Church Ukiah, California June 1, 1981 The CitY Council met in an adjourned session at 4 P.M. to discuss the Housing Element from the General Plan. Councilmembers present: Hickey, Feibusch, Snyder, Riley, Myers. Staff present: Payne, Orchard, Harris, Melvin. Introduction - Paragraphs 1, 2, 4-6 deleted. Paragraph 3: The following statement to precede paragraph 3 - "The plan for the Housing Element is made in light of the following existing situations in Ukiah at this time." Paragraph 3 to follow this statement and to be informational only. GOALS Paragraphs 1-3: Deleted. Paragraph 4 (Page 2) Cheryl Baker, Redwood Legal Assistance, stated a goal of the City should be to try and prevent the discrimination that is currently happening. Staff to reword the paragraph. Paragraph 5 to read: "Promote coordination among public and private agencies concerning the housing problem and possible solutions." Paragraphs 6 and 7 deleted. Paragraph 8 to read: "Encourage the retention of existing housing stock whenever possible." Paragraph 10: Delete the wording "Provide for" and inSert "Encourage." Paragraphs 11-12 deleted. POLICIES Paragraphs 1 and 2 deleted. Paragraphs 3 and 4 to read as follows and be moved to Introduction: "The City is participating in the county housing task force and providing data to the Mendocino County Environmental and Planning Information Center regarding housing and related problems." Paragraphs 5-8 deleted. Paragraph 9 (page 3) to read: "The City.shall encourage rehabilitation projects initiated by public ~r private agencies where appropriate." Paragraph 10 to be moved to Resource Conservation. Paragraphs 11-13 deleted. Paragraph 14 shall read: "The City shall continue its efforts to shorten the time required to process residential developments and to provide accurate information to prospective developers." HOUSING PROBLEMS, OBSTACLES AND CONSTRAINTS Add the wording "such as:" to the end of the first sentence. 379 Each statement to be numbered. Statement No. 8: Remove first two commas. HoUsiNG CONDITIONS AND HOUSING DEMAND Staff 'to verify 1980 U.S. Bureau of Census figure. Substandard Housing First paragraph to read: "Although definitions of substandard housing change considerably between the 1960 U.S. Census and the 1970 U.S. Census, it is still possible to chart the trend as follows:" prospects for Rehabilitation Staff to update chart on page 7 with regard to #40. Inferred Housing Demand-- Delete first paragraph and first chart. Update Figure 6. Housing Costs Staff to update chart on page 12.. Delete all material on page 13 down to Table B. Staff to update Table B and C (page 14). Income DisparitM Deleted Nt this time but to be reinserted at a later date when current census information is received. · Emergency Housing The Need (Page 15) This section to be footnoted that the information came from the County Task Force~ Resources (Page 15-16) First paragraph (page 16): Delete fourth sentence. Third paragraph (page 16): Deleted last sentence. Deletion of pages 17-21. ACTION PROGRAM (Page 22) t° be considered at City Council's June 2, 1981 meeting. CITY }tAJqAGER REPORTS City Manager Payne stated the following is only for Council information and does not require any action at this time. City Manager Payne stated that the American Public Power Association is holding a conference in San Francisco on June 22-24 and any councilmember who would like to attend should let him know. City Manager Payne reported that he has been contacted by Mitchell Energy Co. in connection with filing for hydroelectric power and asked if Council Adj .Mtg. 6/1/81 Page 2 380 would like to agenda the matter for a presentation.
