MINUTES OF THE CITY COUNCIL
Regular Adjourned Meeting
Pre-Budget Workshop
Civic Center Council Chambers
April 23, 1991
The City Council convened in a regular adjourned meeting at 9:05
a.m. in the Civic Center Council Chambers. Roll was taken and
the following Councilmembers were present: McMichael,
Wattenburger, Shoemaker, Schneiter and Mayor Henderson. Absent:
None. Staff present: City Clerk McKay, City Manager Rough,
Community Development Director Harris, Sun House/Grace Hudson
Museum Director Abel-Vidor, Community Services Acting Director
Heise, Executive Assistant Stamelos, Electric Utilities
Director Roper, City Engineer Beard, Assistant City Manager
Horsley, Public Safety Director Keplinger, Fire Marshall
Sandelin, and Public Works Director Goforth.
3. Fiscal Year 1990-91 Budqet Overview by City Manager and
Staff
The City Manager and Staff provided Council a budget financial
overview, review of goals and objectives, overview of projects,
programs and services, with general discussion regarding lower
than expected traffic citation revenues, billing and collection
procedures, unanticipated expenditures for the water rights
attorney services, insurance liability cost increases, and
possible effects of County imposed SB 2557 Jail Booking Fees and
Property Tax Administration Fees.
The City Manager provided Council a progress report and a list
of accomplishments of the 1990-91 Goals and Objectives for the
City of Ukiah.
Discussion ensued regarding the undergrounding of utilities on
Perkins Street.
Councilmember Shoemaker requested a report regarding original
projections for the revenues to cover the Perkins Street
Undergrounding project and the future of this project with a
brief summary.
Discussion ensued regarding future traffic projects, the new
Water Treatment Plant construction progress, and the sidewalk
grinding and repair project.
4. Fiscal Year 1991-92 Goals, Objectives and Priorities
The City Manager reported on the positioning of the City's
upcoming finances in anticipation of State and County deficits.
General discussion by Council ensued regarding the future of the
municipal solid waste site, the status of the Mendocino Solid
Waste Management Joint Powers Agency, and the diversion of scrap
metal, tires and compost from the landfill site.
The Public Works Director noted there currently is 1,600 tons of
material awaiting grinding into compost material at the landfill
site.

Reconvene: 10:40 a.m.
Mayor Henderson expressed her concern that we should stay
informed regarding the possibility of regionalized government.
Councilmember Schneiter joined the meeting at 10:42 a.m.
General discussion by Council ensued regarding their goals and
priorities concerning the Highway 101 corridor, regional issues,
the County tax sharing agreement, urban development standards,
securing a railroad right-of-way, beautification of Highway 101
median strip and entrances to the City of Ukiah, new home
residential sprinkler requirements, City/County contract
services cooperation, in depth review of the Ukiah Valley-Wide
Task Force recommendations, Ukiah's sphere of influence,
maintaining a farming buffer zone and the right-to-farm
Ordinance in the upcoming goals, regional and City economic
growth, affordable housing that is energy efficient and ll 5
aesthetic. -
City Organizational and Service Goal~
The City Manager and Public Safety Director reported on the
initial findings concerning a proposed Advanced Life Support
Ambulance Service to be provided by the Ukiah Fire Department.
They noted a final completed study will be provided to Council
at budget time.
Councilmember Wattenburger expressed his approval of this
innovative use of an existing public service force.
Recess: 12:05 p.m.
Reconvene: 12:43 p.m.
Councilmember Schneiter was absent.
The City Manager outlined a proposed Animal Control program for
the City of Ukiah and noted a full report will be forthcoming.
Councilmember Schneiter joined the meeting at this time of 12:48
p.m.
Councilmember McMichael expressed his concerns regarding the
need to expand the energy conservation program in the City of
Ukiah, particularly for low income households. He expressed his
desire to see the renovation of the municipal clubhouse as a
model for energy conservation and efforts to reduce hot water
energy costs.
It was the general consensus of Council for staff to pursue
these issues.
The City Manager and the Museum Director reported on issues the
Cultural Arts Committee is currently addressing, the Sun House
Endowment Fund efforts and events at the Museum.
The City Manager outlined a possible 5-year dedication ceremony
for the Museum, in October, that could also include a special
thank you to the originators of the Sun House Guild including
City of Ukiah retirees.
It was the general consensus of Council to approve this special
ceremony of appreciation.
Discussion ensued regarding the community's need for more
community/public room facilities, rental fees, a regional
conference center and soccer facilities.
It was the general consensus of Council for staff to pursue
these ideas.
Councilmember Shoemaker suggested a possible on-site resident
caretaker at Vinewood Park to reduce the vandalism occurring
there.
Mayor Henderson noted her desire to see the old City Hall fixed
up.
Discussion ensued regarding the Community Services Department
maintenance needs, golf course fees, and completion of the
softball complex.
Discussion ensued regarding the community enhancement program at
budget hearing time to be reduced by 10%, why a possible special
election for November 91, instead of the regular June 92
election regarding the elected City Clerk position, landscaping
at the Municipal airport, and the trees on the center strip of
Seminary Avenue.
