MINUTES OF THE CITY COUNCIL OF THE
CITY OF UKIAH - NOVEMBER 9-10, 1989
The City Council convened in an adjourned regular meeting from
November 1, 1989 at 8:36 a.m. on November 9, 1989, in the
Council Chambers at the Civic Center, 300 Seminary Avenue,
Ukiah, California. Roll was taken and the following
Councilmembers were present: Wattenburger, Shoemaker, Schneiter,
Hickey and Mayor Henderson. Staff present: City Clerk McKay,
and City Manager Recruitment Consultant Rich Perry.
2a. Closed Session
M/S Hickey/Shoemaker to adjourn into Closed Session under the
Personnel Exception of the Brown Act for the purpose of
interviewing City Manager Applicants. The motion was carried by
a unanimous voice vote of all AYE.
The Council went into Closed Session at 8:37 a.m.
Council came out of Closed Session at 12:15 p.m.
Recess for lunch: 12:15 p.m.
Reconvened 1:15 p.m.
The Council went back into Closed Session.
Council came out of Closed Session at 4:30 p.m.
Recess 4:30 p.m.
Reconvened 8:43 p.m.
Roll was taken and the following Councilmembers were present:
Councilmembers Wattenburger, Schneiter, Hickey and Mayor
Henderson. Absent: Councilmember Shoemaker. Staff present: City
Clerk McKay, City Manager Watson, City Attorney Rapport,
Assistant Redevelopment Director Harris, and Redevelopment
Counselor Beatty.
UNFINISHED BUSINESS
The Redevelopment Counsel entered into the record a disclosure
of Financial Interest in Real Property by Councilmember
Shoemaker, and on the basis of this disclosure, Councilmember
Shoemaker was advised not to participate in any subject
involving Redevelopment.
3a. Consideration and action on objections to the Redevelopment
Plan
Councilmember Schneiter noted for the record that the
Redevelopment Agency has directed staff to prepare a Resolution
that would exclude use of eminent domain on residential
properties.
M/S Hickey/Schneiter to adopt Resolution No. 90-24 Adopting
Findings in Response to Written Objections on Adoption of the
Redevelopment Plan for the Ukiah Redevelopment Project. The
motion was carried by the following roll call vote: AYES:
Councilmembers Wattenburger, Schneiter, Hickey and Mayor
Henderson. NOES: None. ABSENT: Councilmember Shoemaker.
3b. Action on Resolution Makinq Findinqs as to the Final EIR
The City Clerk read the title of the proposed Resolution.
M/S Hickey/Schneiter to adopt Resolution No. 90-25 Making
Findings as to the Final Environmental Impact Report for the
Ukiah Redevelopment Project. The motion was carried by the
following roll call vote: AYES: Councilmembers Wattenburger,
Schneiter, Hickey and Mayor Henderson. NOES: None. Absent:
Councilmember Shoemaker.

3c. Action on Resolution regarding the use of taxes allocated
'from the Project for housing outside the Project Area.
M/S Hickey/Schneiter to adopt Resolution No. 90-26 Finding that
the Use of Taxes Allocated From the Ukiah Redevelopment Project
for the Purpose of Improving and Increasing the Community's
Supply of Low and Moderate-Income Housing Outside the Project
Area will Benefit the Project. The motion was carried by the
following roll call vote: AYES: Councilmembers Wattenburger,
Schneiter Hickey and Mayor Henderson. NOES: None. ABSENT:
Councilmember Shoemaker.
3d. First Reading of Ordinance Approving and Adopting thc~
Redevelopment Plan.
M/S Hickey/Schneiter for the City Clerk to read the title only
for the first reading of the proposed Ordinance Approving and
Adopting the Redevelopment Plan for the Ukiah Redevelopment
Project. The motion was carried by a unanimous voice vote of all
AYE.
The City Clerk read the title only.
M/S Hickey/Schneiter introduced Ordinance No. 895, Approving and
Adopting the Redevelopment Plan for the Ukiah Redevelopment
Project. The motion was carried by the following roll call vote:
AYES: Councilmembers Wattenburger, Schneiter, Hickey and Mayor
Henderson. NOES: None. ABSENT: Councilmember Shoemaker.
The meeting was adjourned at 9:30 p.m. and continued to November
10, 1989 at 8:30 a.m. for Closed Session Interviews of City
Manager Applicants.
NOVEMBER 10, 1989
The City Council reconvened at 8:30 a.m. in Conference Room 3 of
the Civic Center, 300 Seminary Ave., Ukiah, California, for
continued Closed Session interviews of City Manager applicants.
Councilmembers present were Wattenburger, Shoemaker, Schneiter
Hickey and Mayor Henderson. '
