Church Street Ukiah, CA 95482 SPECIAL MEETING BUDGET & REVENUE SHARING June 17-18, 1985 The City Council convened in Special Session in the City Clerk's Office for review of the proposed 1985-86 Fiscal Year City of Ukiah Budget and Revenue Sharing hearings. June 17, 1985 Budget hearings continued from 9:00 a.m., until 3:30 p.m. Mayor Myers and all Councilmembers were present. The City Council began a page by page review of the proposed 1985-86 fiscal year City of Ukiah Budget. No action was taken. The meeting was adjourned to June 18, 1985, at 9:00 a.m. for Revenue Sharing Hearings. June 18, 1985 - Revenue Sharing Hearings The meeting convened at 9:04 a.m., in the City Clerk's Office, 111W. Church Street. Mayor Myers and all Councilmembers were present. Staff present: Payne, Pedroncelli, Schlienger, Vara and City Clerk Hayes. The City Manager reported that the City has advertised the Revenue Sharing Hearing in the local papers, as required by Federal law. A proposed budget has been prepared and is shown on page I31 of the City of Ukiah's Draft 1985-86 Budget. It consists of one-quarter of the City's last fiscal year Revenue Sharing Funds. This year the anticipated revenues will be $100,000; last year $220,000 was received. In essences it will be one-half of the normal available revenue funds. Due to actions on the Federal level, it is expected that this will be the City's last year of Revenue Sharing. In the past Capital Improvements have received $100,000; Civic Center acquisition $100,000; Development $96,000; and other community groups have also received funds. The proposed budget reflects a reduction in funds of approximately $100,000 for the City's purposes and a similar proportionate reduction for the community groups. Public Hearing Opened: 9:30 A.M. Kathie Cassing, Ukiah Senior Center, 497 Leslie Street, presented a proposal asking for the same amount of money as last year. She stated that funding for the Center should be based on the Center's merits. The money they are asking for is used to offset utility bills. The Mayor noted that $8,800 was given to the Center last year. Ms. Cassing stated that $1,800 of the funds went to the Senior Day Services Scholarship Fund. The Center is asking for a total of $12,000 for the upcoming fiscal year: $9,000 for utilities; $3,000 for the Scholarship Fund. Jim Levene, Director of the Mendocino County Youth Project, 518 Low Gap Road, Ukiah, California is requesting an increase in their funding of at least ten (10%) percent over last year. He stated they have had an increase in staffing because of a greater demand for their services. He also presented to the Council a proposal for the City Youth Project Cooperation on the Recreation Program which he hopes will be considered later in the budget revues. He is requesting $4,840. Perla Goforth, Project Sanctuary, P.O. Box 995, Ukiah, California. She stated they have been able to generate most of the funds needed to provide a wide array of quality services to the community and do it cost effectively. Special Meeting June 18, 1985 Page 1 Refer to Paqe 190 for end of Minutes 190 Because the bulk of their services go to residents of the City of Ukiah, she is requesting $5,000. Judy Judd, Ukiah Community Center Emergency Services Program and Crisis Line, 505 S. State Street, Ukiah, California. Because of the funding received last year, she was able to employ part-time help which enabled the program to reach more families. It is the emergency vouchers that she needs the help with, the City's support of $4,720 would provide this help. Martin Bradley, Plowshares, 150 Luce Avenue, Ukiah, California. He stated they have a new on-site kitchen and utility bills have increased; they are requesting $1,500. Jim Levine asked if Revenue Sharing Funds increased, could there be a contingency that the funds be shared proportionately without reopening the hearings. Kathie Cassing stated that if Revenue Sharing is to be cut, could it be done proportionately with all the programs. Martin Bradley questioned whether the City of Ukiah could pledge funds to the programs since there is going to be a loss in Revenue Sharing. The City Manager stated that it would be hard for the City to control the pledged money to the different programs; also, under Federal law new funds require new hearings. Public Hearing Closed: 9:40 A.M. The Mayor stated that the funds received by the programs last year were $23,200; total request for Revenue Sharing funds for this year are $28,062. Last year the total allocated funds were $222,199 this year $106,000. The Council discussed funding the full amounts requested this year. Also discussed was the possibility that funds may not be available in the future. M/S: Hickey/Henderson to authorize Revenue Sharing Funding to the following community groups in the following amounts with the remainder of the funds going to the Civic Center: $ 4,400 2,200 2,200 2,200 600 $11,600 Senior Citizen's Center Mendocino County Youth Project Project Sanctuary Ukiah Community Center Plowshares TOTAL The motion was carried by the following roll call vote: AYES: Councilmembers Henderson, Hickey and Mayor Myers. NOES: Councilmembers Kier and Kelley. ABSENT: None. RECESS: 10:04 A.M. RECONVENED: 10:20 A.M. Discussion ensued with Architect, Victor Lopes and the Greater Ukiah Chamber of Commerce. The Budget Hearing Session was continued. Adjourned There being no further business, the Budget Hearing Session was adjourned at 12:00 noon.
