HomeMy WebLinkAboutmin 07-29-8716 CITY OF UKIAH CITY COUNCIL MINUTES REGULAR ADJOURNED MEETING 431 South Main Street July 29, 1987 The City Council convened in a Regular Adjourned Meeting at 10:00 a.m., at the Public Meeting Room, Grace Hudson Museum. Roll was taken and the following Councilmembers were present: Schneiter, Shoemaker, Kier, and Mayor Henderson. ABSENT: Councilmember Hickey. Staff present: City Manager Payne, Community Development Director Harris, Personnel Director Horsley, and City Clerk Hayes. NEW BUSINESS 2a. Informal Discussion with Assemblyman Dan Hauser Mayor Henderson welcomed Assemblyman Hauser and noted the City's various subjects of current concern and inquired if there are grants available for water treatment plants, Rural Renaissance, annexation detractors, Main Street, and Hannigan's LAFCO Bill. Assemblyman Hauser discussed the Water Bond Act noting funds for the current Bond Act would soon be depleted. The next Bond Act monies would probably not be available for four more years. Grant monies are almost unavailable unless a desperate need is noted. The City Manager noted to the Assemblyman that the City would only make applications for grants. When discussing Rural Renaissance, the Assemblyman noted the second year of funding goes directly to cities, development corporations, etc. who apply for the same. During the discussion of annexation, all noted annexation detractors. Hauser believes that if the State were not underfunding County governments the problems of counties holding cities hostage would not exist. He thinks the State should assume their responsibility for funding the courts. While discussing Hannigan's LAFCO Bill, Hauser explained economic incentives for special districts to consolidate that could be revisited. The City Manager expressed concern with making funding available for City and special districts alike for duplicate services where boundaries are neighbors. Discussions ended at 10:58 a.m. RECESS: 10:58 A.M. RECONVENED: 11:10 A.M. Mayor Henderson requested going into Closed Session to discuss Meet and Confer.
