June 15, 1981 The City Council met in an adjourned session at 3 P.M. to discuss Scenic Highways and Noise Elements from the General Plan. Councilmembers present: Hickey, Snyder, Riley, Myers. Councilmembers absent: Feibusch. Staff present: Harris, Melvin. SCENIC HIGHWAYS (Page 83) INTRODUCTION - deleted. Second through fourth paragraphs deleted. GOAL (Page 85) - deleted. POLICY (Page 85) - deleted. Treatment of the Roadway (Page 86) First paragraph deleted. Second paragraph retained with the addition of the following sentence: "Although this is not in our jurisdiction, when such designation takes place, we would recommend the following:" The Scenic Corridor (Page 87) Specific Plans - deleted. Zoning The word "Zoning" is deleted. The paragraph is to read as follows: "Planning decisions shall continue to give attention to scenic values and to protection of the corridor; including architectural review, site plan review, land uses, building heights, building setbacks, residential density, building coverage, lot area, planned unit development, historical preservation, on-premise signs, outdoor advertising, flood plain, screening and landscaping, quarries, and other excavations. The zoning map on Figure 10 indicates the corridor boundaries." Transfer of Public Lands (Page 87) - deleted. Purchase (Page 87) - deleted. Gifts and Dedications (Page 88) - deleted. Easements (Page 88) - deleted. Building Heights and Setbacks (Page 88) - deleted. Screening (Page 88) - deleted. Building Code (Page 89) - deleted. Housing Code (Page 89) - deleted. Management of Public Lands and Easements (Page 89) - deleted. Public Works (Page 89) - deleted. On-Premise Signs (Page 89) - deleted. Location of Overhead Utility Lines (Page 90) - To read as follows: "When overhead utility lines are indispensable, poles of an improved design and wires should be located so as to be inconspicuous from the highway wherever feasible. Combined or adjacent right-of-way and common poles should be used wherever feasible." Water Edges (Page 90) - To read as follows: "Edges of lakes, rivers , creeks, canals, reservoirs and other water developments should be preserved in their natural condition." Development Design (Page 90) - First paragraph deleted. Second paragraph (Page 91), first sentence deleted. Third paragraph deleted. Property Maintenance (Page 91) - deleted. Urban Areas (Page 91) - To read as follows: "In urban areas emphasis should be given to the urban form and man made aesthetics." Public Use (Page 91) - deleted. Signs and Outdoor Advertising (Page 92) - deleted. ENTRYWAYS (Page 92) First paragraph deleted. Second paragraph: Deletion of the word "critical" contained in the first sentence. ACTION PROGRAM (Page 92) No. 1 - deleted. No. 2 - deleted. No. 3 - Staff to revise to state that City and County should cooperate. NOISE First paragraph deleted. Second paragraph: Deletion of "(the lowest perceived sound)" and "(the lethal threshold of pain)". GOAL (Page a) - deleted. POLICY (Page a) - deleted. Definition of terms at the. top of page b to be put in the glossary. NOISE LEVELS (Page b) Adj .Mtg. 6/15/81 Page 2 892 It was t~e consensus of the City Council to take no action with regard to paragraph one until staff verifies decibel levels. Second paragraph - to precede the first paragraph. Fourth paragraph: Deletion of "Most significantly", "There is evidence that trends are being modified. Population growth in California has slowed, technical advances are being made and the future may be more hopeful than the projections indicate. However,". The sentence, "Now only limited areas are seriously affected but the problem can become more serious as urbanization spreads" is also deleted. Fifth paragraph: Deletion of second sentence. First paragraph on page d is deleted. Second paragraph on page d: Third sentence is deleted and to read as follows: "It should be understood that action to abate agricultural noise will not occur unless the use of faulty equipment over long periods of time can be proven." First paragraph on page e: Staff to verify the number of freight trains operating per day. Third paragraph on page e: Deleted. Sixth paragraph on page e: Deleted. Second paragraph - Fourth paragraph (Page f): Staff to verify if Louisiana Pacific Particle Board Plant is still operating. Page j - "Regina Heights" to read "Rogina Heights". ACTION PROGRAM (Page m) Nos. 1 and 2: Deleted. No. 3: Delete the word "Develop'! and insert "Encourage". No. 4: Delete the wording "Enforce rigid" and insert "Continue".
