July 16, 1984 Budget Hearings continued from 9:00 a.m. until 3:00 p.m. The City Council began a page by page review of the proposed 1984-85 fiscal year City of Ukiah Budget. July 17, 1984 Budget Hearings continued from 9:00 a.m. until 3:00 p.m. County of Mendocino Sheriff, Tim Shea gave a presentation regarding the proposed Mendocino County Drug Task Force. M/S: Kelley/Hickey to reaffirm Ukiah's support of the proposed County of Mendocino Drug Task Force and that up to $40,000 be included in the program. Details to be negotiated by the City Manager of Ukiah, with Willits, Fort Bragg and the County of Mendocino, carried by the following roll call vote: AYES: Councilmembers Henderson, Kier, Hickey, Kelley and Mayor Myers. NOES: None. ABSENT: None. A presentation regarding community promotion was given by Glenys Simmons, President of the Greater Ukiah Chamber of Commerce. M/S: Kelley/Kier to provide $19,500 for community promotional activities, instead of the $15,000 in the proposed budget, and direct the City Manager to negotiate a contract with the Chamber of Commerce, carried by the following roll call vote: AYES: Councilmembers Henderson, Kier, Hickey, Kelley and Mayor Myers. NOES: None. ABSENT: None. July 19, 1984 The City Council convened into executive session at 9:00 a.m., in the City Council Chambers to discuss the attorney/client privilege matter carried over from the regular meeting of July 18, 1984. No action was taken. Adjourned into the Revenue Sharing Hearing at 10:00 a.m. REVENUE SHARING HEARING The meeting convened at 10:00 a.m. in the City Council Chambers. Mayor Myers and all Councilmembers were present. Staff present: Payne, Rapport, Brosig, Harris, Pedroncelli, Schlienger and McAfee. Staff reviewed the City of Ukiah proposed 1984-85 Budget as presented on page 126 . The City Manager reported even if funds are allocated by the City Council, applicants would have to meet Federal requirements prior to the City releasing any funds. Janet Schlienger made a presentation regarding the Federal requirements. PUBLIC HEARING OPENED: 10:04 a.m. Special Meeting July 16-17 & 19-20, 1984 Page 1 21 Dr. Burt Roseman, Plowshares, 316 N. Main #2, Ukiah, CA requested $100 per month for the upcoming fiscal year for partial payment of utilities for Plowshares. George Bartlett, Director of the Senior Citizens Center, stated in the past they have been funded for utilities in the amount of $6,500. He explained that three years ago they started the Day Care Center, which is not free but run on a sliding financial scale and a scholarship fund. He requested a donation for the upcoming fiscal year to the Day Care Center and Scholarship Fund in the amount of $12,000. Jim Levene, Director of the Mendocino County Youth Project, 518 Low Gap Road, Ukiah, CA presented staff with a letter requesting $4,400 for the upcoming fiscal year. He stated for the past seven years the City has contributed its share of the 50% local match funding required by the California Youth Authority. He mentioned the benefits of his project which diverts pre-delinquent youth from the justice system. Steven Proctor, Judy Judd and Mark Rowloff of the Ukiah Community Center, 505 S. State Street, Ukiah, CA explained this program is the provision and the coordination of the provision of emergency food, shelter and clothing. He feels the Community Center acts as the hub, resource and referral center for most emergency services in the Ukiah Valley. He requested $4,680 funding for the upcoming fiscal year. Christy Kelley, Director of Project Sanctuary, 705 N. Dora, Ukiah, CA stated her project assists battered women and children, serving three hundred people each year. She stated they have received grants from the State of California to cover the cost of both the Rape Crisis Services and the Child Assault Prevention Programs. She requested $5,000 for the upcoming fiscal year to help fund the Crisis Line and Safe Place Shelter Programs. PUBLIC HEARING CLOSED: 11:08 a.m. Mayor Myers stated the total requests for Revenue Sharing Funds is $222,199. He stated this year with the addition of two other agencies requesting funds the net amount has increased by $11,180 over last year. The City Manager stated the Federal Government has written special protections into the law to make sure the Senior Citizens are protected. The Council discussed the matter of funding different organizations and increasing amounts to the agencies. It was determined all the projects have merit and have contributed to the community. It was the consensus of the Council that 10% of the overall Revenue Sharing Budget would be an appropriate amount to allow for social project funding. Adjourned into regular Budget Hearing session at 11:46 a.m. Reconvened in regular session at 1:00 p.m. to continue the Public Hearing regarding Bank of America's appeal of the Planning Commission's denial of Sign Variance Application No. 84-74. Special Meeting July 16-17 & 19-20, 1984 Page 2 Adjourned into regular Budget Hearing session at 1:28 p.m. Regular Budget Hearing session adjourned at 3:30 p.m. July 20, 1984 Budget Hearings continued from 9:00 a.m. until 10:45 a.m. The following action was taken. Council requested that a mechanism be worked out that would allow the City to give the donated funds at the Sun House Museum to the Sun House Guild. Staff indicated they would return to the City Council with the necessary documents. The City Council directed this entire budget be presented at its next regular City Council meeting, August 1, 1984, for adoption. M/S: Hickey/Kier to authorize the City Manager to loan the Ukiah Women's Athletic Association up to $1,500 plus interest, carried by the following roll call vote: AYES: Councilmembers Henderson, Kier, Hickey, Kelley and Mayor Myers.
