HomeMy WebLinkAboutmin 03-23-87447 CITY OF UKIAH CITY COUNCIL MINUTES REGULAR ADJOURNED MEETING Old Council Chambers 111 West Church Street March 23, 1987 4:00 p.m. The City Council convened in a regular adjourned session at 4:10 p.m., in the Old Council Chambers, 111 West Church Street. Roll was taken and the following Councilmembers were present: Shoemaker, Hickey, Kier, and Mayor Henderson. Staff present: City Manager Payne, City Attorney Rapport, Public Works Director Pedroncelli, Deputy Director of Public Works Goforth, Planning Director Harris, and City Clerk Hayes. RIGHT TO APPEAL DECISION Mayor Henderson reviewed Section 1094.6 of the Code of Civil Procedure regarding the appeal process. OLD BUSINESS 3a. Overview of City's Water System The City Manager explained that staff would present a report on an overview of the City's Water System and the City Attorney would give a legal opinion on the same. The City Attorney discussed issues involving the City's water rights, what are water rights and water law. Councilmember Schneiter present at 4:35 p.m. Council questioned the City Attorney on issues he discussed. RECESS: 4:55 P.M. RECONVENED: 5:05 P.M. The Public Works Director discussed his memorandum on the City's water system. The Deputy Director of Public Works discussed the physical overview of the City's water system and how it works. He also noted upcoming proposals from the State Department of Health Services and the federal E.P.A. Discussion ensued. The presentation ended at 5:43 p.m. 3b. Discussion of Main Street Program The Planning Director presented all with an updated draft Main Street Program application. He also reviewed the financial commitments. Council reviewed the application and discussed it further. There was some discussion on the Main Street boundaries. i. Request for Funds M/S Shoemaker/Hickey the City supports and agrees to fund $2,000 for three years the Main Street Program. The motion was carried by the following roll call vote: AYES: Councilmembers Schneiter, Shoemaker, Hickey, Kier, and Mayor Henderson. NOES: None. ii. Adopt Resolution for Submittal of Application for Main Street Pro~ram M/S Hickey/Kter adopted Resolution No. 87-42, Authorizing Participation in the "Main Street" Program and Designating The City Manager to Coordinate Ail Program Activities. The motion was carried by the following roll call vote: Reg. Adj. Mtg. March 23, 1987 Page 1 448 AYES: Councilmembers Schneiter, Shoemaker, Hickey, Kier, and Mayor Henderson. NOES: None. NEW BUSINESS 4a. Discussion of Appropriating Additional Funds for City Council - Travel and Conference Expense, Account No. 100-1001-160. The City Manager noted the information provided. Council discussed their options and decided not to appropriate any additional funds to their budget. COMMENTS FROM AUDIENCE None. CITY COUNCIL REPORTS Councilmember Schnetter Noted he would not be able to attend the review of the Sun House Contractor tomorrow because of jury duty. Further, he may be absent from the April 1, 1987 Council Meeting. Councilmember Shoemaker Noted he would not be at the April 1, 1987 Council Meeting. Councilmember Hickey None. Councilmember Kier Noted he would not be at the April 15, 1987 Council Meeting. Mayor Henderson None. ADJOURNMENT There being no further business, the meeting was adjourned at 5:20 p.m. Yvette S.
