 & 2 - Housing Council set the following meeting dates and times: June 1 & 2 - 4 P.M.-6 P.M.
