AB 939 Preliminary Draft Report Workshop

Mayor Henderson called the regular adjourned meeting to
order at 8:05 a.m. and the following Councilmembers were
present: McMichael, Wattenburger, Shoemaker, Schneiter
and Mayor Henderson. Staff present: City Clerk McKay, City
Manager Rough, City Attorney Rapport, Public Works Director
Goforth, Assistant City Manager Horsley, and Public
Works Administrative Assistant Goodrick.
UNFINISHED BUSINESS
2a. Workshop to Review the AB 939 Preliminary Draft
Report
Michael Sweeney, AB 939 Project Manager for the
Mendocino Solid Waste Management Authority, reviewed the
recommendations in the preliminary advance draft of the
multi-jurisdictional plan developed for the County of
Mendocino, City of Ukiah, City of Ft. Bragg and City
of Willits. He reported this report was prepared to comply
with the requirements of the California Integrated Waste
Management Act of 1989 (AB 939).
Councilmember Shoemaker, Chairman of the Mendocino Solid
Waste Management Authority Board, informed the Council that
the dates in this preliminary draft report have been set
back four to five months by MSWMA.
Review of the projected costs to MSMWA ensued with
discussion pertaining to the City of Ukiah's current waste
diversion program direct costs.
Councilmember Shoemaker encouraged Council to address the
big picture of waste reduction to alleviate problems in the
future.
Mayor Henderson stated that she could not approve the plan
until she better understands the cost inputs on the City.
Councilmember Schneiter indicated that a decision needs
to be made as to what the bottom line mandatory and minimum
costs are for the City of Ukiah.
The Public Works Director reported that current existing
waste diversion figures for the unincorporated County area
is 20.3 percent, City of Ukiah is 28.5 percent, City of
Ft. Bragg is 29.8 percent, and Willits is 23.4 percent.
He reported that the City of Ukiah is currently diverting
waste over the 25 percent rate which is mandated by AB 939
for 1995.
Discussion ensued regarding California Integrated Waste
Management Board interpretation of credits, diversion of
wood waste in Ukiah, and this preliminary draft report
compared to other County plans within California.
Councilmember Shoemaker indicated he feels this document
could be used as an excellent example by the State Agency.
Discussion ensued with some minor wording changes pertaining
to City of Ukiah programs.
Councilmember Wattenburger questioned Masonite's ash
tonnage figures contained in sections 2-16, 6-3-B, and 2-21.

Mr. Sweeney indicated this may be a typographical error
that he will correct.
The City Manager stated that staff will do a cost analysis
of the recommendations and provide a report to Council
before the final plan comes back to Council for review.
Discussion ensued regarding a resale facility for
reuseable items diverted from the waste stream.
The City Attorney advised that a new operation of this type,
if conducted at the landfill site, could modify the
operating permits for the landfill.
Mayor Henderson commented this program would increase the
handling costs for City staff and advised that local thrift
shops already in existence could provide the facilities and
staffing.
Councilmember Shoemaker indicated a resale facility idea
is a viable one and encouraged Council to endorse the idea
and suggested volunteers such as the Conservation Corp could
provide staffing.
The City Manager stated that we need to study this matter
and examine all the issues, such as legal, operational
feasibility and impact to the neighbors. He stated staff
evaluations will be brought back for Council review.
Recess - 9:48 a.m.
Reconvene - 9:53 a.m.
It was the general consensus of Council to use a target date
of May 1993 for possible implementation of a reuse/resale
pilot program.
The City Manager noted this policy issue will be addressed
during the budget hearing process for Fiscal Year 1992-93.
The review of the preliminary draft report continued
pertaining to the City of Ukiah.
Councilmember Wattenburger left the meeting at 10:00 a.m.
It was the general consensus of Council to consider an
Ordinance requiring landlords to accommodate recycling
activities in the future.
Councilmember McMichael noted the curbside recycling
bins in use by City residents are falling apart and this
matter needs to be addressed.
It was the general consensus of Council to agree in concept
to maximize waste diversion as soon as feasible and within
the budget constraints of the City.
The consensus of Council was to forward the preliminary
draft of the AB 939 Plan to the Mendocino Solid Waste
Management Authority with our City's comments.
