AUGUST 17, 1981
The City Council convened in an adjourned session at 5:30 P.M. in the City
Council Chambers. Roll call was taken and the following councilmembers were
present: Hickey, Feibusch, Riley, Myers. Councilmembers absent: Snyder.

Gobbi Frontase East/North

Gobbi/Railroad South
M/S: Riley/Hickey to uphold the Planning Commission recommendation of
commercial.
Motion carried by unanimous 4-0 voice vote.
Leslie/Railroad Hish Density
M/S: Riley/Feibusch to uphold the Planning Commission's recommendation of high
residential-industrial.
Motion carried by unanimous 4-0 voice vote.
Leslie East
M/S: Feibusch/Hickey to uphold the Planning Commission's recommendation of
medium high residential.
Motion carried by unanimous 4-0 voice vote.
Perkins Street South
Planning Director pointed out that this particular area backs onto Perkins but
faces Stella.
M/S: Feibusch/Riley to uphold the Planning Commission's recommendation of
medium low residential.
Motion carried by unanimous 4-0 voice vote.
Hastinss Commercial
M/S: Feibusch/Riley to uphold the Planning Commission's recommendation of auto
sales-commercial.
City Manager Payne pointed out that by zoning auto sales to a specific area,
they could be forced to go out of the City limits to relocate.
The maker and second withdrew their motion.
M/S: Feibusch/Riley to designate Hastings Commercial as commercial.
Motion carried by unanimous 4-0 voice vote.
Fairsrounds & Related Areas
Fairgrounds Comm.
M/S: Riley/Feibusch to uphold the Planning Commission's recommendation of
public-commercial.-

Vineyard View
Mark Cagle, Ukiah, stated that the east half of Bush Street is high residential,
the west side is duplex a~d the remaining interior lots which are mostly R-1
with the exception of corner lots which are R-2.
Discussion was had regarding possoible inconsistency of land use designation for
this 'particular area.
M/S: Riley/Feibusch to continue consideration of Vineyard View to a later time.
Motion carried by 3-1 (Hickey) voice vote.
Las Casas
Discussion was had regarding the density of future development in the
subdivision.
M/S: Feibusch/Riley to uphold the Planning Commission's recommendation of
medium low residential for Las Casas.
Mark Cagle felt the medium low residential designation would give the developer
more flexibility.
Motion carried by unanimous 4-0 voice vote.
Luann Motel/Telephone Complex
M/S: Feibusch/Riley to uphold the Planning Commission's recommendation of
commercial for Luann Motel/Telephone Complex.
Motion carried by unanimous 4-0 voice vote.

M/S: Feibusch/Myers to uphold the Planning Commission's recommendation of
commercial to one lot depth for North State Commercial.
Motion carried by unanimous 4-0 voice vote.

M/S: Riley/Myers to uphold the Planning Commission's recommendation of medium
high residential.

Gobbi St. Frontage

M/S: Riley/Feibusch that both Gobbi North and Gobbi Street frontage be
designated medium high residential.
Mayor Myers felt that the designation would not allow commercial development to
occur on the northside.
Motion failed by 2-2 (Hickey, Myers) voice vote.
M/S: Riley/Feibusch that Gobbi Street North be designated medium high
residential; Gobbi Street frontage north be designated medium high residential
and Gobbi Street frontage south be designated high residential.

Oak/Louise Court
M/S: Riley/Feibusch to uphold the Planning commission's recommendation of
medium high residential.
Motion carried by unanimous 4-0 voice vote.
Oak Street East
Oak Street West
Councilmember Riley reported that a letter had been received from Curt Firestone
regarding subject matter.
M/S: Hickey/Feibusch to uphold the Planning Commission's recommendation of high
residential.
Councilmember Riley was of the opinion that the area should be designated medium
high residential because of traffic problems.
Motion carried by 3-1 (Riley) voice vote.
Observatory North
M/S: Riley/Hickey to uphold the Planning Commission's recommendation of medium
high residential.
Motion carried by unanimous 4-0 voice vote.
P.G.&E. Parking. Lot
St. Mary's Parish Orchard
Councilmember Riley expressed concern with designating St. Mary's property
without knowing what they plan to do with the property.
Mark Cagle stated that St. Mary's property, at time of purchase, had been
intended to be used for school or church expansion.
M/S: Hickey/Feibusch to uphold the Planning Commission's recommendation of
commercial and high residential for P.G.&E. parking lot and high residential for
St. Mary's Parish orchard.
Motion carried by 3-1 (Riley) voice vote.
Waugh & Betty/City Limits-Talmage
Velma Williams, 3 Betty, suggested zoning her lot, as it is quite deep,
partially residential for the part ~facing Betty Street and "cottage industry"
for the part facing Waugh. She also spoke to the traffic problems in that area.
She asked if the City does annex this area, if they plan to widen Betty?
Jack Cox, Ukiah, ~felt the combination of commercial and single family
residential would be short sighted.
Mark Cagle, Ukiah, recommended the area be designated high density so that Waugh
Lane would be improved.
Discussion was had regarding Lot 35 and the 30' right of way dedicated for
street widening at the time the property is deweloped.
M/S: Hickey/Myers to designate Waugh & Betty/City Limits-Talmage high
residential.
Mayor Myers was of the opinion that the biggest problem for this area is the
ingress and egress and felt medium high would be more appropriate.
Motion failed by 1-3 (Feibusch, Riley, Myers) voice vote.

M/S: Riley/Hickey to designate Waugh & Betty/City Limits-Talmage as medium high
residential.
Motion carried by unanimous 4-0 voice vote.
Talmage Frontage
M/S: Hickey/Riley to uphold the Planning Commission's recommendation of
commercial.
Jack Cox stated he agreed with the Planning Commission's recommendation but
expressed concern that leaving the area immediately behind residential would be
inconsistent with the General Plan.
Motion carried by unanimous 4-0 voice vote.
Dora/Bush, Stephenson-Gibson Creek
Councilmember Riley referred to a letter from Mrs. Nina Williams and asked if
her house would have to revert back to residential use?
Councilmember Hickey spoke to nonconforming uses in this area and felt the area
should not be downzoned.
M/S: Riley/Feibusch to uphold the Planning Commission's recommendation of
medium low residential.
Councilmember Feibusch did not want to see offices in this area, but felt people
should be given an opportunity to rent out a portion of their homes.
Motion failed by 2-2 (Hickey, Feibusch) voice vote.
M/S: Hickey/Feibusch to designate Dora/Bush,Stephenson-Gibson Creek medium high
residential.
Councilmember Riley did not feel this designation appropriate as it would not
create enough flexibility.
Motion failed by 2-2 (Riley, Myers) voice vote.
It was the consensus of Council that this area would be reconsidered at a later
time. ~
Bricarelli Property
M/S: Feibusch/Riley to uphold the Planning Commission's recommendation of high
residential and commercial.
Motion carried by unanimous 4-0 voice vote.
Parducci Road West
Mayor Myers stated that the role of the City Council regarding County property
is advisory only but that County property is within the City's sphere of
influence.
M/S: Riley/Feibusch to recommend that existing housing be designated low
density and the remaining area designated agriculture.
It was pointed out that low density would allow 1 to 5 dwelling units per acre.

M/S: Riley/Feibusch to approve the County Planning Commission's recommendation
of agriculture.
Motion carried by 4-0 unanimous voice vote.
Lover's Lane A~riculture
M/S: Riley/Feibusch to retain the existing designation of medium low.
residential.
Martin Fegonni, Ukiah, requested that the area be kept agricul.ture.
Motion failed to carry by 0-4 voice vote.
M/S: Riley/Feibusch to recommend to the Board of Supervisors that the
designation be changed to agriculture.
Motion carried by 4-0 unanimous voice vote.

Mayor Myers excused himself from the meeting and Vice Mayor Riley presided.
Airport-Highway 10!
M/S: Hickey/Feibusch to retain the existing designation of
industrial-commercial.
Motion carried by unanimous 3-0 voice vote.
Boonville Road/Robinson Creek Bridge
Discussion was had regarding retention of the existing zoning or and if the
County's recommendation would be more appropriate as it emphasizes agriculture~
and would allow the uses already there.
It was pointed out that the sewer district serves only the north side of
Boonville Road.
M/S: Hickey/Feibusch to recommend the County Planning Commission's
recommendation of rural residential/agriculture.
Motion carried by unanimous 3-0 voice vote.
Highway 101, Boonville Exit
In answer to a question regarding the Redwood Health Club, Planning Director
stated that the club is included as an existing nonconforming use.
Councilmember Riley was of the opinion that agriculture should be retained on
the eastside of the freeway.
M/S: Hickey/Feibusch to uphold the Planning Commission's recommendation of
industrial.

Robinson Creek
M/S: Hickey/Feibusch to uphold the Planning Commission's recommendation of'

State Street/Boonville Road Commercial
M/S: Feibusch/Hickey to uphold the Planning Commission's recommendation of
medium low residential.
Motion carried by unanimous 3-0 voice vote.
State Street/Boonville Road Residential
Planning Director reported that one resident of the area is concerned that he
still be able to spray but felt the residential designation was appropriate.
Jack Cox was of the opinion that suburban residential would be an appropriate
designation.
Mark Cagle asked if there is a mechanism for phasing this area? City Manager
stated that until the City has the legal responsibility to provide the water and
sewer for this area, the City cannot establish a phasing plan.
Councilmember Riley felt the residential designation should be higher.
M/S: Hickey/Feibusch to uphold the Planning Commission's recommendation of low
residential.
Motion carried by 2-1 (Riley) voice vote.
West Side Uplands
Marg Werra, Lookout Drive, felt if agriculture land is to be preser, ved,
provision for hillside housing must be made. She also felt 5 acre minimum for
some parcels was too large and different approaches should be considered for
hillside housing and suggested keeping the canyons as park area.
Discussion was had regarding the proposed hillside ordinance provisions.
Mark Cagle felt hillside housing should be encouraged as a means to take
pressure off agriculture land.
Jack Cox stated, in consideration of hillside development, the best tool would
be consideration of the slope density.
M/S: Hickey/Feibusch to retain the existing hillside designation.
Motion carried by unanimous 3-0 voice vote.
Hillside Hospital
Councilmember Riley asked if this could be designated high density but required
to be used for health care only? City Attorney felt such a restriction could be
adopted.
Mark Cagle suggested that any reference to "mental health" be stricken.
M/S: Hickey/Feibusch to designate Hillside Hospital as medium high residential.
Motion carried by 3-0 unanimous voice vote.
Jefferson East
M/S: Hickey/Riley to designate Jefferson East as medium high residential.
Motion carried by 2-1 (Feibusch) voice vote.

agriculture.

State Hospital
M/S: Feibusch/Hickey to uphold the Planning Commission's recommendation of
medium low residential/agriculture.
Motion carried by 3-0 unanimous voice vote.
Talmage Road'/Russian River
Planning Director stated staff feels agriculture would be a more appropriate
designation.
Mark Cagle felt an industrial designation would be best.
M/S: Feibusch/Hickey to uphold the Planning Commission's recommendation of
industrial with the industrial use limited to sand and gravel operation.
Councilmember Riley felt an agriculture designation would be more appropriate.
Motion carried by 2-1(Riley) voice vote.
Talmage Road/Sanford Ranch Road
M/S: Feibusch/Hickey to uphold the Planning Commission's recommendation of low
residential.
Motion carried by 3-0 unanimous voice vote.
Gobbi Drive East
M/S: Feibusch/Riley to uphold the Planning Commission's recommendation of
agriculture.
It was pointed out that the ballfield is public.
M/S: Riley/Feibusch to amend the motion to add the designation of public.
Amendment to motion carried by 3-0 unanimous voice vote.

Mayor Myers stated the next date for consideration of the remaining land use
changes would be set at Council's meeting, August 19, 1981.
