CITY COUNCIL MINUTES
REGULAR ADJOURNED MEETING
JOINT MEETING
JANUARY 31, 1990
The City Council and the Planning Commission convened January
31, 1990 in a joint regular adjourned meeting at 7:01 p.m., in
the Council Chambers at the Civic Center, 300 Seminary Avenue,
Ukiah, California. Roll was taken and the following
Councilmembers were present: Wattenburger, Shoemaker,
Schneiter, Hickey and Mayor Henderson. Roll was taken and the
following Planning Commissioners were present: Sheehy, Reid,
Svendsen, Farr, Dickey, Malone, and Chairman McMichael.
Staff present: City Clerk McKay, City Manager Rough, Assistant
City Manager Horsley, Community Development Director Harris and
Planning Assistant Yarbrough.
Mayor Henderson requested timed discussion limited to 20
minutes for each subject for this informal round table
discussion between the Council and the Planning Commission only.
Discussion ensued regarding fences and the variance procedures
versus a use permit process to consider impacts on traffic,
safety and aesthetics.
It was the consensus of all to try to educate future home
buyers regarding the fence variance process in Ukiah.
Discussion ensued regarding Property Maintenance and Property
Rights.
It was the consensus of all to research a positive approach for
a Ukiah beautification program.
Discussion ensued regarding a Historical Ordinance.
It was the consensus that the Planning Commission proceed with
this matter after meeting with the Historical Preservation
Committee.
Discussion ensued regarding Solar Energy and Conservation
programs for the City.
It was the consensus to follow Earthday with an
educational/informational study session/workshop regarding
possible City conservation activities.
Discussion ensued regarding Hillside Development and Zoning.
It was the consensus to proceed with a Hillside Development
Committee.
Discussion ensued regarding General Plan Revision
It was the consensus of Council to proceed with a General Plan
revision during 1990 with extensive Community involvment.
Miscellaneous discussion of issues such as State street
traffic, freeway interchange at Perkins street, and Planning
Commission representative at Council meetings ensued. It was
agreed upon to meet jointly again in 6 months.
There being no further business, the' meeting was adjourned at
9:02 p.m. /
