HomeMy WebLinkAboutMin 04-08-92255 CITY OF UKIAH CITY COUNCIL MINUTES Regular Adjourned Meeting Goal Setting/Pre-Budget Workshop CIVIC CENTER COUNCIL CHAMBERS 300 Seminary Avenue April 8, 1992 The City Council convened in a Regular Adjourned meeting at 8:07 a.m. in the Council Chambers for a Goal Setting Workshop with staff. Roll was taken and the following Councilmembers were present: McMichael, Schneiter and Mayor Henderson. Absent at roll: Councilmembers Wattenburger and Shoemaker. Staff present: City Clerk McKay, City Manager Rough, Assistant City Manager Horsley, Electric Utility Director Barnes, City Engineer Beard, Acting Finance Director Thomas, Public Works Director Goforth, Community Development Director Harris, Airport Manager Bua, Executive Assistant Stamelos, and Public Safety Director Keplinger. 2. Audience Comments on Non-Agenda Items No one came forward. NEW BUSINESS 3a. Council/Staff Pre-budget Discussion Regarding Goals for 1992-93 Fiscal Year The City Manager presented Council with a Fiscal Year 1991-92 Budget overview . Councilmember Shoemaker arrived at 8:14 a.m. The City Manager provided a verbal report on the City's accomplishments in the area of regional leadership roles, Downtown Revitalization efforts, Economic development, the General Plan Review Project, public safety, community services, energy conservation, capital improvements, volunteer program expansion, and City staff reorganization. He stated that 90 to 93 percent of Council goals for Fiscal Year 1991-92, have been accomplished. Mayor Henderson commended staff and the City Manager on the many accomplishments. The City Manager reported on future goals to accomplish regarding development of programs involving senior citizens, blue collar workers and youth groups, the completion of the general plan update, infrastructure improvements, emphasis on involving the youth in our community in local government, and also involvement of the non-profit sector which will actualize and enhance staffing without adding personnel. He indicated he would like to see development of a longer term budget with incentives to encourage departments to save additional funds. Discussion ensued regarding a Youth Advisory Committee and the role and responsibility of a code enforcement officer. Councilmember Schneiter expressed concern regarding impact on staff and departments. The City Manager outlined his ideas regarding volunteer/intern programs. There was discussion from Council as to individual goals they would hope to see and Councilmember Shoemaker presented a list of his recommendations. Recess - 9:20 a.m. Reconvene - 9:29 a.m. 256 Discussion ensued regarding City/County issues, City/School District issues, and City/Valley/Regional issues. The Community Development, Public Safety, Police, and Public Works departments provided Council with their general goals and objectives for the next fiscal year. Recess - 10:52 a.m. Reconvene - 11:01 a.m. Council continued informal discussion with the departments of Community Service and Personnel, Finance, City Clerk, Electric, Engineering, and Airport pertaining to their goals and objectives for the next fiscal year.
