At this point in the meeting, Councilwoman Reilly pointed out that on Page 3, Goals, the words "activly participate"be changed to read: "Consider participation in programs designed to tap alternative energy resources or distribute new energy capacities. She would like to see this section put in the General Plan. SCENIC HIGHWAYS It was the concensus of the City Council to review the Scenic HighWays Element of the' Me~docino'Couflty General Plan prior to review of the City's Scenic Highways Element. SPECIAL SESSION The City Council reconvened in Special Session at 5:00 P.M. to hear Mitchell Dong, Mitchell Energy Company, regarding Hydro- electric Power. Mitchell Energy Company, based in Boston, has organized a pro- fessional team to take care of all the different aspects of hydroelectric deve].opment. The ~ompany finances and develo?s all aspects of projects, files thc applications, does the engineering studies, obtains the licenses, oays for the engineers, gets the financing for construction and operates the plants, Spec. Session 6/8/ 1 Page i Mr. Dong stated that the City of Ukiah should investigate projects to get increased control over our own destiny rather than be subject to outside influences. He feels that hydropower resources should remain with local groups and be developed by local groups. There would be no significant expenditures from the City of Ukiah. Mitchell Energy Company has four categories of investors: 1) Company resources 2) Equity investors in specific partnerships that are formed for specific projects, usually organized by E. F. Hutton 3) Construction lenders (Bank of America, Chase Manhattan) 4) Insurance Companies - institutional lenders that work in the area of long term lenders (usually 20 years) Mr. Dong presented the three forms of the City of Ukiah's compensation: 1) The City would get 5% of the gross revenues from projects (estimated to be at least $300,000 per year). 2) Ukiah's control of resource. The City would get to buy a portion of the output equivalent to our peak demand. 3) The plants would be turned over to the City free and clear after 25 years. The City would, there- fore, have full benefit of the resource at that time. A1 Kruth, Director of Public~ Works, commented that there is a great deal of effort in going through the regulatory process. Companies having more than one project repeat these processes, and there is a great deal to be gained by someone who has the expertise and the staff that is familiar with the right people and the right places. He feels that with the current and future expected costs of electricity, the possibility of retaining benefits for the local community should be embraced. N.C.P.A.'s general basic position is that small, indigenous projects like this should be controlled and maintained by the local agency. Councilman Feibusch made a motion, seconded by Cou~il~an Hickey, to instruct the City Manager to Dre~ar~ = l~acer of intent to Mitchell Energy Company, Inc., to file joint application of the five hydroelectric projects, and authorize the City Manager to negotiate an agreement to be brought before the City Council for final approval. The Motion carried by the following vote: AYES: ALL NOES: None ABSENT: Commissioner Snyder Council agreed t© proceed With~.all projects in Mendocino County subject to reviewing the contract prior to the filing of applications on the sites which have not been previously filed upon.
