June 16, 1981 The City Council met in an adjourned session at 3 P.M. to discuss Community Design and Historical Elements of the General Plan. Councilmembers present: Hickey, Feibusch, Riley, Myers. Councilmembers absent: Snyder. Staff present: Harris, Melvin. COMMUNITY DESIGN INTRODUCTION (Page 109) - Entire page deleted. GOALS (Page 110) - deleted. POLICIES (Page 110) - deleted. DEFINITIONS (Pages 110-112) - to be moved to the glossary. ACTION PROGRAM (Page 112) No. 1 deleted. No. 3 - City Council could not agree (2-2). No. 5 shall read as follows: "The City should encourage the residential areas east of the Russian River be developed with sensitivity to the lay of the land." No. 6-8 deleted. No. 10 to read: "Utility wires should cont~ue to be installed...". ' No. 12 deleted. No. 13: The word "Similarly," is deleted. No. 14 to read: "The City of Ukiah should continue to set an example by its maintenance of streets and public facilities where possible .... ". No. 15 deleted. HISTORICAL AND ARCHEOLOGICAL SITES The word "INTRODUCTION" (Page 107) is deleted.' ECONOMICS (Page 107) First paragraph deleted. PLANNING BENEFITS (Page 107) Preliminary Survey (Page 108) and Comprehensive Survey (Page 108) to be combined and rewritten by staff. Formation of a Commission (Page 108) - deleted. Adj .Mtg. 6/16/81 Page 1 394 Building 6odes (Page 109) - Staff to verify adoption of State Historical Building Code. Public and Private Funding (Page 109) First paragraph to read: "The State of California publication Historical Preservation Element Guidelines and America's Forgotten Architecture have extensive list of funding sources as well as source material for historic preservation." Existing Programs (Page 109) First paragraph to read: "The Cultural Arts Commission is moving rapidly toward implementation of a museum at the Carpenter Sun House. This action includes placement of the site in the National Registry of Historic Sites." Taxation (Page 109-110) - deleted. Goals (Page 110) No. 2 to read: "Methods of encouraging preservation of historically significant sites should be considered." Policies (Page 110) - deleted. Action Program (Page 110) Nos. 2, 4-7 are deleted. It was the consensus of the City Council to have the Archeological Society review this element.
