The City Council convened in a regular adjourned meeting at 10:00 a.m., in the
Council Chambers at the Civic Center, 300 Seminary Avenue, Ukiah, California.
Roll was taken and the following Councilmembers were present: Wattenburger,
Shoemaker, Schneiter, and Hickey. Absent: Mayor Colleen Henderson. Staff
present: Planning Director Harris and City Clerk McKay.
NEW BUSINESS
2a. Discussion with Assemblyman Dan Hauser.
Vice-Mayor Schneiter welcomed Assemblyman Dan Hauser to this informal
discussion with the Council.
Assemblyman Hauser explained upcoming legislation by Senator Ed Davis that
will balance out the City/County problems regarding annexations. He noted
this legislation should provide all cities better leveraging.
Assemblyman Hauser reviewed his projects regarding housing concerns for
first-time buyers and subsidized housing, reported that there will be another
Bond Act to cover the Clean Water Act in 1990 and noted there will not be as
much funding percentage as in the 1970's, which was 87%, and commented the
legislature is trying to resolve the turbidity issue with the Federal
government, he also reported he is still on the Local Government Committee and
he tries to reduce or limit State Mandates on items that come to this
Committee.
Assemblyman Hauser admitted when he voted on the State Masonry Law he was
thinking of larger cities, not the smaller cities, and noted the legislature
is trying to get the State to pay for the survey out of the Bond Act. He
expressed concerns regarding the school district fee structure noting that the
impact fees are not set up correctly and this puts a greater burden on the
homebuyer.
Councilmember Schneiter questioned if it is true that funding for the Regional
Center is being cut by the Governor.
Assemblyman Hauser answered it is a possibility as there is not enough money
in the General Fund to fund this program, but feels assured the legislature
will come through for this program, it is just a matter of where the money
will come from.
Assemblyman Hauser and Council proceeded to discuss increasing the gas tax for
Northern California highways, the future University of California Campus
location decision by the Board of Regents, County Court funding, a 1% increase
in Sales tax for counties, Proposition 13 inequities, developer fees,
Mendocino County growth after Highway 101 expands to four lanes, future light
rail transit through Sonoma County, future legislation regarding recycling
funding incentives and restriction of non-recyclable's production, health
insurance for small businesses, high cost of medical care due to bad debts and
medicare low reimbursement, $3 million for the Russian River Study, new
district lines in effect in 1990, and Assemblyman Hauser concluded the
discussion by stating he projects that the Second Assembly District population
will grow from 300,000 population to 370,000 population in the near future and
advised local governments to start preparing now.
ADJOURNMENT
Vice-Mayor Schneiter reported the regular Council meeting of March 1, 1989 has
been cancelled due to lack of a quorum, there,~being no further business, the
meeting was adjourned to the regular meeting~1 March 15, 1989.
