Church Street Ukiah, CA. 95284 Adjourned Meeting January 12, 1983 The meeting was called to order at 4:00 p.m. Councilmembers present: Feibusch, Kelley, Hickey, Myers, Riley. Staff present: Payne, Orchard, Gutierrez. The City Council met in adjourned session to discuss goals and objectives for the City of Ukiah. The following items were placed on a wish list for 1993: Jobs - A diversified economy and community identity Street Trees - State Street has priority, then others Civ~.c Center Facilities - Conference rooms, convention center Small Signs - Revise sign ordinance Better Traffic Flow ~'c Traffic Meters Industrial Park More Culture Definite Boundaries - Mo urban sprawl via entries Job Training - e~pecially so students w~]l stay in town Coordination of Agencies - Build a better town thru construct~_on cf new facilities. Continue School Street Project - Downtown mall, restore/preserve old buildings, improved shopping. Utility Rates - 35% cheaper than PC&E's E~ ~pecia] Distr~cts - Sewer District first The City Co~cil categorized the following coals amd d~.scr~:~ed ohjective~ fcr them: ENERCY Goal: Implementation of NCPA & Lake Mendocino Projects (get the big picture) Objectives: 1. Determine long range staff needs. 2. Determine related spending/savings to consumer GOVERNMENT OPERATIONS Goal: Develop feasibility of City Hall at the Yokayo site. Objectives: 1. Continue pursuing Yokayo site. 2. Re-evaluate feasibility in six months. Goal: Consolidate Fire/Police Departments to improve services. Objectives: 1. Investigate administrator cross training 2. Set a study session Additional Goals Finalize CRIS model. Vigorously pursue annexation. Clarify annexation policy. End special districts beginning with the Sewer District. Police training, P.O.S.T. & State mandate. Develop wish list for State similar to Board of Supervisors' and Council to meet two times per year with State legislators in Ukiah. Conduct Independent Consolidation Study. Conduct time management/accounting system study Improve public perception of staff where needed. Adj. Mtg. 01/12/83 Page 1 246 Improve City Council's ability to function effectively. Improve quality and timeliness of informatiom to the City Council. Make information to the public regarding the permit process more understandable, consistent and consumer friendly. Review City Code. GOVERNMENT OPERATIONS/RECREATION/PUBLIC SAFETY Goal: Support the youth. ECONOMIC CONDITIONS Goal: Vigorously pursue development of Industrial Park, Block Grant Funds, Economic Development, Economic Development Administration (EDA), Redevelopment, Individual Development Bonds (IDB). Objectives: 1. Find our role. 2. Investigate acquisition 3. Staff cooperation/coordination with other efforts. 4. Find tenants for Industrial Park.
