MINUTES OF SPECIAL MEETING OF CITY COUNCIL
OF THE CITY OF UKIAH - SEPTE}iBER 28~ 1981
The City Council convened in a adjourned workshop session at 4 P.M. to review
the recommendations made by the City/County Committee pertaining to proposed
consolidation of functions. The following Councilmembers were present:
Hickey, Feibusch, Snyder, Riley, Myers. Staff present: Payne, Orchard,
Harris, Tillotson, Melvin.
City Manager Payne requested that an Executive Session be held at 'the end of
the special meeting.
It was the consensus of Council that each recommendation be reviewed
individually. ~.
1. Relocate the offices of the County Superintendent of
Schools to the ~rounds of the formey. Yo~ayo School
Several Councilmembers did not feel this recommendation was within the City's
jurisdiction but did approve of the concept.
M/S: Snyder/Feibusch to support the concept of recommendation No. 1 and that
a copy of this summary be forwarded to County Superintendent, Ukiah Unified
Superintendent and the appropriate Boards.
Motion carried by unanimous voice vote.
2. Relocate t~e.~ounty Department of Social Services to the
Low Gap Complex
Council felt that the Low Gap Complex was not large enough for the Social
Services and expressed concern regarding traffic.
M/S: Riley/Snyder to oppose Recommendaiton No. 2.
Motion carried by unanimous voice vote.
3. Develop a single facil.i~y for the bus operations of
MTA, County Schools and Ukiah Unified
No action was taken by Council.
4a. Hire a consultant to make recommendations to the City
and the C?~ty re~a~ing cooperation/consolidation of functions
Councilmember Snyder requested that this recommendation be reviewed at the
end.
4b. Develop plans for a new Courthouse and conversion of the
of the existin~ Courthouse into a "City/County Building"
Councilmember Snyder stated this recommendation resulted because of the need
the City has for space and the need of the County for a maximum security
jail. It has been suggested that the entire judicial system be centered on
City property located where the City Police Department is now.
Councilmember Feibusch reported in discussions with the Sheriff, he supported
a maximum security jail at the location of the minimum security jail on Low
Gap. The Judges expressed a desire to remain where they presently are.
Discussion followed regarding the long range goal of a City Hall and the
possibility of consolidation with he County being a short range goal. It was
pointed out that as vacant office space develops within the Courthouse the
County facilities scattered throughout the City could be moved back into the
Courthouse.

Motion carried by 4-1 (Snyder) voice vote.
5. Increase the prpgramming and systems development capacity
of the County Data Processing. Department
It was pointed out that since the City's Data Processing is working at full
capacity now as well as the County's, would there be real economy?

M/S: Snyder/Riley to disapprove of Recommendation~o. 5 as far as the City
is concerned.
Motion carried by unanimous voice vote.
6. Develop a consolidated warehousing and vehicle
maintenance/fueling facility
(See action in No. 7)
7. Increase utilization of the County Department of
General Services by noncounty agencies
City Manager reported, from his conversation with~A1 Beltrami, that County
department heads were not in favor of moving their vehicle maintenance to the
City yard.
M/S: Riley/Snyder to direct staff to investigate Recommendation Nos. 6 and 7
and report back to City Council.
It was felt that purchases could be combined with the County where practical
but that purchases not be made exclusively through the County.
Motion carried by unanimous voice vote.
8. Consolidate the personnel administration
functions of the City and the County
It was pointed out that based on the cost figure given by the County to hire
an employee and the proposed amount the City was to pay for the service, this
proposal was not economically feasible.
M/S: Riley/Feibusch to oppose Recommendation No. 8.
Motion carried by unanimous voice vote.
9. The County should investigate consolidating
insurance programs with REMIF
M/S: Riley/Feibusch to take no position regarding Recommendation No. 9.
Motion carried by unanimous voice vote.
4a. Hire a consultant to make recommendations .to. the City
and the County ~egardi9g cooperation/consolidation of functions
It was the consensus of Council that this recommendation is moot since
Council opposed Recommendation No. 4b.
M/S: Riley/Feibusch to oppose Recommendation No. 4a.
