MINUTES OF THE MEETING OF THE CITY COUNCIL
OF THE CITY OF UKIAH - NOVEMBER 23~ 1981
The City Council met in an adjourned session at 3:00 P.M. for General
Plan amendment review.
Councilmembers present: Hickey, Feibusch, Snyder, Riley, Myers. Staff
present: Payne, Harris, Melvin
FLOOD MAP
It was the consensus of Council that the Federal Flood Insurance Agency's
Rate Study Map be included in the final General Plan and it was noted that
the City has until December 28, 1981,~to submit modifications to the
preliminary map.
LOWEST DENSITY
It was the consensus of Council to keep the hillside designation.as it
presently is (residential allowed subject to individual review for each
particular project).
COMMUNITY DESIGN
It was the consensus of Council that the Community Design element be
included within the Community Facilities and Recreation Element, that all
goals and policies be removed to the goals and policies section of the
Revised General Plan.
SCHOOL DISTRICT REVIEW
Planning Director indicated this was for Council information only.
HISTORICAL AND ARCHAELOGICAL SITES ELEMENT
Planning Director stated the element will be reviewed by the Archaelogical
Society at its December 9, 1981 meeting.
SECOND REVISIONS
Planning Director distributed the new acknowledgment page to councilmembers.
HOUSING ELEMENT~ ACTION PROGRAM NUMBER THREE
M/S: Riley/Myers to include Action Program No. 3, Housing Element, within
the Revised General Plan.
Cheryl Baker felt that Action Program No. 3 was a statement that the City
will use the resources available to the fullest extent available and did
not indicate that the City would become a nonprofit housing authority.
Motion failed by 2 (Riley, Myers) - 3 (Hickey, Feibusch, Snyder) voice vote.
M/S: Riley/Feibusch to include Action Program No. 3, Housing Element,
within the Revised General Plan to read as follows: "The City shall continue
to cooperate with local assistance housing agencies to pursue various
avenues of State and Federal funding assistance."
Cheryl Baker was of the opinion that State law dictates that the housing
agencies must be identified.
Motion carried by unanimous voice vote.

COMMUNITY DESIGN ELEMENT~ ACTION PROGRAM NUMBER TWO
M/S: Riley/Snyder to include Action Program No. 2, Community Design Element,
as written.
Motion carried by unanimous voice vote.
IMPLEMENTATION ELEMENT
It was the consensus of Council that action on this element would be taken
prior to acceptance of the Revised General Plan.
LAND USE ISSUES
Residential-Commercial Mixed Use Concept
M/S: Riley/Feibusch that residential uses may be allowed in certain
commercial areas with City Council approval.
Motion carried by unanimous voice vote.~
M/S: Snyder/Riley that limited commercial uses may be allowed in certain
residential areas with Council approval.
Motion carried by unanimous voice vote.
Ruby Corporation, Lover's Lane Area, Designation Of Low Residential
Peter Abrahams, Yokayo Ranch, requested that Council consider predesignation
or preannexation for the Yokayo Ranch of suburban residential or planned
development, although he preferred the designation of suburban residential.
Councilmember Riley was of the opinion that to zone this parcel residential
at this point would be stating the City intends to annex in the near future
and felt before any Step toward annexation is taken, that a fiscal impact
report must be done. She also felt that Council should proceed to approve
the revised General Plan and Mr. Abrahams could come'before the Council with
his request next year.
Councilmember Feibusch stated he would like to see Council make a commitment
that they are interested in annexation of Mr. Abraham's property but he
would, at this time, go along with the present zoning of agriculture.
Councilmember Snyder stated the property is located within the Westside
Annexation Strategy and felt this was a clear indication of what Council's
policy is; she pointed out, however, that there is no timeline on the
Westside plan and felt Council should establish an annexation program policy.
City Manager distributed to councilmembers a portion of a proposed
resolution that would establish a schedule for general plan amendments. It
was the consensus of Council that this was a good plan. City Manager
stated the resolution would be prepared for Council's consideration at
their December 2, 1981 meeting.
Mr. Abrahams stated the proposed resolution regarding the schedule for
consideration of general plan amendments is very helpful for the general
public but does not provide him with a clear policy indication that
Council is interested in his parcel. He stated he does want to proceed
with annexation and would be willing to d~ a fiscal impact report at his
expense.
Councilmember Feibusch requested that the proposed resolution include a
requirement that the development make the fiscal impact analysis at their
own expense.
It was the consensus of Council that they are interested in pursuing the
Westside Annexation Policy.

EXPANDED SANITARY LAND FILL PUBLIC DESIGNATION
M/S: Riley/Hickey to identify as "Public" the actual area owned by the
City for sanitary landfill.
Motion carried by unanimous voice vote.

GENERAL PLAN ELEMENT REVIEW
Land Use
The following changes were made to Land Use ~Element:
Page 1, Goals and Policies, first paragraph to read: "Welcome annexation
of areas within the City's sphere of influence which can be provided with
urban services recognizing economic constraints and service limitations
and place no burden on current residents. A fiscal impact analysis shall be
done."
Page 1, seventh paragraph to read: "Cooperate with and encourage existing
industry."
Page 2, Flood Plain, first word should read "This".
Page 3, Hillside, third sentence shall read: "Residential or o~her
appropriate uses...opportunities."
Page 4, Residential, last sentence deleted and substitute: "The density
classifications are:"
Page 5, Density Bonuses, to read: "Density bonuses for residential
developments pursuant to Government Code Sections 65915-65918 (low and
moderate income) shall be evaluated individually. These bonsues are
determined on an individual basis and appropriate measures can be
incorporated into the project or planned for to mitigate significant effects."
Page 5, Action Program, deletion of existing No. 1 and substitute: "Bring
the zoning into consistency with the General Plan."
Page 5, Action Program, No. 3, delete "proper" and insert "appropriate".

Page 1, paragraph 5, insert "suggests" after "The Scenic Highway Element."
Page 2, Transportation, first paragraph, deletion of "9:00 A.M. through
the evening" and deletion of "Service is free and limited to only
Senior Citizens."
Page 3, first paragraph, deletion of "in a pilot bus project using SB325
funds."

Page 5, first paragraph, the word "no" to be added after "Although there
are" and a colon added after "recommended".
Page 6, Scenic Corridor, first sentence, a colon added after the word
"followed".
Page 7, Scenic Corridor, Erosion Control, delete the word "so".
Page 7, Scenic Corridor, Water Edges, add after rivers: "creeks,
canels, reservoirs and other water developments."
Page 7, Urban Areas, first paragraph, deletion of second sentence.
Deletion of "Development Design" and remaining statement to become second
sentence of first paragraph.
ACTION PROGRAM
Page 8, Action Program No. 2 to read: "Develop a policy delineating the
developers responsibility for completion of both on and off-site
capital improvements."
Page 8, Action Program No. 4, first word to read "Encourage" instead of
"Develop".

Page 1, Education, entire paragraph to be put into Goals and Policies.
Page 2, Public Safety, last sentence deleted.
Page 2, Fairgrounds, insert "located on" before "a 49.8 acre site."
Page 2, Sun House, second sentence after "State Historical Landmark"
add "and is listed in the Federal Registry." Deletion of "The Sun House
Guild is pursuing" and the sentence shall read: "The development of a

It was the consensus that consideration of Housing and the remaining
General Plan be continued to November 30, 1981 at 4 P.M.
Cheryl Baker reviewed for Council her concerns regarding the housing
element. Her concerns included statistics not detailed, agencies
responsible for housing were not listed and a more detailed actiOn program
was not proposed.
