CITY COUNCIL MINUTES
REGULAR ADJOURNED MEETING

November 20, 1990
The City Council convened in a regular adjourned meeting at 7:12
a.m., in Conference Room 3 in the Civic Center, 300 Seminary
Avenue, Ukiah, California. Councilmembers present were:
McMichael, Wattenburger, Schneiter and Mayor Henderson. Absent:
Councilmember Shoemaker. Staff present: City Clerk McKay, City
Manager Rough, Assistant City Manager Horsley, Finance Director
Vara, Community Development Director Harris, City Engineer
Beard, and Public Works Director Goforth.
NEW BUSINESS
2a. Joint Meetinq with Supervisors Marilyn Butcher and Nelson
Reddinq for General Discussion of County and City Issues
Discussion ensued regarding possible County booking fees costing
the City of Ukiah an estimated $270,000 and property tax
collection fees estimated to cost the City $28,000, the County
budget including these fees in their revenue projections, and
the County's current budget problems.
Councilmember Shoemaker joined the meeting at this time, 7:22
a.m.
Discussion continued regarding possibly forming a citizen
advisory body to the Board of Supervisors to make
recommendations for governmental operations fiscal evaluation,
State mandated programs in the County, and trial court funding.
Councilmember McMichael stated that the Counties and Cities need
to join together to voice their concerns to the State
Legislature.
Supervisor Butcher indicated they will be attending the County
Supervisors Association of California annual meeting next week
to discuss many issues and questioned if the Council would be
interested in supporting a recommendation to reduce the
California legislature's salary instead of increasing it, as she
feels in reality it is a part time job.
Councilmembers McMichael, Wattenburger, Shoemaker, Schneiter and
Mayor Henderson indicated they would not be supportive of this
matter.
Discussion ensued regarding the County of Mendocino fiscal
problems and possible remedies, the Mayor's recommendation of
the County establishing a Vision 2000 committee to look to the
future needs of the County, the $249,000 the County has
indicated the City owes them due to a State Board of
Equalization sales tax distribution error, possible banners at
the Crossroads Shopping Center, wording in a proposed County
Ordinance regarding waste haulers operating in the County that
could affect the newly formed Mendocino Solid Waste Joint Powers
Authority, the Casper landfill, and the AB 939 Task Force
needing more information from County staff.
Councilmember Shoemaker stated the Mendocino Solid Waste Joint
Powers Authority will need County support in the near future
with Willits and Casper landfill problems .
Discussion ensued regarding the County library, the proposed
downtown County Administration building status, increased
traffic downtown, the possibility of a new Perkins Street on
ramp to south Hwy. 101, and the County Community Hospital status.
