September 25, 1986 Page 2 380 MINUTES OF THE CITY COUNCIL OF THE CITY OF UKIAH - SEPTEMBER 25, 1986 The City Council convened at 4:08 p.m., in the Old City Council Chambers, 111 West Church Street. Councilmembers present were: Schneiter, Shoemaker, Kier, and Mayor Henderson. ABSENT: Councilmember Hickey. Staff present: City Manager Payne, Public Works Director Pedroncelli, Planning Director Harris, Personnel Officer Horsley, City Manager's Secretary Stamelos, and City Clerk Hayes. The City Manager noted that Council was meeting so as to have an informal workshop to discuss annexation of areas near the City limits. He explained that it is important that all are pursuing the same course and that we realize that annexation is not another layer of government, but that it is a change in jurisdiction. For example: when calling for services one will be dealing with different people but that tax rates remain the same. Noting that annexation is an emotional issue as opposed to a logical issue, it will only occur when key people go out and reach the public on a one-to-one basis. He explained there are natural detractors to annexation. Example, P.G.andE. will lose customers, garbage companies will lose service areas, and water districts will lose areas of service. He believes the City should begin establishing an identity for itself. To accomplish this the City is providing recreational programs to City residents first, County residents if space provides. Police no longer respond to calls in the unincorporated area. He further believes that the issues that create the emotion are for example, signs, curbs, gutter, and sidewalks. He pointed out that as long as no changes occur, for example, a sign permit, building permit, or a subdivision those issues don't have change. Thus, annexation does not key the change. For non-conforming uses the City passed Policy Resolution No. 7. He did point out that the City does have mandatory garbage and it does not allow burning. He further discussed annexing uninhabited areas, creating corridors or stripping and annexing habited areas. The need to dissolve special districts and to look to the long-range planning of Ukiah. In conclusion he re-emphasized a City action plan regarding annexation: . , Develop a City Identity. Continue the effort for awareness and education. A. Parks and Recreation programs. B. Police Services C. More City limit signs posting current population. Meetings with Chamber of Commerce. Spreading the word/education. Council discussed charging for services needed by those living outside the City limits, specific annexation processes and how important it is that citizens accept the total annexation package. A meeting was set for October 2, 1986 at 4:00 p.m. to be held in the Public Meeting Room at the Grace Hudson Museum with the Chamber of Commerce Board of Directors and Planning Commissioners to discuss annexation. The City Manager recommended proceeding to Closed Session to discuss Meet and Confer. The Council went into Closed Session at 5:50 p.m. The Council reconvened at 6:30 p.m. Adj. Reg. Mtg.
