CITY COUNCIL CHAMBERS

June 2, 1981
The City Council met in an adjourned session at 4 P.M. to discuss the
Housing Element from the General Plan.
Councilmembers present: Hickey, Snyder, Riley, Myers. Councilmembers
absent: Feibusch. Staff present: Payne, Harris, Melvin.
City Manager Payne asked Council to reconsider Item 4 under Goals on page
2. He suggested the following wording: "The City will continue to support
existing federal and state laws which are established to eliminate
discrimination in the housing market."
Don Vander Mey, Realtor, spoke to the equal housing emblem that realtors
display.
Cheryl Baker, Redwood Legal Assistance, stated one of the main reasons for
having a housing element is to find the problems in your community and plan
to alleviate them.
Tim Morrison, Redwood Legal Assistance, cautioned the City Council that
they must comply with state and federal law and these problems demand a
more positive approach than applying state and federal laws.
M/S: Hickey/Myers to delete the proposed Item 4 and insert City Manager's
statement. Carried by 3-1 (Riley)'voice vote.
ACTION PROGRAM (Page 22)
Nos. 1 and 2: Reworded to state "The City will consider".
No. 3:
Don Vander Mey suggested that in order to create more housing, that instead
of rehabilitation of homes, that duplexing be encouraged.
Mary Ann Villwock, Redwood Legal Assistance, stated the point of this
section is the cooperation with the housing authority to pursue every
avenue of funding assistance.
City Council could not agree (2-2 vote) on Item No. 3.
No. 4:
Mary Ann Villwock stated that only a commitment by the City Council to
address the needs of all the community is needed and it would not go beyond
State law.
Don Vander Mey did not feel this section would create housing.
M/S: Riley/Myers to approve No. 4 but add "The City shall consider".
Motion failed by 1-3 (Riley) vote and section is deleted.
No. 6:
To read: "The City shall consider existing property parcels of 40 feet or
greater in width and 3,200 or more square feet as legal building sites."

No. 7:
To read: The City shall consider property rezonings to PD "Planned
Development" and expedite cost saving development techniques which would
not conflict with neighborhood characteristics."
No. 8':
To read: "Construction techniques, including, but not limited to, pole and
beam, in the hillside shall be encouraged to utilize available
non-agriculture land for affordable housing."
No. 9:
Don Vander Mey stated the.Planning Commission felt this section should be
included to increase density.
Mary Ann Villwock felt the concern of the Planning Commission was that
density bonus was a very valuable tool and wanted to save its use for low
and moderate income projects.
Cheryl Baker stated this would be an incentive for developers to build low
and moderate income housing.
M/S: Snyder/Riley to delete No. 9. Motion carried by 3-1 (Myers) voice
vote.
NO. 10:
M/S: Riley/Myers to include in the statement "The City may consider an
ordinance to encourage...". Motion failed on a 1-3 (Riley) voice vote.
Councilmember Riley made a motion to create a No. 10a for creating
efficient resale restrictions..Motion died for tack of a second.
'M/S: Snyder/Hickey to leave No. 10 as is. Motion failed by 1-3 (Riley)
voice vote. Section 10 deleted.
No. 11:
M/S: Hickey/Riley to leave No. 11 as is. Motion carried by 4-0 voice
vote ..
No. 13:
Delete the word "reviewed" and insert "considered".

City Manager Payne asked if Council would like Mitchell Energy Co. to make
a presentation regarding hydroelectric power. It was the consensus of

Council to set June 8, 1981 at 5 P.M. as special meeting for subject
presentation at the end of the General Plan discussion.
Councilmember Snyder stated that the June 17 agenda is quite large and
asked if councilmembers would consider meeting earlier on that date. It
was the consensus of Council to begin the June 17, 1981 meeting at 3:30
P.M..to 5:30 P.M., with a one hour break for dinner, and the meeting to
reconvene at 6.:30 P.M.
