HomeMy WebLinkAboutMin 03-29-90435 CITY COUNCIL MINUTES CIVIC CENTER COUNCIL CHAMBERS 300 Seminary Avenue Ukiah, California REGULAR ADJOURNED MEETING PRE-BUDGET Workshop March 29, 1990 12:00 Noon The City Council convened in a regular adjourned meeting at 12:10 p.m. for continuation of goal setting and pre-budget workshop. Roll was taken and the following Councilmembers were present: Wattenburger, Shoemaker, Schneiter and Mayor Henderson. Absent: Councilmember Hickey. Candidate for Council, Frank McMichael was present. Staff present: City Clerk McKay, City Manager Rough, Assistant City Manager Horsley, Acting Police Chief Williams, Captain Budrow, Electric Director Roper, Park and Recreation Director McCarty, City Engineer/Public Works Director Pedroncelli, Fire Chief Mitchell, Deputy Public Works Director Goforth, Deputy Fire Chief Sandelin, Senior Accountant Brown, Planning Assistant Yarbrough, Sun House/Grace Hudson Director Abel-Vidor, Planning Director Harris, and Administrative Secretary to the City Manager Stamelos. NEW BUSINESS 2a. City Council/City Staff Pre-Budqet Workshop The City Manager reported that this meeting is continued from last meeting on March 26, 1990 for the purpose of setting long term and short term goals based on criteria discussed at that meeting by Council. Councilmember Hickey joined the meeting at 12:13 p.m. Valley Wide (Regional) Goals Short term - Establish a Valley Wide Task Force to deliver valley wide services. Establish a regional landfill for County responsibility or by Joint Powers Authority. Short term - Resolve County use of our landfill with the County implementation of 939. Long term - County wide planning standards with joint coordination. Perkins Street on/off ramp at Hwy 101 plus additional ramps for future needs with Cal Trans providing assistance. Air Quality Standards - City to take a pro active stand with the County for Valley standards. Development of the Municipal Airport as a regional airport. Stay abreast of railroad right of way matter for the purpose of future mass transit. Stay abreast of urban/agriculture interface. Short term - Develop a hillside study researching impacts on watersheds, trees, soils, and economic potential without sacrificing hillside integrity. Establish a regional conference center. Better coordination with other water agencies for future needs. 436 COMMUNITY GOALS Complete General Plan. Identify unusual or vacant property sites for mitigation of housing problem. Complete undergrounding projects. Mitigate poles and signs in sidewalks and access areas. Develop parks in the northwest and the southwest - Longterm goal Educate the Citizens about City Government via Public Information. Establish more economic diversity in the Community. Establish Riverside Park. Improve appearance of electric substation on Low Gap Rd - Longterm. Councilmember Shoemaker left the meeting at 12:53 p.m. Councilmember Shoemaker rejoined the meeting at 12:54 p.m. Complete sports complex. Establish a Community Center - Longterm. Take a more active role in downtown activity through Redevelopment for possible purchase and resale. Encourage conservation with incentives. Break - 1:31 p.m. Reconvene - 1:41 p.m. Councilmember Shoemaker was not present. Councilmember Shoemaker rejoined the meeting at 1:42 p.m. INTER - AGENCY Contract with the County Sheriff's department for police services in fringe areas. Complete County/City Joint Agreement. Develop an annexation policy with Mendocino County and establish better communication with the Supervisors. Explore the possibility of a Joint Powers Agreement for a consolidated Fire District with a go slow approach. Pursue mutual relationships with other water agencies. Pursue Sanitation District In-Lieu fee. Redevelopment work with County on County Administration Building Project. Resolve County/City Regional Solid Waste Landfill issue and pursue collection of County's past due bill. ORGANIZATION It was the general consensus to put out for bid and conduct a management audit regarding structure, operations and staffing levels and include the Treasurer and City Clerk departments. Reg. Adj. Mtg. March 29, 1990 Page 2 437 Clear up the problem of organizational structure within the Sun House/Grace Hudson Museum. The Finance Director, Fire Chief and Public Works Director reported on their individual departmental goals for the coming fiscal year. ADJOURNMENT It was the general consensus to reschedule a continued goals workshop at a later time, and adjourned this meeting at 2:55 p.m. to April 2, 1990, 1:00 p.m. for a Northern California Power Association interview of in the Civic Center.
