Church Ukiah, California June 9, 1981 The City Council met in adjourned session at 3:00 p.m. to disucss the Seismic Safety and Safety Element of the General Plan. Councilmembers present: Hickey, Snyder, Riley, Myers. Councilmembers absent: Feibusch Staff present: Payne, Orchard, Yarbrough, Tillotson SEISMIC SAFETY Page 95 - Delete all statements with the exception of the second sentence in the third paragraph under Introduction: "State law now requires that every general plan include a Seismic Safety Element." (See Policies page 19, omit 2nd sentence under Noise, Seismic Safety & Safety) Page 96 - Delete first phrase, "basis of the . . ." and the first paragraph. Scop. e Delete first sentence of first paragraph. From second setence, delete "The California Council on Intergovernmental Relations . . ." and substitute "Office of Planning and Research..." Add "ground shaking" to same sentence after "incapable of withstanding" Seismic Activity Add to first paragraph, first sentence, "... earthquake intensity - could range to VI on the Richter Scale)." Hold for further statements pending report from Division of Mines and Geology concerning a newly designed fault. Delete VII & VIII Only the first sentence in second paragraph remains, "Only a portion . . ." until receipt of a report from the Division of Mines and Geology concerning newly designed fault. The last paragraph on Page 97 becomes No. 1 ~f Action Program and rea~s as follows' 'The City should cooperate with OES to develop a contingency plan in case of severe earthquake or other emergencies." (Next sentence deleted) The second paragraph of Page 98 becomes No. 2 of Action Program and reads as follows: "The City may require a detailed geological study to identify specific areas of liquefaction, shallow groundwater, soft and unstable soils, and other areas which present hazards as a result of seismic activity when considered necessary". · ne proposed No. 1 under Action Program becomes No. 3 and reads as follows- ~'~I~entlry ~ults in the planning area. Remainder of Page 98, c~eteted. SAFETY Introduction - Delete Policy - First paragraph should be in s~nc page 124. Delete remainder of Page 99. Page 100 - Dele~e fir~f~ ~n~ l&s~. parac]raph. Fire Hazard -F.~w, st p~a~,~a, graph, delete "uninhabited", "Extremely high". Flood Hazar~~, - F~ws.t sec~tence to read- "A winter flood hazard poteet~al ex~s%$ along the R~ssia~n ~i~er." In the second sentence "flood plain" becomes "flood way". Secon~ ~,a, rag~aph, staff is to find out if the flood plain study has been comoleted and if so, change the tense of the verbs where appropriate. Add Adj .Mtg. 6/9/81 Page 1 389 to the first sentence of this paragraph, "This study is available in the City of Ukiah Planning Department". Steeply Sloping Land After first sentence, delete "(see Open Space/Conservation Element) and add "See Fig. ". Delete second sentence. Move the following sentence to No. 2 under Action Program - "Should development be permitted in these areas, detailed soils, geologic and engineering studies be undertaken and sufficient mitigation and safety measures be addressed". Airport Clear Zone First two sentences to read as follows' "As previously indicated, this plan recommends maintaining airport facilites and services. The City of Ukiah has expanded its clear zones to meet FAA requirements." Delete last sentence. Structural Deficiencies Delete existing paragraph on Page lO1 and 103 and add: "Ukiah, particularly the older central area, contains a number of buildings constructed prior to adoption of modern building codes. The City presently inspects buildings used by the general public, including private commercial business and office build- ings, hotels, and apartment buildings". Action Program Delete 1st paragraph. 1. Add to 1st sentence, "Pursue the development of those . . ." Delete next sentence. 2.. Delete. (See Steeply Sloping Land section) 3. Change 1st sentence to read: "Identify and make available maps of known hazardous areas in the Ukiah planning area). Delete last sentence. 4 and 6. Delete 7. Becomes No. 4 and reads: "All developme~.t proposals should conti .~ue to be reviewed by appropriate departments in order to determine compatibility with this element. 8,9,10 - Delete Council determined that the sections on Seismic Safety and Safety shall be combined when put in final form. CHANGE OF GENERAL PLAN HEARING DATES Subject hearings scheduled for June 22 and 23, 1981, will be cancelled. CITY MANAGER REPORTS The City Manager reported the budget will be available prior to the June 17th Council meeting. Council will begin review of the Budget on June 29 and 30 1981.
