MINUTES OF THE M~ETING OF THE CITY COUNCIL
OF THE CITY OF UKIAH - NOVEMBER 30, 1981
The City Council met in an Executive Session to review architectural proposals
for the proposed Civic Center after which the Council reconvened in adjourned
session to consider General Plan amendment review.
Councilmembers present: Hickey, Feibusch, Snyder, Riley, Myers. Staff present:
Payne, Harris, Tillotson, Melvin.
CORRECTION TO REVISIONS MADE AT NOVEMBER 23~ 1981
COUNCIL MEETING TO THE PROPOSED GENERAL PLAN
GOALS AND POLICIES
CIRCULATION-TRANSPORTATION: It was the consensus of Council that the first four
paragraph be deleted. The fifth paragraph shall read: "Discourage further
intensive commercial...".
LAND USE: It was the consensus of Council that the first and last paragraphs on
page 1 of Land Use be combined.
NOVEMBER 30, 1981 REVIEW OF PROPOSED GENERAL PLAN
HOUSING
It was the consensus of the Council that the following changes be made to the
Housing Element:
Page 1: First sentence of the first paragraph to read: "The plan for the
Housing element is made in light of the following existing situation in Ukiah.
The second sentence is deleted.
Page 1: Second paragraph deleted
Housing Problems, OBstacles and Constraints
Page 1-2: Deletion of Items 3, 5, 6, 10 and 11.
Housing Type
Page 2: 'Under Table VIII add the following statement: "The City has adopted an
ordinance pursuant to Government Code Section 65852.3 providing for mobile
homes on residential lots.
.Family Income Distribution
Page 8: On Table 6, 1970 and 1980 be added to the heading and deletion of
"Families" under the 1980 heading with "Households" substituted.
To paragraph following Table 6, add the year-the Fair Share Allocation Plan was
completed.
To Table 7, add the following title: "FAIR SHARE ALLOCATION PLAN".
Last paragraph on page 9 to become a policy statement.
Emergency Housing
An asterisk to be placed after "The Need" and at the fourth paragraph.

Action Program
To No. 1 add at the beginning of the~paragraph: "The City shall consider" and
delete "shall be amended".
No. 2 shall read: "Consider the condominium ordinance for converion of existing
structures to allow development density to be that of the base zoning district.
Change in ownership of existing units, i.e., condominium conversion for sale
units, and duplex, etc. is consistent with this plan. That the current density
may exceed that of the General Plan designation for the subject property is
acceptable since the units exist at the specific density."
Deletion of No. 4.
No. 5 to read: "Consider existing property parcels of 40 feet or greater width
and 3200 or more square feet to be determined as legal building sites which
would not conflict with neighborhood characteristics."
No. 6 to read: "Consider rezonings to PD "Planned Development" to expedite cost
saving development techniques."
No. 7 to read: "Encourage construction techniques in the hillside, including,
but not limited to pole and beam to utilize available, non-agriculture land for
affordable housing."
Deletion of No. 10.
COMMUNITY DESIGN
It was the consensus of the Council that the following changes be made to the
Community Design Element:
Action Program
No. 4 to read: "The residential areas east of the Russian River, when
developed, should be developed with sensitivity to the lay of the land."
Deletion~of No. 10.
OPEN SPACE - CONSERVATION
It was the consensus of the Council that the following changes be made to the
Open Space/Conservation Element:
Goals And Policies
Add: "Encourage compatible multiple use of the open space areas.
Deletion of sixth paragraph.
Soils/Agricultural Land
Soil classes to be defined.
Page 3, first paragraph to read: "Agricultural soil classes should be a factor
in consideration of open space and agricultural uses."
Page 3, deletion of second paragraph.
Greenbelt Corridors
Page 4: Second paragraph, second sentence to read: "An incentive may be
offered to a developer ~to retain a creek in its natural state by allowing
clustering, higher densities and meeting provisions of the park dedication
ordinance."

Third paragraph, second sentence, deletion of "to evaluate the necessity for
preservation, the desire for development and applicability of multi-use
facilities."
Resource Conservation
Page 4, second paragraph, deletion of last sentence and substitute the following
statement: "Some efforts at recycling are occurring."
Energy
Page 5, second paragraph, deletion of underline under "a few."
Third paragraph to Action Program.
Fourth paragraph, last sentence, delete
Water Resources
The Council discussed data regarding ground water levels of the effect on the
Raney Collector. It was noted that the director of the Public Works would
provide a report on the matter at a later date.
Action Program
Page 6, add to the beginning of Nos. 2 and 3: "Urge the County to".
Delete underscore in No. 5.
No. 14 to read: "Consider programs that will assist recycling through the trash
collection pick-up process."
Last sentence in No. 16 to become No. 17 and read: "Continue to consider the
use of the landfill material for energy generation."

First sentence, delete "of quality grapes."
SAFETY AND SEISMIC SAFETY
It was the consensus of Council that the following changes be made to the Safety
and SeiSmic Safety Element:
Scope
Page 1, add "Office of Planning and Research" be added after "California".
Seismic Activity
'Page 1, first paragraph to read: "The Ukiah planning area is loCated in an area
identified as having moderate earthquake intensity-probable maximum intensity
could range to VI on the Richter Scale."
Page 1, second paragraph, second sentence: "Maacoma Fault" to read. "Maacama
Fault".
Flood Hazard
Page 2, add the heading "Flood Hazard" before the fourth paragraph under "Fire
Hazard".
Page 2, fourth paragraph, first sentence change "water" to "winter flood."

NOISE
It was the consensus of Council to make the following changes to the Noise
Element:
Page 1, first paragraph, second sentence to read "The scale is from 0 to 150
decibels."

Page 1, first paragraph, second sentence, to goals and policies.
Page 1, first paragraph, third sentence, to Action Program.
Page 3, first paragraph under Table 1, last sentence to be moved to end of next
paragraph.
Page 4, last paragraph, "residents" should be "residence."
Action Pro~ram
Page 10, No. 4, deletion of "Maintain" and substitute "Consider."
HISTORICAL AND ARCHEOLOGICAL SITES
It was the consensus of Council that the following changes be made to Historical
and Archeological Sites Element:
Planning Benefits
Page 2, fourth paragraph, deletion of last sentence.
Page 2, sixth paragraph, to read: "The main function of the survey is to gather
community support and create citizen participation. A listing of sites,
buildings and natural areas that the public feels has some historical or
cultural contribution to the Ukiah area is appropriate. Gathering of existing
publications dealing with Ukiah history is an initial step; the book "Ukiah
Landmark Homes", sponsored by the Soroptomists of Ukiah International is an
example of local source material. The Cultural Arts Commission and the Sun
House Guild are also pursing sources of material. A comprehensive survey should
follow with more detail on the specific aspects of what is to be preserved.
Professional opinion and assistance could be included but citizen participation
is the key element in this function."
Page 2, seventh paragraph, second sentence to be removed and placed under the
new heading "Public And Private Funding".
Page 3, first paragraph, deleted.
Action Prosram
No. 2 to read: "Investigate implementation programs and tools where possible."
APPROVAL OF RESOLUTION NO. 82-36~
M/S: Riley/Snyder to approve Resolution No. 82-36 adopting General Plan
Amendment, 1981.

Mayor Myers andCouncilmember Feibusch expressed ~ appreciation to staff who
worked under pressure to complete this document.
Letha Atkinson, Ukiah, thanked Council for their work on the General Plan.
