GOALS WORKSHOP
March 26, 1990
The City Council convened in a regular adjourned meeting at
12:24 p.m. in the staff meeting room adjacent to the Council
Chambers. Roll was taken and the following Councilmembers were
present: Wattenburger, Shoemaker, Schneiter, Hickey and Mayor
Henderson. Staff present: City Manager Rough, City Clerk McKay,
Assistant City Manager Horsley and Administrative Secretary to
the City Manager Stamelos.

4a. City Council/City Manager Discussion of Short-term ant]
Long-term Goals and Objectives for the City of Ukiah
The City Manager conducted a workshop in which the Council
expressed their individual viewpoints on what they want and
hope to see in Ukiah in the year 2010.
Subjects discussed were full employment, a drug free community,
affordable housing program for seniors and low income citizens,
all utilities un~ergrounded, diverse employment base, streets
resurfaced with improved turning radius's at corners, orderly
infill and industrial development, preserved agriculture,
effective conservation and economic incentives for the City's
utilities, good air quality , a revitalized downtown, the new
County Administrative center downtown, new sewer and water
treatment plants, new freeway ramp at Perkins, greater variety
in shopping, a new golf clubhouse and restaurant, an new
Airport restaurant, a new Community Center, balanced growth,
better information on the planning process, a Regional growth
management plan, individual parcel analysis, televised Council
meetings, farm ordinance providing buffer zones, high-tech
transportation available, a balanced community that could be a
bedroom community, a Performing Arts Center, Riverside Park,
the general fund services being adequately funded with monies
for recreation and art.
It was the general consensus of Council that the boundaries of
Ukiah would have been expanded in the year 2010 and that the
City is the predominant governing structure in the Valley at
that time. The City will be viewed as more accountable,
accessible and efficient in the delivery of services and
programs.

The City Manager then requested the Council to identify their
views on the issues and needs of Ukiah today. The following
needs were expressed by individual Councilmembers:
A sphere of influence review by LAFCO, opposition to special
district representation on LAFCO, resolve the landfill issue
with the County, resolve the 54 acres at the golf course with
the County, resolve the lack of land for residential,
commercial and industrial development, develop an Ordinance
regarding tin buildings, steps to be taken in our redevelopment
effort, a need for a multi-year financial plan, improve public
education and information effort, improve Safety Net Program
assistance to low income and seniors through our electric
utility, resolve City/County issues, develop annexation
strategy, valley wide task force on public service delivery in
the Valley, a general plan update for our growth management
plan, a possible city grant writer for securing federal and

state grant revenues, incorporate unaccomplished goals and
objectives from September 13, 1988 for needs of today, repair
wall and protect against further tree loss in Todd Grove Park,
a tree inventory for City owned trees, a comprehensive economic
development master plan for the City of Ukiah, a management
audit for the City organization to determine appropriateness of
organization and operations to meet present and future
challenges, a Community Attitudes Survey and Needs Assessment
to determine public opinion on adequacy of public services,
issues and needs, and develop an Annual report to citizens and
a community based City newsletter.
CLOSED SESSION
The City Manager reported there exists a need to meet and
confer in Closed Session regarding discussion of personnel
issues with the City Manager and Council.
Council went into Closed Session at 2:43 p.m.
Council came out of Closed Session at 3:00 p.m. and noted no
action had been taken.
ADJOURNMENT
This meeting was continued to March 29, 1990, at Noon, in the
Civic Center Council Chambers for continuation of goals and
pre-budget workshop.
