JUNE 25, 1986
The City Council convened at 9:00 a.m. Roll was taken and the following
Councilmembers were present: Schneiter, Shoemaker, Hickey, Kier, and Mayor
Henderson. Staff present: City Manager Payne, Public Works Director
Pedroncelli, Finance Director Vara, Personnel Officer Horsley, and City Clerk
Hayes.
The Council continued their page-by-page review of the 1986-87 Fiscal Year
Budget.
They met with the Ukiah Valley Sanitation District at 9:05 a.m. in regards to
that budget.
The City Council continued their page-by-page review of the budget.
The City Treasurer appeared before the City Council and requested an increase
in his compensation from $325 per month to $1,000 per month.
The City Council continued their page-by-page review of the budget.
It was the consensus of the Council to increase the compensation of the City
Treasurer by $300 per month to $625 per month.
Upon consensus of the Council, $2,000 was added to the travel portion of the
Council budget.
It was the consensus of the Council to increase the compensation of the
City Clerk by $250 per month to $1,250 per month.
It was the consensus of the Council to increase the Planning Department budget
by $29,500.
It was the consensus of the Council that the Hotel/Motel Tax remain at 6% and
would not be increased to 8% as requested by Dr. Gustafson of the Sun House
Guild.
ADJOURNMENT
There being no further business, the meeting was adjourned at 3:30 p.m. to
June 30, 1986, 4:00 p.m., Old City Council Chambers, 111 West Church Street.

JUNE 23, 1986
The City Council convened in Special Session at 9:00 a.m. for review of the
proposed 1986-87 Fiscal Year City of Ukiah Budget Hearings.
Roll was taken and the following Councilmembers were present: Schneiter,
Shoemaker, Hickey, Kier, and Mayor Henderson. Staff present: City Manager
Payne, Public Works Director Pedroncelli, Finance Director Vara, and City
Clerk Hayes.
A page-by-page review of the proposed 1986-87 Fiscal Year City of Ukiah Budget
was undertaken by Council.
The City Council discussed adding $2,000 to their travel budget as all
Councilmembers have indicated an interest in attending outside meetings.
The City Clerk appeared before the City Council and requested health benefits
and PERS contributions to be paid by the City. The amount equalled
approximately $500 per month.
Discussion ensued regarding the cost of additional Planning staff.

The City Council convened at 9:00 a.m. Roll was taken and the following
Councilmembers were present: Schneiter, Shoemaker, Hickey, Kier, and Mayor
Henderson. Staff present: City Manager Payne, Public Works Director
Pedroncelli, Finance Director Vara, and City Clerk Hayes.
Council continued their page-by-page review of the 1986-87 Fiscal Year Budget.
The Greater Ukiah Chamber of Commerce appeared before the City Council at
9:05 a.m. and requested additional funding above the budgeted amount. The
Chamber of Commerce requested $21,100 instead of the $15,500 budget for an
increase of $5,600. The City Council decided to increase the proposed budget
to $21,000 and requested that the Chamber's contract include promotion of
annexation.
M/S Hickey/Shoemaker to approve the budget for Community Promotions in the
amount of $21,000 and authorize the City Manager to negotiate a draft
contract. Said motion was carried by the following roll call vote:
AYES: Councilmembers Shoemaker, Schneiter, Hickey, Kier, and Mayor
Henderson.
NOES: None.
ABSENT: None.

Members of the Sun House and the Sun House Contractor appeared before the City
Council at 11:00 a.m. and requested an amount of funding consistent with the
Contractor's request that had been previously given to the Council at a
regular meeting. It was determined that this amount was an increase of
$34,750 for a budget of $97,000. A letter was received in opposition to the
Sun House's requested budget amount signed by citizens.
M/S Kier/Shoemaker to fund the Sun House in the amount of $97,000. The motion
was carried by the following roll call vote:
AYES: Councilmembers Shoemaker, Schneiter, Kier, and Mayor Henderson.
NOES: Councilmember Hickey
ABSENT: None.
REVENUE SHARING HEARING
The City Manager reviewed the two Public Hearings held in the last Fiscal Year
regarding Revenue Sharing and the allocations made. He stated that staff is
recommending that Council allocate $64,950 to the Civic Center Fund and
$11,600 to the various community groups.
The City Manager further recommended that if Revenue Sharing funding received
turned out to be less than anticipated, then proportionately the allocated
amounts would be reduced. If more funds were received, another Public Hearing
would have to be held.
PUBLIC HEARING OPENED - 2:10 P.M.
Martin Bradley, Plowshares, requested $2,320.
Hannah Wilde, Mendocino County Youth Project, requested $4,400 because last
fiscal year's request was only half funded. Debbie McDonough, Esther Seigel,
Tom Sutherland, and Mary Fleichman spoke of their work in the Mendocino County
Youth Project.
Cathy Cassing, Senior Citizens Center, requested $2,320.
John Turri, representing the Ukiah Men's Softball Association, Chairman of the
Building Project Committee, requested $250. He noted this is less than his
earlier requested amount because the community groups' requests outweigh his
Association's needs.
Robin Goldner, Project Sanctuary, requested $2,320.
Jay Holden, Ukiah Community Center, requested $2,320.
PUBLIC HEARING CLOSED - 2:21 P.M.
There was discussion regarding the allocations being requested and the intent
of the allocations made last year.
M/S Shoemaker/Kier authorized Revenue Sharing Funding to the following
community groups as follows:
Senior Citizens Group
Project Sanctuary
Community Center
Plowshares
Mendocino County Youth
Project
Men's Softball Association
Civic Center Fund
