MINUTES OF THE CITY COUNCIL FOR THE
CITY OF UKIAH - APRIL 28, 1989
The City Council convened in a regular adjourned meeting at 3:05 p.m. in the
Council Chambers at the Civic Center, 300 Seminary Avenue, Ukiah, California.
Roll was taken and the following Council members are present: Wattenburger,
Shoemaker, Schneiter, Hickey and Mayor Henderson. Staff present was City
Attorney Rapport, Assistant to the City Manager and City Clerk McKay.
The City Attorney noted this meeting was continued to consider background
information for the Interim City Manager position. He recommended going into
Closed Session, under the Personnel exception to the Brown Act, for
discussion.
The Council went into Closed Session at 3:08 p.m.
The Council came out of Closed Session at 3:29 p.m.
M/S Schneiter/Hickey to authorize the City Attorney to enter into negotiation
with Richard Watson for the position of Interim City Manager. The motion was
carried by the following roll call vote: AYES: Councilmembers Wattenburger,
Shoemaker, Schneiter, Hickey and Mayor Henderson. NOES: None
Mayor Henderson stated Mr. Watson's qualifications are impressive but
indicated he will not be available for another week to two weeks and therefore
an acting City Manager needs to be appointed.
M/S Schneiter/Hickey to appoint Candace Horsley to be acting City Manager
until Mr. Watson comes on board, with compensation equal to the base rate of
the current City Manager.
Councilmember Shoemaker excused himself due to possible conflict of interest.
The motion was carried by the following roll call vote: AYES: Councilmembers
Wattenburger, Schneiter, Hickey and Mayor Henderson. NOES: None. ABSENT:
Councilmember Shoemaker.
Councilmember Shoemaker rejoined the meeting.
