The City Council convened in a regular adjourned meeting at
7:08 a.m. Roll was taken and the following Councilmembers
were present: McMichael, Wattenburger, Schneiter and Mayor
Henderson. Absent: Councilmember Shoemaker. Staff present:
City Clerk McKay, City Manager Rough, City Attorney Rapport,
Assistant City Manager Horsley, Community Development
Director Harris, Public Safety Director Keplinger, Public
Works Director Goforth, and Finance Director Vara.
UNFINISHED BUSINESS
2a. Study Session Reqarding the Ukiah Valley-Wide Task
Force Report
The City Manager reported this workshop is for Council to
study and discuss the findings and recommendations of the
Ukiah Valley-Wide Task Force Report with final ratification
by Resolution to be presented at the regular meeting of
October 16, 1991. He noted Ukiah Valley-Wide Task Force
members present for discussion are Chairman Leroy Lowery,
Vice-Chairman Richard Henderson, League of Women Voters
Representative Eunice Knutson, in addition to the City of
Ukiah Representatives Councilmembers Shoemaker and Schneiter
and City Manager Rough.
Councilmember Shoemaker joined the meeting at 7:10 a.m.
Discussion and review began on the eleven water findings.
Stan Hildreth, Director of the Russian River Flood Control
District, discussed the history of this special district and
his perspectives in relation to this report and generally
agreed that these recommendations indicate we are moving in
the right direction but time may be needed to develop the
recommendations.
Steve Thomas, Russian River Flood Control District
Boardmember, stated he feels the recommendation for a seven
member board is unnecessary as he feels a five member board
would be sufficient, and feels that this report signifies
the beginning of a new era. He entered into discussion with
the Council regarding future water needs and allocations.
Discussion ensued regarding the Sewer recommendations
pertaining to a new board composition, ownership of
facilities, JPA wording clarification, and special district
representation.
Discussion ensued regarding the Emergency Medical
recommendations. It was noted that implementation of County
enhanced 911 emergency dispatch and a County Ambulance
Ordinance has been the result of some of the Ukiah
Valley-Wide Task Force recommendations.
Review and discussion continued pertaining to the Fire
Service, Hazardous Material, and Development Standards
findings and recommendations in the Ukiah Valley-Wide Task
Force Report.
Eunice Knutson, League of Women Voters representative,
stated it is the position of the League to support the Ukiah
Valley-Wide Task Force Report. She stated the League likes
the idea of having a broader base of citizens involved in
government, as many citizens do not have knowledge regarding
the many special districts, and feels zone representation is
