Dick Arneson questioned if trade-offs will be made to the County regarding what areas will or will not be annexed. Council responded that the City will negotiate for both residential and commercial areas. Sheridan Malone stated he believes in creating an identity for the City of Ukiah. Jane Hammond questioned electrical rates. Marilyn Ogle asked if the City has the capacity to provide electricity to any newly annexed areas. The City Manager responded on the low City electric rates and that the City has the capacity to provide electricity to all new customers. Councilmember Schneiter asked why the ROAR Group was against annexation. Bob Dallas and Lois Seydel responded that they are against any development of the 185 acres north of Lovers Lane. October 14, 1986 Page 2 390 MINUTES OF THE CITY COUNCIL OF THE CITY OF UKIAH - OCTOBER 14, 1986 The City Council convened in a regular adjourned session at 4:05 p.m., in the Public Meeting Room at the Grace Hudson Museum. Roll was taken and the following Councilmembers were present: Schneiter, Shoemaker, Kier, and Mayor Henderson. ABSENT: Councilmember Hickey. Staff present: City Manager Payne, Planning Director Harris, Planning Assistant Yarbrough, and City Clerk Hayes. Mayor Henderson noted the meeting had been called to discuss annexation with the Ukiah Chamber of Commerce and the Planning Commission. She stated that the discussion would not pertain to any particular area but discussion in nature would be generic. The City manager reviewed the Annexation White Paper which reflected his comments from a previous annexation workshop. Pat McAllister questioned how the citizens of Ukiah will benefit from annexing outside areas. The City Manager noted the economies of scale is the issue. Broader City limits can be serviced better and individual expertise lying outside the City limits can be utilized. Mayor Henderson noted that economic development may be more attractive to outside components if the City of Ukiah's population were bigger. Councilmember Schneiter stated that traffic circulation and new development could be better addressed by the City. Bill Gerrard questioned the annexation process and what areas would be looked at first. The City Manager stated that when factual information is received by citizens they will be the ones to initiate annexation. Tom Reeves questioned strip and flag annexation. Dick Arneson questioned police response to calls outside the City limits. The City Manager responded that if the County requests mutual aid, the City will respond. Marilyn Ogle questioned jail funding. The City Manager responded that some services are imposed on counties and court and jail costs are one of them. Bill Gerrard asked if areas were annexed would there possibly be more bodies on the City Council. Jane Hammond requested clarification on where City revenues come from. There was discussion on bed taxes being lower in the City than in the County and LAFCO's responsibilities and representation. Mary Dallas asked if new areas were annexed would zoning transfers occur. The City Manager noted that when annexation occurs jurisdictions change but not land uses. Zoning Changes may occur when development is sought. Sheridan Malone commented on the prezone and use permit issues, noting that development can occur without annexation; where the City may not allow development the County would.
