MINUTES OF THE MEETING OF THE CITY COUNCIL
OF THE CITY OF UKIAH, JUNE 1, 1982
The City Council convened in an adjourned session at 7:05 A.M. for review
of the proposed revised Zoning Ordinance in the City Council Chambers.
Councilmembers present: Hickey, Feibusch, Snyder, Riley, Myers. Staff
present: Payne, Orchard, Harris, Melvin.
ZONING ORDINANCE REVIEW
Section 9003 - Insert a statement that the Zoning Ordinance is not in
conflict with State law.
Section 9005 - Establishment of districts: Delete "Combining Lot Size or -
A District" and "Hillside Overlay or - H District"
Section 9006 - Adoption of Zoning Map by Reference: delete from second
line, ", with the exception of this N-A Districts, ; third paragraph,
second line, capitalize the word "zoning"; third paragraph, 10th line, add
an "s" to the word "matter".
Section 9011 - Uses Allowed: Add Section 9011 (g) Mobile Homes be allowed
pursuant to Section 9161 (g). Add 9161 (h) to read: "Conversion of
multiple units to match existing density."
Section 9013 - Building height limits: Section 9013(b) - delete "thirty
(30)" and add "twenty (20)".
Section 9014 - Building site area required: Add the statement, "In
existing density cases, there is no minimum site area.
Section 9016 - Front setback lines: Section 9016 (a), delete "five (5)"
and add "ten (10)"' delete "75%" and add "50%"; delete "10" and add "15".
Section 9019 - Additional Requirements: Section 9019(a), delete
"for...etc." and add a period after the word "unit"; Section 9019(b),
delete "Street...exist" and insert "Curb, gutter and sidewalks shall be
installed as a condition of obtaining building permits for new residential
structures on a parcel for which these improvements do not exist. Building
permits are required where the permit value is equal to or greater than 1/3
of the value of the existing structure."
Section 9033 - Building height limits: Section 9033(b), delete "fifteen
(15)-thirty (30)" and add "twenty (20)".
Section 9034 - Building site area required: Delete the words "fifteen
hundred". Add "(d) In existing density cases, there is no minimum site
area. .
Section 9036 - Front setback lines: Section 9036(a), delete "five (5)" and
add "ten (10)"; delete "75%" and add "50%"; delete "10" and add "15".
Section 9039 - Additional Requirements: Section 9039(b), delete the words
"for...etc." and add a period after the word "unit".
Add Section 9039(c) as follows: "See Section 9167 for Site Development
requirements."
Section 9053 - Building height limits: Section 9053(a), delete "fifty
(50)" and add "forty (40)".
Section 9054 - Building site area required: Section 9054(c), delete "five
(5)" and add "two (2)".
Section 9056 - Front setback lines; reduction in partially
developed areas:

Section 9056(a), delete "five (5)" and add "ten (10)"; delete "75%" and add
"50%"; delete "ten (10)" and add "fifteen (15)".
Section 9059 - Additional Requirements: Section 9059(a), add to end of
sentence the wording "pursuant to Section 9167"; Section 9059(b), delete
the words "for...etc." and add a period after the word "unit".
Section 9071 - Uses allowed: Section 9071(a), delete "(agency only)" and
add "(no onsite processing)".
Section 9072 - Uses permitted subject to first securing a use permit:
Section 9072(c), delete.
Section 9073 - Building height limits: Section 9073(a), delete "fifty
(50)" and add "forty (40)"; Section 9073(b), delete "fifteen (15)" and add
"twenty (20)".
Section 9074 - Building site area required: Section 9074(a), add the
following sentence: "Existing lots as of the date of this ordinance under
7,000 sq. ft. are considered legal building sites."
In review of Article 7, no changes were made; Councilmember Feibusch stated
he would disqualify himself from participating in discussion of Article 7
based on his ownership of property in the C-1 District.
Section 9100 - Highway Commercial and Restricted Industrial
or C-2 Districts:
Delete the words "transition of" and add "transitional"; delete the word
"from" and add "between".
Section 9102 - Uses permitted subject to first securin~ a use permit:
Section 9102(c), show a line drawn through "and trailer courts".
Section 9104 - Building site area required: Delete "No minimum"; and
retain the original paragraph.
Section 9114 - Building site area required: Retain Section 9114.
Section 9140 - Combinin~ Asricultural or -A Districts: Add a statement to
this section regarding minimum site area to be one (1) acre.
Section 9141 - Uses allowed: Section 9141 to be retained with the minimum
site area to be five (5) acres.
To ARTICLE 12 title, add "HILLSIDE (-H) DISTRICTS".
Section 9150 - Combining Lot Size or -(B) District to read "Section 9150 -
"Hillside Lot Size or -H District". Section 9150(3), delete the word
"terracing" and add "filling".
Section 9154 - Hillside Development Standards: Section 9154 A., column
heading for parcel slope to read: "Average Parcel Slope In %"; Section
9154 F., add to beginning statement the word "In", delete the word "lesser"
and add "other"; Section 9154, Use Permit Procedure, first paragraph,
delete the wording "Section 9142" and add "Section 9200". City Attorney to
review and report back to Council on pages 26-29 regarding reports required
for hillside development.
The following terms shall be defined under Article 17 - Definitions:
"parcel" (Section 9019); "kennels" (Section 9142); "padding" (Section 9150
(3)).
