CITY COUNCIL CHAMBERS

August 3, 1981
The City Council met in an adjourned session at 6:30 P.M. to discuss
General Plan Amendment land use changes.
Councilmembers present: Hickey, Feibusch, Riley, Myers. Councilmembers
absent: Snyder. Staff present: Payne, Orchard, Harris, Melvin
M/S: Feibusch/Hickey that any action taken would be subject o further
review after all of the areas are addressed, the elements in their revised
form are adopted and the environmental evaluation is modified to reflect
those proposed changes and the General Plan is adopted as a complete
document.
Motion carried by unanimous voice vote.
State Drive In-Theatre Property
Pat Stefani, 225 Washington, stated the PD zone is acceptable to the
surrounding neighbors but not R-3. She also expressed concern for the
traffic that could be generated by a zone change.
Ardice Brower, President, Board of Realtors, felt there was very little
provision made for more affordable housing in the overall Planning
Commission proposals and stressed the need for more affordable housing.
Roque Brennan, 122 Cresta Drive, felt the density was high enough already.
Wiley Wright, Baker & Co., stated that their concept was of 151 units for
this property and they have done a traffic study.
Lee Sandlin, 318 Jones, suggested that this property be used for a
convention bureau or civic center. Councilmember Feibusch reported that
Baker & Co. were receptive to the idea, but from the City Manager's
conversation with TMI, they have indicated that they were not interested.
A1 Stefani, 225 Washington, questioned the availability of water and sewer
for this project.
Letha Atkinson, 265 Mendocino, stated she was against the project and spoke
to the sewer problem in this area.
M/S: Feibusch/Hickey to accept tentatively the Planning Commission's
recommendation of Medium High Density Residential with Commercial along
Washington Street frontage.
Bill Drake, 293 Carlton, stated as no building permit has been issued or
EIR done, that any discussion dealing with traffic, sewer, water or ingress
and egress are irrelevant.
Motion carried by a 3-1 (Riley) voice vote.
Clara Avenue South
Jesse Stafford, 495 Clara, stated the property owners contained on the
letter he presented to Council are opposed to changing the property to R-3.

Mark Walker, 441 Clara, felt Clara Avenue is an excellent buffer zone and
was opposed to changing it to high density.

Dorothy Lawson, 415 Clara, was in favor of a commercial designation.
M/S: Hickey/ Feibusch to accept tentatively medium high/commercial
designation for Clara Avenue South.
Motion carried by 4-0 unanimous voice vote.
Orchard Avenue Extension/West
Orchard Avenue Extension/East
Pete Passof, 155 Debra, requested that no development in this area proceed
until traffic problems are mitigated.
Joe Mayfield, Banker Boulevard, asked if the City has purchased any
property for the Orchard Extension? Planning Director Harris stated the
City has purchased the corner of Gobbi and the freeway onramp for expansion
of the substation. Councilmember Feibusch pointed out that the City is
obligated to improve the street to the depth of that parcel.
M/S: Feibusch/Riley to tentatively designate Orchard Avenue Extension/West
and Orchard Avenue Extension/East as medium high density and that no
development take place until the streets are dedicated.
Letha Atkinson asked, as she already has a 20 unit development located
there, what this designation would do to her property? City Manager Payne
stated the Council is not addressing existing development.
Motion carried by 4-0 unanimous voice vote.
Waugh East/Gobbi Cooper
Councilmember Feibusch suggested that Cooper Lane be extended to intersect
with the proposed Orchard Avenue extension with a signal at Gobbi and
Orchard as a means of relieving the traffic on Waugh.
Donna Cooper, 420 Cooper, did not agree with Councilmember Feibusch's
suggestion. She spoke to the dangerous traffic problems on Waugh and the
trouble with the drainage ditches.
Imogene Homes, 225 Cooper, spoke to the traffic problems. "
Dwayne Hill, Director of Rural Communities Housing Development Corp.,'
stated the reason this parcel was selected was the closeness to the freeway
and two main arteries into Ukiah. He felt channeling the traffic would
eliminate many problems that may exist. He stated that the project would
generate about 1/2 car per household as it is an elderly project. He did
not feel the land use plan should be controlled by traffic problems.
George Burnham, 817 Waugh, did not want any more people or houses in this
area.
Charles Ruelle, 980 N. Oak, asked who will pay for widening the streets,
the sewer system and felt the area should be low density until developers
come in and ask for a permit.
Rick Dawson, 801 Cooper, reported that he finds many cars in the creek
because they miss the turn and stated more traffic is not needed there.
A member of the Board of Directors for Rural Communities Housing Corp. felt
the traffic problem has developed because of poor access onto Gobbi Street
and once the Orchard extension is in, traffic circulation will improve.
Elizabeth Gerkson, Waugh, felt there was too much traffic there already.
Awana Rowland, 596 Park, stated she works on Leslie Street and reported it
is very difficult to turn left onto Gobbi Street.

Jack Cox, Ukiah, asked how far back from Gobbi Street south is the
commercial area? Planning Director Harris stated 200' or one parcel depth.
Sally LaSalle, Manager of Walnut Village, reported they went through their
waiting list and found that 48 elderly people are in need of immediate
housing.
Jack Simpson, Ukiah, felt if this area is developed with single family
residences, it will generate 2½ cars per family with approximately 50 trips
per day where senior citizen housing would have only ½ car with ½ trip a
day.
Larry Kier, 425 W. Church, stated every development has conditions that
must be met, such as, traffic mitigation or drainage, as part of the
process.
M/S: Hickey/Feibusch to tentatively designate Waugh East/Gobbi-Cooper as
medium high density.
Motion carried by unanimous voice 4-0 vote.
RECESS: 8:30 P.M.
Wau~h East/Cooper-City Limits
George Burnham asked if the zoning would be changed for his vineyard?
Mayor Myers stated the Planning Commission has recommended that the
existing zoning be retained.
Councilmember Feibusch made a motion to rezone the property to R-1. Motion
died for lack of a second.
Rick Dawson felt the whole street should be zoned R-1 or commercial and not
be split.
M/S: Riley/Feibusch to tentatively designate Waugh East/Cooper-City Limits
as medium low density.
Rick Dawson asked that medium low density be clarified. Councilmember
Hickey stated it would be 6-7 dwelling units per acre.
Motion carried by unanimous 4-0 voice vote.
Wau~h & Betty/City Limits-Talmage
Councilmember Riley asked the status of the Munson Subdivision? Planning
Director stated the matter had been approved by Council to make application
to LAFCO. LAFCO will hear the matter on September 10 and then it will come
back to Council for a protest hearing in late October or early November.
Velma Williams, 3 Betty, stated the property at 1 Betty has been split and
a machine shop is located on it now. .She stated this is not shown on the
map as commercial. Planning Director felt that the entire lot would be
counted as commercial and the house counted as a nonconforming legal use.
Councilmember Feibusch requested that subject matter be postponed so that
councilmembers could revisit this area.
Councilmember Riley made a motion to designate this area medium low density
but later withdrew her motion.
Jack Cox, 551 Pomo Lane, felt it would be unique to have low density next
to commercial and it would be very short range planning.

Bob Enright, Ukiah, spoke to the 30'-40' dedicated to the City for.widening
of Waugh and asked with the new zoning, what would happen with the street
widening?
Jack Cox stated the subdivision was created when there was a lot of land
but to restrict the parcels to one house would be a gross error and felt
the City Council should reexamine the area.
M/S: Riley/Myers to tentatively retain the designation for subject area as
medium low density.
Mayor Myers felt the matter needed closer scrutiny.
The maker of the motion, with the consent of the second, withdrew the
motion.
It was the consensus of Council to defer action on Waugh & Betty/City
Limits-Talmage to August 17, 1981 meeting.
Marsh Property
William Lewis, who owns property adjacent to Marsh property, felt the
property was not suitable for residential usage because of the noise
generated by the airport. He felt the property should be zoned commercial.
Francine Long, Century 21, showed a map of subject area. She reported a
majority of motels in the area are being used on a month to month basis.
She felt the commercial businesses in the area are compatible with
residential. She did not feel the proposed project would be out of
character for the area. A noise study was done by Scherf & Rau who found
the property acceptable for residential use. She reported the flight
pattern does not come over the property.
Pat Stefani asked what the proposed increases in air traffic and size of
the airport were? City Manager reported there are no plans to increase the
size of the airport or size of aircraft using the airport. Larry Kier
stated that aircraft built today are much quieter.
William Lewis reported that last year during the fly in, he had to call the
airport as the planes were flying over the top of his house. ~
Dr. Marsh, owner of property and former owner of Rancho Siesta Motel,
reported that people who stayed at the motel on a nightly basis were the
ones that complained about the airplane noise and not the monthly tenants.
M/S: Riley/Hickey to tentatively retain the commercial designation for
Marsh Property.
Motion carried by unanimous 4-0 voice vote.
East Yokayo ShoppingCenter
Don Jenkins requested that subject matter be continued to next meeting.
It was the consensus of Council to continue consideration of East Yokayo
Shopping Center to the August 10, 1981 meeting.
North Oak & School Streets
Jack Cox felt the issue of residential type development in commercial areas
should be addressed more fully.
Virginia Brody, 1000 N. Oak, felt that the long parcels with frontages on
State Street could be commercial and with any higher density to residential
taking access only to State Street.

M/S: Riley/Feibusch to tentatively retain medium low designation for North
Oak & School Streets.
Motion carried by unanimous 4-0 voice vote.
Comments From Audience
Jack Cox reiterated his request that residential development in commercial
area be addressed.
Dr. Marsh stated the housing that was removed near the airport was done
because of planes landing and not noise.
Pat Stefani requested clarification of the noticing procedure. Planning
Director stated that notices were placed in the newspaper and posted on the
property for land use changes. At the time of zoning hearings, notices
will be mailed out to everyone within 300 feet of subject property.
Councilmember Riley was of the opinion that notification to everyone within
300' should also apply for land use changes.
Francine Long asked for clarification of Council's decision regarding the
Marsh property. Planning Director indicated the commercial designation
would allow apartment development with a use permit.
