August 10, 1981
The City Council met in an adjourned session at 6:30 p.m. to discuss General
Plan Amendment land use changes.
Councilmembers present: Hickey, Riley, Myers
Councilmembers absent: Snyder, Feibusch
Staff present: Payne, Orchard, Harris, Haley
Mayor Myers stated that any action taken would be subject to further review
after all of the areas are addressed, the elements in their revised form are
adopted, the environment evaluation modified to reflect proposed changes and the
General Plan adopted.
East Yokayo Shopping Center
Don Jenkins, 1481 Fawnwood Drive, indicated that the Planning Commission
recommended PD zoning for this area. This classification would not allow a
residential project. Mr. Jenkins expressed his desire to have the General Plan
changed to allow the housing project in this area.
Jack Cox, 551 Pomo Lane, also supported Mr. Jenkins' request for residential
zoning.
M/S: Riley/Myers to accept the Planning Commission recommendation to retain the
existing Commercial/Industrial designation for the East Yokayo Shopping Center.
Motion carried by 2-1 (Hickey opposed) voice vote.
Dora Street Office Area
M/S: Riley/Hickey to adopt the Planning Commission's recommendation of Office
Commercial designation for the Dora Street Office Area (one lot depth, both
sides of Dora).
Motion carried by 3-0 unanimous voice vote.
Driftwood Convalescent Hospital and General Hospital
M/S: Riley/Hickey to adopt the Planning Commission's recommendation of Office
Commercial.
Motion carried by 3-0 unanimous voice vote.
Dora/Beacon Way
M/S: Hickey/Riley to adopt the Planning Commission's'recommendation of high
residential designation for Dora/Beacon Way.
Motion carried by 3-0 unanimous voice vote.
Wabash/Beacon Way
John Pritchard, 4002 Burke Hill Drive, stated that the citizens in the adjacent
area have concerns about the building of a two story complex for senior
citizens. A two story complex is not in their plans. They also intend to build
a high fence to act as a buffer. Mr. Pritchard felt this area should be
designated high residential.

M/S: Hickey/Riley to adopt the Planning Commission recommendation of high
residential for Wabash/Beacon Way.
Motion carried by 3-0 unanimous voice vote.
Ukiah Convalescent Hospital
M/S: Hickey/Riley to adopt the Planning Commission recommendation of high
residential designation for the Ukiah Convalescent Hospital area.
Motion carried by 3-0 unanimous voice vote.
Washington Court
Don E. Rammons asked that his letter of August 4', 1981 be entered into the
record in which he requested that two parcels be designated Commercial as
prospective buyers intend to start a business in this area.
Virginia Pereira, 176 Wabash, requested that the mobilehome area remain high
residential.
M/S: Riley/Hickey to adopt the Planning Commission's recommendation of high
residential for the Washington Court area excluding Mr. Rammons' property which
is to be classified commercial.
Motion carried by 3-0 unanimous voice vote.
.Cia¥ Street, R-3
Grace Holzhauser indicated a preference for rezoning the area R-1.
M/S: Riley/Hickey to adopt the Planning Commission's recommendation to retain
the medium low residential classification.
Motion carried by 3-0 unanimous voice vote.
Orchard Avenue West
Dave Shell, 180 South Orchard, felt that the entire Orchard Avenue area should
be classified commercial. The houses to the,west are subject to the same noise
and traffic as the areas classified commercial. Orchard Avenue will be extended
in both directions and will become a central commercial area.
Betty Austin, 599 Plum Drive, felt that the West Orchard area should be
classified residential.
Tom Goforth, 981 St. Francis Way, requested that his property be classified
commercial.
Mrs. Madden, 128 Orchard Avenue, requested that her property (West Orchard) be
classified residential.
M/S: Hickey/Riley to adopt the Planning Commission's recommendation to classify
the Orchard Avenue West area commercial.
Motion carried by 3-0 unanimous voice vote.
Orchard Church
M/S: Hickey/Riley that Orchard Church retain its existing commercial
classification.

Planning Director Harris asked that a correction be made to the map for this
area. The northern most two lots on Orchard Avenue should be in the West
Orchard area rather than Perkins South.
M/S: Riley/Myers to adopt the Planning Commission's recommendation to retain
the existing classification of medium low residential for the West Orchard area.
Councilmember Hickey felt the reclassification of commercial would have no
impact on the current residents. The noise and traffic in this area is making
it less and less desirable for residential use.
Motion carried by 2-1 (Hickey opposed) voice vote.
Parker Parcel - Horwitz Property
Steve Schaefer indicated that he is opposed to any classification if it allows
the building of a two story complex.
Planning Director explained that a two story building can be built even in a
residential classification.
George Ginochio, 1376 Berkely Way, is also opposed to a two story complex and
feels a buffer zone should be provided. Mr. Ginochio also expressed his concern
regarding the traffic situation on Beacon Lane.
M. Parker felt that limiting the property to a single family residence would not
solve the problem with Beacon Way and that it would not be good land use
planning.
M/S: Riley/Myers that the Parker parcel retain its medium low residential
classification.
Motion carried by 2-1 (Hickey opposed) voice vote.
Recess: 8:25 P.M. - 8:32 P.M.
City Manager Payne requested an executive session following adjournment.
State Street - South~ Wabash/Beacon
As a result of Mr. Pritchard's request, Planning Director clarified the area
under discussion.
M/S: Riley/Hickey that State Street-South, Wabash/Beacon be classified
commercial excluding the areas identified as lots 20, 21, 27 and 26, which will
remain medium low residential.
Motion carried by 3-0 unanimous voice vote.
School Street
M/S: Riley/Hickey to adopt the Planning Commission's recommendation to retain
the existing high residential designation.
Motion carried by 3-0 unanimous voice vote.
Standley & Giorno
M/S: Riley/Hickey to adopt the Planning Commission's recommendation to retain
the existing low residential classification.

Mrs. Chambers, 324 Clara Avenue, indicated that she wants the area classified so
that she can open an upholstery shop in the area.
Mrs. Madden requested that the classification for Ford and Clara Streets remain
the same.
M/S: Hickey/Riley that the Ford and Clara Streets area be classified as medium
high residential.
Motion carried by 2-1 (Myers opposed) voice vote.
Senior Citizens/Bush & Low Gap
M/S: Riley/Myers that the medium low residential classification be retained.
Motion failed by 1-2 (Myers, Hickey opposed) voice vote.
M/S: Hickey/Myers to adopt the Planning Commission's recommendation of medium
high residential.
Motion carried by 2-1 (Riley opposed) voice vote.
San Jacinta
Planning Director clarified the location of the area to be designated as open
space or public.
M/S: Riley/Hickey that the San Jacinta area be classified public.
Motion carried by 3-0 voice vote.
E1 Rio/White Oak
M~S: Riley/Hickey to adopt the Planning Commission's recommendation of medium
high residential.
Motion carried by 3-0 voice vote.
Manor Oaks Mobile Home Park
M/S: Riley/Hickey to adopt the Planning Commission's recommendation of medium
high residential.
Motion carried by 3-0 voice vote.

Water Well Fields - Ukiah
M/S: Riley/Hickey to retain the existing agriculture designation as recommended
by the Planning Commission.
City Manager Payne explained that the area will be put into a ballfield and
agriculture might be legal but perhaps not as appropriate as public or open
space.
Motion was withdrawn.
M/S: Riley/Hickey to designate the Water Well Fields as public.
Motion carried by 3-0 voice vote.
Civic Center
M/S: Riley/Hickey to adopt the Planning Commission's recommendation of a
commercial designation.
Motion carried by 3-0 voice vote.
Dora/Bush, Stephenson-Gibson Creek
M/S: Riley/Hickey recommended a medium low residential designation.
After some discussion regarding the area, the motion was withdrawn.
Planning Director was asked to bring back a land use inventory of the area.
Jones Street
M/S: Riley/Hickey to adopt the Planning Commission's recommendation for medium
low residential.
Motion carried by 3-0 voice vote.
Main Street/Sun House
M/S: Hickey/Myers to adopt the recommendation of the Planning Commission for
commercial-public classification.
Councilmember Riley felt this designation would cause all of the low income
houses in that area to be pushed out.
Motion carried by 2-1 (Riley opposed) voice vote.
Marshall Street
M/S: Riley/Hickey to adopt the Planning Commission's recommendation of medium
high residential and commercial for the Gobbi Street frontage.
Motion carried by 3-0 voice vote.
Savage/Mill Street
M/S: Hickey/Riley to adopt the Planning Commission's recommendation for
commercial designation.
The next Council meeting will be at 5:30 P.M. on August 17, 1981.
Council adjourned to Executive Session at 9:40 P.M. and reconvened and took the
following action.

Lake Mendocino Hydroelectric and
Warm Sprin~s Dam Hydroelectric Projects
M/S: Hickey/Riley to retain Attorney Robert O'Neil, Washington, D.C. to
represent the City's interest on the Lake Mendocino Hydroelectric and the Warm
Springs Dam Hydroelectric projects for an amount not to exceed $2,500. Prior to
an expenditure of over $2,500, O'Neil will be requested to update the City on
both projects and receive further authorization.
