The motion was carried by the following roll call vote: AYES: Councilmembers Henderson, Kier, Hickey, Kelley, and Mayor Myers. NOES: None. The City Manager noted that Council had allocated a twenty-five percent (25%) increase to all programs (except Mendocino County Youth Project). The City Manager requested adding to the agenda time to discuss the previous week's events. He talked about the construction plans and specifications for the Civic Center being ready and out to bid. Commented on his trip to New York regarding the rating review of the City's bonds and the likelihood of securing insurance for the refinancing of the City's bonds. Updated Council on available parking permits for the County. Discussed the progress on replacing parts to the Lorraine Street Well. May 20, 1986 Page 2 316 CITY COUNCIL MINUTES OLD CITY COUNCIL CHAMBERS 111 WESTCHURCH'STREET UKIAH, CA 95482 ADJOURNED REGULAR MEETING REVENUE SHARING MAY 20, 1986 The City Council convened in an adjourned regular meeting at 10:37 a.m. in the Old City Council Chambers. Councilmembers Henderson, Kier, Hickey, Kelley, and Mayor Myers were all present. Staff present: City Manager Payne, Finance Director Vara, and City Clerk Hayes. The City Manager noted that the City has received additional revenue funds and allocation of these funds will be of issue at this meeting. Advertising has been done with the local newspapers and community groups who received revenue funds previously have been notified of this hearing. He reviewed the previous allocation amounts to community groups and to the City's capital projects. The Finance Director spoke on the likelihood of future Revenue Sharing funds. The City Manager reviewed the cost of the future Civic Center. He recommended that the City's allocation of Revenue Sharing monies go into the Civic Center fund. PUBLIC HEARING OPENED - 10:50 a.m. Martin Bradley, Plowshares, requested $600 to offset utility costs and $900 to construct a custodial closet. Jay Holden, Ukiah Community Center, provides food, clothing, and housing for the poor. He stated he is requesting $4,400 to help with the cost of a main refrigerator unit for the Community Food Bank. Hannah Wilde, Mendocino County Youth Project, for projects not in effect but proposed and for new ones starting she requests $4,400. Prilla Goforth, Project Sanctuary, for programs set up they need $4,400 to cover administrative costs. Kathie Cassing, Ukiah Senior Center, requesting $8,800 to protect the few programs available and to sustain them at their current levels. The City Manager spoke on the history of programs that have received Revenue Sharing funds. It was noted by the City Council that they would not fund offsets to utility costs but would make allocations to the agencies involved for their support of the needy. PUBLIC HEARING CLOSED - 11:10 A.M. Council discussed at length what monies should be made available and alternative methods to fund programs. Mayor Myers stated that priorities needed to be reviewed. Community programs are very valuable to many but noted at this time the Civic Center is also valuable to the community. It should not be second when considering allocation of funds. Adj. Reg. Mtg.
