MINUTES OF THE CITY COUNCIL OF THE
CITY OF UKIAH - APRIL 26, 1989
The City Council and the Planning Commission convened in a joint regular
adjourned meeting at 6:00 p.m., in the Council Chambers at the Civic Center,
300 Seminary Avenue, Ukiah, California. Roll was taken and the following
Councilmembers were present: Wattenburger, Shoemaker, Schneiter, Hickey and
Mayor Henderson. Roll was taken and the following Planning Commissioners were
present: Svendsen, Farr, Dickey, Malone, Mason, Knutson and Chairman
McMichael. Staff present: Assistant to the City Manager Horsley, Planning
Director Harris, Planning Assistant Yarbrough and City Clerk McKay.
The Council and Planning Commission discussed the subjects of the Planning
Commission's role and the impact of the State's Unreinforced Masonry Law on
Ukiah.
It was the general concensus of Council for staff to report on how the
unreinforced masonry law affects Ukiah and requested numbers.
The Council and the Planning Commission proceeded to discuss prezoning.
It was the general concensus of Council that there is a need to relieve the
Planning Commission of the task of prezoning agriculture land south of Gobbi
Street. Council desired this action to be agendized at their next regular
meeting.
The Council and the Planning Commission proceeded to discuss Main Street,
Redevelopment, enforcement of Planning Commission decisions, the Planning
Commission attending the League of California Cities Planning Institutes,
annual review of parks and streets, and Council feed back to the Commission.
RECESS: 8:00 P.M.
RECONVENE: 8:11 P.M.
The Council and the Planning Commission discussed awnings, parking
requirements and fences.
Councilmember Shoemaker stated he feels there should be no more fence
variances issued and would like to send the message that there will be no more
compromises regarding fence variances.
The Council and the Planning Commission discussed Design Review, procedure of
recommendations and unnecessary conditions.
It was the general concensus of the Council and the Planning Commission to
continue to have periodic discussion sessions.
Chairman McMichael reported on the County/City Planning Commission meetings.
ADJOURNMENT
There being no further business, Mayor Henderson adjourned the meeting at 9:30
p.m. to April 27, 1989, at 8:30 for Interim City
Manager.
