Absent: Councilmember Shoemaker. Staff present: City Clerk McKay, City Manager Rough, Assistant City Manager Horsley, Public Works Director Goforth, City Engineer Beard, Fire Chief Mitchell, Finance Director Vara, Executive Assistant Stamelos, Community Development Director Harris, Police Captain Budrow, and Recreation Coordinator Heise. NEW BUSINESS 2a. Review of League of California Cities Annual Conference Proposed Resolutions Councilmember Shoemaker joined the meeting at 7:13 a.m. Council proceeded to review each proposed Resolution. It was the general consensus of Council to vote YES on the following proposed Resolutions: 1. Personnel and Employee Relations Department 2. Riverside County Division 4. Uninsured Motorists - approve only with amendment to impose on second offense only 7. Elder Care 8. Health Care 9. Mental Health 10. Welfare of Children 11. Teen Youth 12. School Funding 13. Bicentennial of the U.S. Constitution and Bill of Rights 14. National Endowment for the Arts 15. Positive Self Image 16. Older Americans Act 17. PERS Health Care insurance Premiums 19. Health Care Costs - only if wording is amended 24. Environmental Protection - with amended wording to clarify 27. Municipal Superfund Liability - approve only with clarification 28. Renewable Sources of Energy 30. Military Base Conversions 32. Affordable Rent 33. Business Logo Signing Programs 34. Malibu Incorporation 35. Action Plan 36. Funding for Anti-Drug Programs 37. Victims of Crime 39. Police Court Time 41. Illegal Immigrant Felons 42. State Fire Training Funds 45. State Budget Actions Adversely Affecting Cities 49. Low-Income Housing Reimbursements 54. Highway Weight Restrictions It was the general consensus of Council to vote NO on the following proposed Resolutions: 3. Office of Federalism Assistance 5. Redistricting Criterion 6. Alcoholic Beverage Taxation 20. Domestic Partnership 21. Timber Harvesting, Council stated they only oppose the wording of this Resolution as Council is not taking a position on Proposition 130. 30 22. Garbage Franchises, Council stated they only oppose the wording in the proposed Resolution as Council supports the principle of competitive bidding. 23. Environmental Protection 25. Statewide Water Policy 26. Statewide Cooperation and Participation in Water Conservation and Planning 29. Los Angeles Air Force Base Closure 31. Federal Military Reductions 38. Aerosol Spray Paint 40. Bingo License Fees 43. Fire Resistive Roofing 47. Pet Food and Products Tax 50. Telecommunications Planning Funding 51. Telecommunications Infrastructure 52. Cable Television Lifeline Service 53. Congestion Management 55. Freeway Soundwalls It was the general consensus of Council to take no position on the following proposed Resolutions: No. 18.
