CITY COUNCIL MINUTES
REGULAR ADJOURNED MEETING
300 Seminary Avenue
June 7, 1990
The City Council convened in a Regular Adjourned Meeting at 6:31
p.m. in the Council Chambers, Civic Center, 300 Seminary Avenue.
Roll was taken and the following Councilmembers were present:
Wattenburger, Shoemaker, Hickey and Mayor Henderson. Absent:
Councilmember Schneiter. Staff present: City Clerk McKay, City
Manager Rough, Parks and Recreation Director McCarty,
Administrative Secretary Stamelos and Finance Director Vara.
UNFINISHED BUSINESS
2a. Discussion of City Manager's Recommendation Concerning Sun
House/Grace Hudson Museum
The City Manager presented his report on his recommendations
concerning the Sun House/Grace Hudson Museum which summarized
Interim City Manager Watson's January 10, 1990 recommendations
to Council and the Sun House Guild Board of Trustees February 1,
1990 recommendations. He outlined the facts he considered in his
deliberations concerning how the Museum should best be governed,
and outlined his proposed actions which would result in a net
cost to the City in the Fiscal Year 1990/91 of $111,855.00 which
he compared to the current net cost to the City in the Fiscal
Year of 1989/90 of $108,726.00.
Mayor Henderson requested comments from the audience.
Marge Boynton, 711 Willow Avenue, stated she hopes the Sun
House Guild can retain the gift shop and supports the division
concept but was under the impression that the Museum Director
would be responsible to the City Manager and not the Parks and
Recreation or Community Service Director.
The City Manager stated he had always intended the Sun
House/Grace Hudson Museum to be under the Community Service
Department.
Betty Fairbairn, 806 West Mill Street, expressed her desire
to have Sun House staff become City employees as of August 1,
1990.
Glenn McGourty, 1365 Helen Avenue, commented he likes the idea
of a separate Cultural Arts Commission but feels composition of
seven representatives from specific institutions would not be as
effective as having seven interested public members. He
indicated he thinks a separate Cultural Arts Department would
better serve the community and hopes to see a future Cultural
Arts Center.
Mayor Henderson commented she feels this is a good primary step.
Susan Massini, address not stated, member of the Sun
House/Grace Hudson Museum Endowment Board, expressed concern
over the City Manager's proposed figures concerning the
endowment fund. She explained the policy of the Endowment Board
in that the first $250,000 that is raised through the endowment
fund projects, only 25% of the income from the investment of
these funds would be contributed to the City. She indicated that
it would be difficult to sign any agreement with set figures at
this time as they do not know how much money will be forthcoming
in their fundraising attempts. She reported the remaining 75%
will be reinvested in the fund to allow it to grow.
The City Manager agreed and commented they can work this out in
the negotiation process.

Suzanne Abel-Vidor, 1379 Helen Avenue, Sun House/Grace Hudson
Museum Director, thanked the City Manager for his efforts and
commented it is very important to allow a good start for the
endowment fund and expressed concern for the proposed delay in
the actual incorporation and requested bringing the Museum staff
into the City's employee structure as soon as possible.
Councilmember Shoemaker expressed his desire to see the Museum
as a separate department.
The City Manager recommended a division is a good first
incremental step to allow for review and adjustments at a later
time and feels the Parks and Recreation Director is well suited
to handle this addition.
Councilmember Shoemaker commented the Museum Staff are a very
dedicated group of individuals and feels they should be
incorporated into the City as of August 1, 1990. He also
indicated the endowment fund should be given a grace period of
12 to 18 months to allow it to grow and feels the Museum store
should remain with the Sun House Guild. He indicated his desire
to see an eleven member Grace Hudson Museum and Cultural Arts
Commission with four public members and urged Staff to provide
education for this commission as it is a very important one.
Discussion ensued regarding composition of this Commission.
M/S Shoemaker/Wattenburger for the entire Museum operation be
incorporated into the City Organization, effective August 1,
1990, as a division of the Community Services Department, and
that the Museum Director would be directly responsible and
accountable to the Director of Community Services; and that the
Museum operation would be staffed with a full-time Museum
Director, full-time Museum Curator, a full-time Museum
Assistant, and a part-time weekend Museum Aide; leave the gift
shop intact with the Sun House Guild; the City Manager is to
enter into negotiations with the Endowment Fund Foundation for
an agreement to be approved by Council regarding operational
cost defrayal for the City; and establish a Cultural Arts
Advisory Board comprised of nine members with the City Manager
and/or Director of Community and the Museum Director serving as
staff liaison with composition to be determined later; and adopt
the Guild's Five-Year Plan with the appropriate amendments to
reflect the new governing structure. The motion was carried by
the following roll call vote: AYES: Councilmembers Wattenburger,
Shoemaker, Hickey and Mayor Henderson. NOES: None. ABSENT:
Councilmember Schneiter.
ADJOURNMENT
There being no further business, the meeting was adjourned to
June 14, 1990, at 4:30 p.m., in t~. C,
