Regular Adjourned Meeting
Joint Workshop with Parks and Recreation Commission
April 30, 1990 7:00 P.M.
The City Council convened in a regular adjourned meeting for a
joint workshop with the Parks and Recreation Commission. Roll
was taken and the following Councilmembers were present:
Wattenburger, Shoemaker, Schneiter and Mayor Henderson. Absent:
Councilmember Hickey. The following Parks and Recreation
Commissioners were present: Armanino, Farnbach, McGourty,
Strong and Chairman Langton. Parks and Recreation
Commissioners absent: Farr and Kirch. Staff Present: City Clerk
McKay, City Manager Rough, Parks and Recreation Director
McCarty, Sun House/Grace Hudson Museum Director Abel-Vidor and
Recreation Coordinator Heise.
NEW BUSINESS
2a. Discussion Reqardinq Parks and Recreation Commission's Role
and Responsibility
Chairman Langton distributed copies of her January 9, 1990
letter to the Council requesting this joint meeting, minutes of
the April 4, 1990 Council meeting concerning discussion of the
Parks and Recreation Commission purpose and goals, list of Parks
and Recreation Commission guidelines from 1961, and a Parks and
Recreation Commission statement of objectives with a list of
goals and priorities.
Commissioner Kirch joined the meeting at 7:06 p.m.
Discussion ensued regarding the past, current and possible
future duties of the Parks and Recreation Commission including
but not limited to a more Community Services orientation for
the Commission in the areas of senior services and day camp
programs for year round school children.
It was the general consensus of Council for staff to continue
exploring the concept of a Community Sevices Commission and/or
additional advisory bodies oriented towards specific program
areas.
Discussion ensued regarding opening 2 positions on the Parks and
Recreation Commission to outside City residents.
It was the general consensus of Council to keep the Commission
membership open only to residents living within the Ukiah city
limits.
Discussion ensued regarding the possible separation of Cultural
Arts responsibility from the Parks and Recreation Commission.
It was the general consensus of Council and the Parks and
Recreation Commission, except Commissioner Farnbach who stated
his objection, to possibly delete the Cultural Arts area of
responsibility from the Parks and Recreation Commission.
Discussion ensued regarding future development of a Community
Center, an outdoor concert program and lack of orientation for
the Parks and Recreation Commissioners.
It was the general consensus of Council for staff to develop an
orientation packet and instructions for new Parks and Recreation
Commissioners.

Discussion ensued regarding Parks and Recreation Commission
representation on the Ukiah Players Theater Board, the Farmers
Market, the Golf Course Committee and golf course issues,
possible future locations for additional parks, the
Softball/Soccer Complex, city park trees and their condition,
and the future possibility of City administered softball
programs.

It was the general consensus of Council for the City Manager to
examine the current lease of the Softball/Soccer complex and the
possibility of completing the facilities.
The Council reiterated its desire to see the Parks and
Recreation Commission provide them with a regular Community
needs assessment in the area of Parks and Recreation facilities
and services, advise the Council in preparation of long-range
planning for parks and recreation capital improvement programs,
and develop an outdoor concert program.
The Parks and Recreation Director reported that the Parks and
Recreation Department is slowly and carefully expanding into
programs that pay for themselves, in order to provide community
recreation that is centrally administered and coordinated but
still includes the volunteer workforce. He expressed
appreciation for the support he and his department have received
from the City Manager and Council.
